PTC June 2025 Minutes

The Minutes of the Planning & Transport Committee meeting held on Wednesday 11 June 2025 at 7.00pm at the Institute.

 

Present: Councillors Laws, Shinkins-Hoppe, Smith, Stevens.

 

The Minutes were taken by the Assistant Clerk Louise Brown.

 

01.26 To elect a new Chair.

It was proposed, seconded and RESOLVED that Councillor Smith should be Chairperson.

 

02.26 To receive apologies of absence.

Apologies were received and accepted from Cllrs Burdock, Dilks, Bowell and Rose.  Councillor Gilbert did not attend.

 

03.26 To receive declarations of interest, if any.

Declarations of interest were received from Cllr Smith for Agenda Item 08.26, Planning Applications S25/0862, S25/1863 and S25/0855.  Cllr Stevens offered declarations of interest for Agenda Item 08.26, Planning Application S25/0898.

 

04.26 To agree the Minutes of the previous meeting held on 13th May 2025.

The Minutes were agreed to be a true representation and were signed.

The Assistant Clerk also advised the Cllrs that one of the Speed Monitors has stopped working.  After contacting the manufacturer, it appears that the model may now be obsolete.  This topic is to be brought to the next meeting with a view to considering what is the best way forward from here.  The Assistant Clerk is to look into solar powered monitors, costs, licences and permissions.

 

06.26 To receive an update regarding the Deepings Neighbourhood Plan.

Deepings Neighbourhood Plan have a meeting on Monday 16th June (7pm Market Deeping Town Hall), so an update will be available for the next meeting.

Councillors were welcomed to attend the meeting and contribute to developing the Neighbourhood Plan, as well as to learn and understand more about the planning process around the Deepings.

 

07.26 To consider the Cabinet documents regarding the SK Local Plan for new housing sites.

Two appendices were shared showing sites allocated for potential housing allocation around the Deepings.  Councillors broadly discussed the sites. 

It is RECOMMENDED to bring to Full Council, that this Council holds a meeting for Councillors and the public on the morning of Saturday 19th July 2025 regarding the housing sites proposed.  Its purpose would be to raise awareness of SKDC’s proposals enabling residents to make their own representation to South Kesteven.

Deeping St James Parish Council object to this planning application due to the obtrusive height of the fence proposed which is considered detrimental to the open characters of the area, given its height (1.83m) and its position forward of the house.  Furthermore, there will be hazards caused to the driveway of the adjacent house accessing and exiting the highway.
