The Minutes of the Planning & Transport Committee meeting held on Tuesday 11th November 2025 at 7.00pm at the Institute. 
 
Present Councillors: Burdock, Bowell, Gilbert, Rose, Shinkins-Hoppe, Smith, Stevens and Dilks. 
 
The Minutes were taken by the Assistant Clerk Louise Brown.
 
60.26 To receive apologies of absence.
Apologies were received from Cllr Bowell.

The Minutes were agreed as a true representation and signed.
 
63.26 To receive reports from the Clerk.
Installation of the noticeboard at Brewton Drive has been given the go ahead from Vistry Homes.  Cllr Smith investigated and received confirmation that no utilities were situated beneath where the noticeboard is due to be placed.  The Assistant Clerk advised that the noticeboard had been installed on Tuesday 11 November 2025.

DSJPC: Deeping St James Parish Council would like to support SKDC's previous refusal reasons, stated below:
1 The site is not within a substantially built-up frontage nor a redevelopment opportunity. 
The proposal is for development at the edge of a settlement, submitted without clear evidence of substantial support from the local community, and also without evidence that it seeks to address a specific targeted need for local market housing, and it therefore fails to comply with Local Plan Policies SP3, SP4 and The Deepings Neighbourhood Plan Policy DNP2. 
 
2 The proposal would be harmful to the character of the surrounding area due to it being out of keeping with the surrounding pattern of development and the design fails to make 
a positive contribution to the local distinctiveness and character of the area, given the local context, and it therefore fails to comply with Local Plan Policies DE1, SP3, SP4 and The Deepings Neighbourhood Plan Policies DNP2, it also fails to have regard to 
section 12 of the NPPF (National Planning Policy Framework). 
 
3 On the basis of the current submission, there is currently insufficient evidence to determine that the application proposals would not result in any unacceptable adverse impacts on ecological assets and / or arboricultural features. In the absence of such evidence, it is Officers' assessment that the scheme is likely to result in adverse impacts, contrary to Policy EN2 of the adopted Local Plan, and Section 15 of the National Planning Policy Framework (2021).

DSJPC: Deeping St James Parish Council have no objections to this retrospective planning application. 
Please could we enquire whether an archaeological assessment has been completed and furthermore, could we request protection put in place for the trees situated both inside and outside of the location, from construction traffic.
 
65.26 To review the provision of new bus shelters near the corner of Spalding Road B1525 and Broadgate Lane .
Councillors talked about the bus shelters and bus stops situated along Spalding Road; which at the present moment do not meet the community’s needs, due to the bus stops and shelters being placed in separate areas.  An opportunity to potentially remove obsolete bus shelters and install new ones in current or new locations along this road has arisen via LCC (Lincolnshire County Council), with help from either grants or direct work at LCC’s cost.
Action: Councillors are to look at the bus shelters (including Spalding Road, Broadgate Lane and Church Street, Deeping St James) and decide if they wish to keep them for rest areas or remove them to prevent errors in use.
Action: To explore options firstly with Delaine Buses and then with LCC, the transfer of bus stop location from outside 52 Spalding Road, to land outside 38 Spalding Road.
LCC are also asked to explore the installation of 3 bus shelters at 3 existing stops: 1. eastbound opposite 64 Spalding Road; eastbound and westbound at the Deeping School on Spalding Road 
If LCC install the bus shelters, they have advised that they will maintain them.
We have been advised by LCC that Benedict Court is going to have real time arrival stops fitted in the near future.
 
66.26 To receive an update regarding the Deepings Neighbourhood Plan.
1. Local Cycling and Walking Infrastructure Plan (LCWIP). 
Councillor Smith shared a summary regarding the LCWIP and advised that a PDF is available, should anyone wish to view it from Cllr Smith.  
A brief explanation of how Walk Wheel Cycle Trust (formerly Sustrans) commissioned by the Deepings Neighbourhood Plan, have developed a plan to encourage active travel and the development of 17 routes to aid this plan, focussing on key corridors.  Cllr Smith has asked that support is provided by the Parish Council to allow this plan to develop and be available to inform developers and planners with infrastructure.
Queries were raised about some points, however, at vote 4 councillors voted to support this plan in principle and 2 councillors abstained.
RECOMMEND to Full Council to support the LCWIP in principle at this stage.
 
2. Update on Deepings Neighbourhood Plan key terms – for information
• Christmas Fair Sunday 30th November – Allows the launch of a simple survey by the DNP, seeking views of key planning issues affecting the Deepings.  Advance copy of survey information linked here:
• SKDC will launch its own consultation on Design Code in late November.  Advance copies already being reviewed by DNP
