The Minutes of the Planning & Transport Committee meeting held on Tuesday 13 May 2025 at 7.00pm at the Institute.
Present: Councillors Dilks, Gilbert, Rose, Shinkins-Hoppe, Smith, Stevens, Neville, Laws and Burdock.
The Minutes were taken by the Assistant Clerk Louise Brown.
91.25 To receive apologies of absence.
Apologies were received from Cllr Bowell.
92.25 To receive declarations of interest, if any.
Declarations of a non-registerable interest were received from Cllr Stevens for agenda item 99.25 planning application S25/0603. Declarations of ordinary registerable interest were received from Cllrs Steven and Shinkins-Hoppe for planning application S25/0751 on agenda item 99.25, as they are trustees of DSJ United Charities.

Planning enforcement were contacted with relation to the TPO’s situated at 90 Church Street, to ask to investigate potential unauthorised work to two Tree Preservation Ordered Lime Trees.
The Assistant Clerk added that a response had been received from SKDC enforcement, who had advised that they were investigating this concern.
95.25 To consider the Peterborough Local Plan Public Consultation
Cllr Smith opened conversation by advising Councillors that this topic also relates to agenda item 98.25, receiving an update from Deepings Neighbourhood Plan. Appendices were distributed with the agenda with reference to Peterborough City Council consulting on the Draft Local Plan. The Draft Local Plan also includes specific allocations for new development and Councillors are drawn to a potential large development of 1055 houses on land West of Lincoln Road situated in Deeping Gate.
Deepings Neighbourhood Plan have drafted a suggested response raising points to be considered, which is to be confirmed at the next DNP meeting.
Councillors were shown the draft DNP response and asked for their thoughts on the points raised. Councillors agreed in principle with the DNP’s points and wish access to education to be added to the list.
Councillors wish to object to this development but understand that the government are pushing for further housing development sites. Work needs to be undertaken cohesively to alleviate and accommodate the impact on the Deepings as a whole with a view to this and other future developments.
96.25 To consider the Meridian Solar Farm Consent Order
An appendix was circulated by Meridian Solar; asking for consultation regarding the installation of solar panels in land north of Crowland and East of Spalding. Councillors discussed this topic and it was proposed that we object due to loss of high-quality arable land. 5 Councillors supported this proposal and 3 did not. Councillor Dilks abstained from voting.
DSJPC: Recommend to object.
97.25 To consider the street and house naming for the Osier Farm Development.
Appendices were provided from Postland Management Ltd, asking for consideration to be given for property names in the new development along 141B Eastgate, Deeping St James.

Councillors approved the property names, but felt that there should also be a name for the new access road, as there is scope for postal error with other properties in the area with the same house name. Councillors suggested perhaps naming the street ‘Osier Farm Close’.

The extension is readily viewable from street level and stands out with long views from Brewton Drive. It is of a style that is markedly different, bearing no relationship to the present reasonably cohesive design of the wider area and the materials used locally. By presenting high parapet walls, combined with its white rendered finish, there is a considerable adverse visual impact. Its size, height, materials, appearance, and design therefore results in a structure that detracts from the street scene and general character of the area.
