The Minutes of the Planning & Transport Committee meeting held on Tuesday 14 January 2025 at 7.00pm at the Institute.
Present: Councillors Dilks, Gilbert, Rose, Shinkins-Hoppe, Stevens, Neville and Leader.
The Minutes were taken by the Assistant Clerk Louise Brown.
65.25 To receive apologies of absence.
Apologies were received from Councillors Smith and Bowell.
66.25 To receive declarations of interest, if any.
Declarations were received from Councillor Gilbert for planning applications S24/2216 and S24/2184 as a non-registerable interest and Councillor Shinkins-Hoppe for planning application S24/2184 also as a non-registerable interest.
67.25 To agree the Minutes of the previous meeting held on 12 November 2024.
The Minutes were agreed as a true representation and signed.
68.25 To receive reports from the Clerk.
The December 2024 meeting was cancelled due to there being no planning applications to consider.
The spare brackets for the Westcotec Speed Indicator Device have arrived. The Assistant Clerk will review the lamp posts along Spalding Road and Horsegate with a view to deciding which lamp posts we would like the spare bracket hanging and request permission from the Lincolnshire Road Safety Partnership, if needed.
Hedgehog signage – The assistant clerk contacted the Department for Transport and was advised to contact the local authority. We contacted Lincolnshire County Council twice to request this and have had no response as yet.
Councillors Smith, Shinkins-Hoppe, Stevens and Assistant Clerk Louise Brown attended a SKDC Design Code Workshop meeting held at Bourne Corn Exchange on Wednesday 27th November 2024. Slides were provided and are available to view.

Planning application S24/2108 came in as a short deadline application. This application was sent to all Planning Councillors as a round robin. The comment below was agreed by 5 of the 6 Councillors:
Deeping St James Parish Council object to the works (apart from T1, which is to be reduced) given the high public amenity value of trees T2-T6 individually and the absence of a more selective management approach to tree works . The trees collectively have high visual value in this conservation area and the group T3-T6 could be the subject of a Group Tree Preservation Order.

Councillors had a brief discussion about the change in boundaries of the Conservation Area by South Kesteven District Council due to the work planned on the trees in this vicinity.
69.25 To receive an update regarding the Deepings Neighbourhood Plan.
The Neighbourhood Plan’s update is waiting for feedback from SKDC, this is to be reviewed with reference to the Design Code.
Work is still ongoing with the housing survey results.
Two members of Deeping Gate attended the Neighbourhood Plan with a view to joining the group as Deeping Gate Parish Council do not have a Neighbourhood Plan. There is concern from the residents of Deeping Gate as well as Deeping St James regarding the upcoming plans to develop over the river.
The Neighbourhood Plan Team are continuing to work on the Waymarking Project.
70.25 To consider speed monitoring along the eastern end of Thackers Way.
Councillors considered solutions to the report of speeding along Thackers Way; it was agreed that the assistant clerk should investigate sourcing a crime reduction sign and the possibility of placing a speed indicator device in this area temporarily.
