The Minutes of the Extra Ordinary Planning & Transport Committee meeting held on Tuesday 22nd July 2025 at 6.30pm at the Institute.
Present Councillors: Burdock, Bowell, Gilbert, Laws, Rose, Shinkins-Hoppe, Smith and Stevens and Dilks.
The Minutes were taken by the Assistant Clerk Louise Brown.
23.26 To receive apologies of absence.
None were received.
24.26 To receive declarations of interest, if any.
Cllrs Smith and Shinkins-Hoppe declared a non-registerable interest for agenda item 26.26.
25.26 To agree the Minutes of the previous meeting held on 8 July 2025.
The Minutes were agreed to be a true representation and were signed.
26.26 To receive and consider the following Planning Applications and put forward recommendations to the next Council Meeting, or make decisions in accordance with the Committee’s delegated powers:

Applicant: Mr and Mrs J A Winkless
Proposal: Demolition of existing barn and shed buildings and erection of dwelling.
Location: Bank House , 179 Eastgate, Deeping St James, Lincolnshire, PE6 8RB
App Type: Full Planning Permission
DSJPC: Deeping St James Parish Council do not object to this planning application however, would request appropriate planning conditions to ensure that an Ecology Report is completed prior to any demolition as the site is close to a site of special scientific interest. Attention is requested to scrutiny of the submitted flood risk assessment area as there is local knowledge of water soaking through the bank (flooding from groundwater?).

dwelling to form 1(no.) additional dwelling and erection of 2(no.) dwellings.

App Type: Full Planning Permission
DSJPC: Deeping St James Parish Council objects to this planning application due to concerns about the chalet bungalow being able to look into the window of 177 Eastgate. We request that the case officer checks the relationship between plots 3 and 4 in the current application and planning application S25/1128.
Please ensure Highways check the safety/width of this unusual access and steep gradient that will affect safety upon entering and exiting the property.
