Cllr Smith advised that a first draft of the Deepings Design Code had been delivered by consultants Aecom.  SKDC have briefly reviewed it, and have suggested demanding improvements. The document will not be advanced until SKDC’s own district wide code is more advanced. 
 
Cllr Stevens attended the meeting.
 
On Wednesday 2nd April 2025 between 6-8pm, SKDC are holding a second Design Code workshop.  Councillor Smith to circulate to Councillors to invite.
 
The Local Cycling and Walking Infrastructure Plan has been completed in draft and is not finished.  A consultation will be held when the document is ready to be viewed, after the County Council have reviewed the plan as being deliverable.
 
Reorganisation of Lincolnshire was discussed:  what will happen when South Kesteven merges with other local councils and what will happen to the Local Plan?  
 
Major development site (1055 houses) : land south of the river and Market Deeping Town Centre is now in Peterborough’s  draft Local Plan. This will be the subject of consultation from April onwards.

I am writing to inform you that Peterborough City Council is consulting on the Draft Local Plan, the second stage in the preparation of a new Local Plan for Peterborough. This is an important document as it will determine what Peterborough will look like in the future and how it will become an even better place to live, work and visit. The Draft Local Plan sets out criteria-based policies that address the key issues in Peterborough. It also includes specific allocations for new development.
Consultation on the Draft Local Plan will take place between 11 April 2025 and 29 May 2025 at 11:59pm. Public Engagement Events
 
We are holding a series of public engagement events connected to the Draft Local Plan. We warmly invite members of the community to drop-in at these events to learn more about the plan and discuss the draft policies and proposed sites. The events take place on:
• Tuesday 6 May 2025 – Online drop-in session via Zoom, 6.30pm
• Thursday 8 May 2025 – Queensgate Shopping Centre, outside the O2 shop from 5pm to 7pm
• Saturday 10 May 2025 – Peterborough Museum from 10am to 4pm

Under the planning permission granted, reference S20/1862, Postland are building 5no. new properties, converting 2no. barns and refurbishing Osier farmhouse (existing registered property)
 
I have attached a site plan showing the properties.
 
In order to apply for the connection of services such as water and electric, the properties need to be allocated postal addresses. As is usual, I have applied to South Kesteven to arrange this but have advised our request must be approved by the Parish Council.
 
Our proposal is for the following property names within the development. A street sign will be at the entrance detailing the individual house names (please advise the style and specification of this sign).

Appendix 8 - Summary of DNP Response

Summary of our comments (to be supported by more detailed report)
 
The case for development has not been made. While this location appears to have potential for a sustainable urban extension, further substantial work is needed to justify the proposal. 
 
Until this is done, we neither support nor object to the development.
 
Integration with the Deepings. This development should be viewed as an extension to the Deepings, rather than a ‘new settlement’ as described in the Draft Peterborough Local Plan 2025. Very little work has been done by PCC to understand the existing role and function of the Deepings, and how this new development would integrate with it. A formalised joint infrastructure planning agreement will be needed. 
 
As it is a significant expansion, it must be considered alongside existing planned growth in the area proposed by Soth Kesteven DC. The new draft South Kesteven Local Plan is due to be published in June 2025, and this is likely to include new housing sites.
 
Infrastructure Decline
Over the years, the Deepings has been largely self-sufficient in terms of services, but this situation has deteriorated significantly over the past two decades. Evidence of this decline includes:
• closure of the Leisure Centre (apart from loss of its facilities, there are now no large spaces available for events)
• redundancy of an astroturf pitch
• lack of new sports pitches despite documented demand
• no growth in retail, despite its promotion within the Local and Neighbourhood Plans
 
Health Provision. Related to the above topic of infrastructure, Draft Policy LP4 rightly calls for a Health Impact Assessment, which is welcomed. This assessment should be conducted in collaboration with the Deepings Health Centre, whose catchment area includes Glinton.
Pedestrian and Cycle Movement Corridors. A fundamental assessment is missing regarding how the new housing will facilitate safe and convenient movement corridors to the town centre, other services, and local schools. The existing Town Bridge is insufficient for pedestrian and cycle access. As it is a listed post-medieval structure, reconstruction is unlikely. 
 
Any new pedestrian and cycle bridges - such as the one proposed in the Deepings Neighbourhood Plan - would require a full feasibility study, along with securing third-party land, before any planning decision is made for the new housing site.
Vehicular Transport Investment. Vehicular access would be via the B1524 (Lincoln Road), likely leading to excessive queuing at the A15/B1524 junction. Previous studies by PCC suggested that dualling the A15 Deepings Bypass might be necessary to accommodate growth, yet the current proposal makes no mention of this key requirement.
 
Consultation. Given the complexity of the issues involved, a well-structured consultation plan is necessary. This should be developed by the site promoter’s design team and outline key details, including consultation methods, timescales, stakeholders involved, and the specific aspects to be discussed.
