The Minutes of the Planning & Transport Committee meeting held on Wednesday 8th July 2025 at 7.00pm at the Institute.
Present: Councillors Gilbert, Laws, Shinkins-Hoppe, Smith, Stevens and Dilks.
The Minutes were taken by the Assistant Clerk Louise Brown.
11.26 To receive apologies of absence.
Apologies were received and accepted from Cllrs Rose, Bowell and Burdock.
12.26 To receive declarations of interest, if any.
Declarations of a non-registerable interest were received by Cllr Gilbert regarding Agenda Item S25/0804.
13.26 To agree the Minutes of the previous meeting held on 11 June 2025.
The Minutes were agreed to be a true representation and were signed.
14.26 To receive reports from the Clerk.

I refer to the above matter and your enquiry, dated 6th May 2025.
Apologies for the delay in response. I have carried out a visit to the property to confirm the works and we are currently seeking to organise a tree consultant to make a full assessment of the works, as we currently have no permanent tree officer in place.
We are very concerned with the works and are taking great care in our action to resolve this issue. I should be able to provide further news once we have fully reviewed the information available with a specialist and gathered enough evidence for any action that may occur.
Whilst the Council tries to resolve enquiries as quickly as possible, some investigations and resulting actions can become complex and may take some time to resolve. I will write to you again once the case is resolved, a planning application is submitted, or an Enforcement Notice is served.

Proposal: Proposed detached single-storey annexe

DSJPC: No objections to this planning application.
The Assistant Clerk advised that correspondence had been received advising that the Delaine 301/302 bus schedule had been updated and that the service was increasing to hourly for most of the day Monday-Friday.
15.26 To receive an update regarding the Deepings Neighbourhood Plan.
Cllr Smith advised that this agenda item would be merged with agenda item 18.26. Discussion was had with regard to SKDC Local Plan issues and preparing for the public consultation event. A meeting is to be held at The Deepings School Conference Centre, on Saturday 19th July 2025 between 10:30-12:00noon. All Councillors are encouraged to attend.
16.26 To consider Postland Management Ltd request for street naming 141B Eastgate.
Furthermore, to May 2025’s Planning and Transport Meeting, where the plots and street name were considered for the development at 141B Eastgate; two changes have been requested by Postland Management Ltd.
Councillors did not object to either of the requested changes and stated that they preferred Willow Close to Willow Croft Close and did not object to changing plot 2 name from The Weavers House to just The Weavers.
17.26 To consider the purchase of a solar powered speed indicator device.
Councillors considered replacing the broken Speed Indicator Device with a permanent device and replace others as they develop faults, with permanent devices, but keep one device as a mobile to aid trouble shooting specific areas as and when needed.
RECOMMENDED to Full Council to approve and consider financial implications.
18.26 To consider the content for the public open meeting to be held on 19th July 2025.

19.26 To consider to recommend a Tree Preservation Order (TPO), be placed on the Willow Tree on Broadgate Lane, near Back Lane.
Councillors agreed to request a recommendation to SKDC to place a TPO on the Willow Tree. Cllr Smith is to produce location plan and photograph for sending to SKDC. Councillors also requested that the topic of protecting trees on the perimeter of the large development site adjacent to Linchfield Road/Towngate East be brought back to the next agenda

The extension is readily viewable from street level and stands out with long views from Brewton Drive. It is of a style that is markedly different, bearing no relationship to the present reasonably cohesive design of the wider area and the materials used locally. By presenting high parapet walls, combined with its white rendered finish, there is a considerable adverse visual impact. Its size, height, materials, appearance, and design therefore results in a structure that detracts from the street scene and general character of the area.
