The Minutes of the Planning & Transport Committee meeting held on Tuesday 9th September 2025 at 7.00pm at the Institute.
Present Councillors: Burdock, Gilbert, Rose, Shinkins-Hoppe, Smith, Stevens and Dilks.
The Minutes were taken by the Assistant Clerk Louise Brown.
39.26 To receive apologies of absence.
Apologies were received and accepted from Cllrs Bowell and Laws.
40.26 To receive declarations of interest, if any.
Cllrs Burdock, Gilbert and Smith declared an interest in agenda item 43.26 and did not participate in the relevant planning applications.
Cllr Burdock has a pecuniary interest in planning applications S25/0646 and S25/1478.
Cllr Gilbert has a non-registerable interest in planning applications S25/1410 and S25/0897.
Cllr Smith has a pecuniary interest in planning applications S25/0646 and S25/1478.
Councillor Stevens attended the meeting.
41.26 To agree the Minutes of the previous meeting held on 12th August 2025.
The Minutes were agreed to be a true representative and signed.
42.26 To receive reports from the Clerk.
Actions from August Full Council
The Assistant Clerk has contacted South Kesteven District Council requesting that a Tree Preservation Order and management plan be placed on the Willow Tree situated along Broadgate Lane and furthermore advice regarding the trees situated around the outer edge of the potential 680 site at the North end of Linchfield Road. SKDC have responded with a form for us to complete for them to investigate. Contact is still to be made of the Woodland Trust with regards to this.
Planning Applications considered at August Full Council:
S25/1198 Deeping St James Parish Council have no objection to this planning application, however, would like to request to:
1. Extend the 40 mile per hour speed limit past Deeping Direct Deliveries, in an attempt to slow traffic.
2. Signage is provided to show a concealed entrance is located at this point.
Speed Indicator Devices.
A meeting was held with Cllrs Shinkins-Hoppe, Bowell, Market Deeping Cllr Byrd and an officer from the Lincolnshire Road Safety Partnership with regards to how and where to place permanent solar powered Speed Indicator Devices around the parish. The officer has sent some ideas and is on the agenda to be considered.
Westcotec sent information regarding converting the battery powered SID installed along Linchfield Road to solar. This can also be seen on the agenda to be considered at agenda item 44.26.
Upgrade to existing Telecommunications base station , Spalding Road.
A planning consultancy company ‘Cornerstone’, contacted the Parish Council proposing an upgrade to an existing telecommunications base station at Deeping Car Centre, Spalding Road, Deeping St James, Peterborough, Cambridgeshire, PE6 8SD. This is an O2 network improvement for Virgin Media. This proposal is a notification as they are intending to use their Permitted Development Rights for the upgrade, no action is required by the Parish Council.
Public Speaking Meeting
Cllrs were invited to speak at a public meeting regarding planning application S23/0401 and S23/0404 for a proposed industrial park and proposed office and production building. Previously the Parish Council supported the principle of this development i.e., industrial, however, would have liked more landscaping, ecology and biodiversity net gain to be considered. The applicant's ecology report was not considered as currently fit for purpose.
The level of development proposed results in poor landscape work and we were very concerned about the impact on the nearby road junctions given this level of development.
Finally, Councillors concerned about the 9m byelaw given that the applicant was relying on it for its landscape.

Proposal: Change of use form agricultural land to open storage (Use Class B8)

DSJPC: Deeping St James Parish Council object to this planning application for the following reasons:.
1. It is contrary to rural planning policies. The site is open land in the countryside and is contrary to policies to prevent such development. It will result in the loss of productive farmland in active use.
2. Gateway into the Deepings. The development will be harmful to Neighbourhood Plan Policy DNP 10: Protecting and Enhancing Important Gateways as it will result in a hard commercial edge to Towngate East without any landscape or other designs to create a visually attractive frontage.
3. Ecology assessment is unconvincing. The BNG assessment appears to have been completed by the applicant who has not offered any professional credentials. It is therefore of low credibility particularly given unfarmed perimeters, some with established hedges. Further, the assessment concludes that habitat units should be created on-site and no details have been provided to show how this will be done.
4. Access. The vehicular entrance to the site will be from Towngate East. As no designs have been done the highway and drainage implications of access onto a fast road, crossing an important drain, cannot be assessed.
5. Enclosures. No details have been provided of (a) fencing enclosures, (b) associated landscape work necessary given its countryside setting, nor (c) how continued access to the public right of way will be maintained.
6. Pylons. These will constrain the development and measures to protect or relocate will be necessary.
We ask that the application is refused permission.

44.26 To consider information received by the Lincolnshire Road Safety Partnership officer and also Westcotec, regarding Speed Indicator Devices (SIDs).
Councillors acknowledged the cost of converting the current Westcotec Speed Indicator Device and agreed that this was a necessary step to take, to reduce unnecessary maintenance man hours lost in charging the machine.
Councillors reviewed the recommendations offered by the Lincolnshire Road Safety Partnership officer and agreed that in the first instance that we should situate the converted Westcotec SID between Thackers Way and the Skate Park on the southbound area of the highway. At a later date, Councillors wish to pursue placing a SID between Churchfield Close and the school.

47.26 To receive an update regarding the Deepings Neighbourhood Plan.
At the last meeting, members met and briefed potential new members on the Neighbourhood Plan. More members are welcomed. The next meeting is to be held on the 13th October 2025 at 7pm.
