The Minutes of the Planning & Transport Committee meeting held on Tuesday 12th August 2025 at 7.00pm at the Institute.
Present Councillors: Burdock, Gilbert, Laws, Rose and Shinkins-Hoppe.

DSJPC: Deeping St James Parish Council do not object to this planning application however, would request appropriate planning conditions to ensure that an Ecology Report is completed prior to any demolition as the site is close to a site of special scientific interest. Attention is requested to scrutiny of the submitted flood risk assessment area as there is local knowledge of water soaking through the bank (flooding from groundwater?).

DSJPC: Deeping St James Parish Council objects to this planning application due to concerns about the chalet bungalow being able to look into the window of 177 Eastgate. We request that the case officer checks the relationship between plots 3 and 4 in the current application and planning application S25/1128.
Please ensure Highways check the safety/width of this unusual access and steep gradient that will affect safety upon entering and exiting the property.
An update was received from the application agent, advising that the ridge height of the proposed plot 4 dwelling (the bungalow on the north side of the driveway) from ground level is 4.7m .The height of this building will prevent any view toward 177 from the first-floor windows of Plot 3 (the chalet bungalow south of the driveway) . (The height from ground level to the top of the first-floor windows of Plot 3 is 4.77m). As such, no issues of overlooking or intervisibility will arise.
Furthermore, an amended block plan was provided showing the access details requested by Highways.
The Assistant Clerk has made contact with the Lincolnshire Road Safety Partnership, with a view to organise a meeting to discuss where and how to consider putting in place permanent Speed Indicator Devices (SIDs). The date agreed to meet is the morning of 14 August 2025.

33.26 To consider the new housing sites proposed as part of the South Kesteven Local Plan Review (including consideration of the advice from the Deeping Neighbourhood Plan Group).
Two appendices were shared; The first, a map showing the areas of proposed new housing sites being consulted within the SKDC Local Plan Review.
The second, a draft response (intended for the Planning Policy Team at SKDC), for DSJPC consideration; based on collaboration with Councillors from Market Deeping Town Council, Deeping St James Parish Council and the Deepings Neighbourhood Plan.
A query referring to the inclusion of section 2c in the draft response, supporting the removal of Millfield Road, Market Deeping from the housing site consultation plan was raised when it appears that the balance of housing sites proposed in MD and DSJ does not appear equal and is weighted on DSJ. Discussion relating to things that need to be considered in relation to this plan, such as type of development, infrastructure and getting what we need, if the proposed site allocations go ahead.
It is RECOMMENDED to bring the draft response to Full Council.
34.26 To consider the protection of trees on the large development site adjacent to Linchfield Road/Towngate East.
Councillors considered an interest in protecting the trees around the potential 680 housing site at the north west side of Linchfield Road. It was agreed to RECOMMEND to Full Council to seek advice from the SKDC tree officer.
35.26 To consider recommending to Full Council a change in Standing Orders in how we handle planning applications that arrive with short deadlines in between meetings.
An appendix was shared giving information on best practice in how to deal with planning applications that are received in between meetings with short deadlines. Councillors read the document and agreed that the stated best practice is already followed. It was agreed that Standing Orders should be checked to see if they are concise enough and RECOMMEND to Full Council to adopt.

37.26 To consider and provide a case for requesting South Kesteven District Council (SKDC) to impose a Tree Preservation Order (TPO) on the Willow tree at Broadgate Lane near junction with Back Lane, PE6 8NW
Councillors read an appendix provided by Cllr Smith, advising what a TPO is, what criteria SKDC will consider to implement one and what the case is for protecting the Willow Tree at Broadgate Lane. Councillors consider there is a need to protect this tree and RECOMMEND to Full Council to request SKDC to TPO the tree.
