A Design Code for South Kesteven | South Kesteven District Council

We have now entered the testing and feedback stage for the draft version of our Design Code.

This stage of the engagement is aimed at people and organisations who will use the Design Code regularly.

Testing
We are encouraging potential users of the code to test the draft on appropriate development proposal/s using the Design Code document and our compliance checklist.

Feedback – questionnaire and checklist
We have a short questionnaire to complete, and the compliance checklist can also be used to feedback detailed comments.

Timescales to Adoption
Following this testing and engagement phase, amendments will be made to the draft Code and Checklist and final draft versions will then be created.
This final draft code will then go through the statutory consultation process in Spring 2026 with the aim of adopting the Code in Summer 2026 as an SPD linked to our existing Local Plan (2020).

Face to Face Meeting
Some organisations may feel that they would benefit from an online or in-person meeting to ask questions, discuss issues and/or provide feedback. Please use the contact details below should you wish to set something up.

We are not intending to hold workshops in the same way as we did with the first phase of engagement.

Dear Sir or Madam

Bourne Parish Neighbourhood Plan Regulation 14 Consultation

A Steering Group, established by Bourne Town Council, is preparing a Neighbourhood Plan for the Bourne Parish, under the Neighbourhood Planning (General) Regulations 2012 (as amended).

In accordance with Regulation 14, consultation on the Draft Plan is now being undertaken. This consultation provides residents, local organisations, and other consultees with the opportunity to review the Draft Plan and make representations before it is formally submitted to the local planning authority.

Why are we consulting you?

This letter has been sent to you because you or your organisation/body/company:

• provide a service or resource within the Parish; or

• are concerned with the built or natural environment of the Parish; or

• is a parish council or local authority which borders Bourne Parish or is located within close proximity to the Parish; or

• have previously submitted representations in support of the allocation of one or more sites for development in the Neighbourhood Plan.

What policies are included in the Draft Plan?

The Draft Plan sets out a vision for sustainable development and includes policies for the development and use of land over the next 10 years. The policies will be used to determine planning applications. To help you decide which policies you may wish to comment on, the following provides a list of topics and related policy numbers in the Draft Plan:

• Green spaces, corridors landscaping and important views (Policies BP1 – BP6 inclusive).

• Local distinctiveness, vernacular and area character (Policies BP7 and BP8).

• The historic environment including local heritage assets, the Conservation Area and shopfronts. (Policies BP9-BP11 inclusive)

• Bourne town centre including uses, the public realm and parking (Policies BP 12 – BP14 inclusive).

• The visitor economy (Policy BP15)

• Community facilities and schools (Policies BP16-BP18 inclusive).

• Transport including prioritising sustainable transport and cycle/car parking provision (Policies BP19 to BP22 inclusive).

• The town settlement boundary (Policy BP23)

• Housing (Policies BP24 and BP25)

• Employment (Policies BP26 – BP28 inclusive).

Where can you view the Draft Plan?

The consultation period runs from Monday 10th November 2025 to Monday 12th January 2026. During this time, the Draft Plan and supporting documents will be available to view online at:

https://www.bourneparishneighbourhoodplan.org.uk/

A paper copy of the Draft Plan can also be read at the library in Bourne during normal opening hours and at the following ‘drop-in’ sessions.

o Bourne Corn Exchange: 12th November 10am to 1pm

o Elsea Park Centre: 15th November 10am to 2pm

o Dyke Village Hall: 22nd November 10am to 2pm

o Bourne Christmas Market: 29th November

o Bourne Market: 20th and 27th November;  11th and 18th December;  8th January.

How can you comment on the Draft Plan?

Comments on the Draft Plan must be received by Monday 12th January 2026.

We would prefer you to complete the online questionnaire on the Bourne Parish Neighbourhood Plan website:

https://www.bourneparishneighbourhoodplan.org.uk/

If that is not possible, comments can be submitted:

• By email to: info@bourneparishneighbourhoodplan.org.uk

• In writing to: BPNP, Bourne Town Council, SK Community Point, 3 Abbey Road, Bourne. PE10 9EG

Responses submitted in writing or by email should be headed ‘Draft Bourne Parish Neighbourhood Plan’ and should also identify the policy or paragraph of the Plan to which the representation relates.  If you are seeking a change to the wording of a policy or paragraph, please indicate the form of wording that would satisfy your concerns.

A summary of comments will be made publicly available.  Your personal details (name and contact details) will not be made public but will be used solely for the purposes of correspondence relating to the Bourne Parish Neighbourhood Plan and processed in line with the Data Protection Act and the General Data Protection Regulations.

What happens next?

Following the consultation, all comments will be carefully reviewed by the Steering Group, and changes will be made where appropriate. Once endorsed by Bourne Town Council, the amended Plan (the Submission Plan) will be submitted to South Kesteven District Council. The District Council will then publicise the Plan, invite representations, and appoint an independent examiner.

The examiner will issue a report recommending whether the Plan should proceed to a referendum and suggesting any necessary modifications. South Kesteven District Council will consider the examiner’s report, make any required changes, and decide whether to proceed to a referendum. At that stage, residents on the Bourne Parish electoral register will be asked to vote on whether the Neighbourhood Plan should be used in determining planning applications. If more than 50% of voters support the Plan, it will be formally brought into force.

If you would like your contact details (name, address, and email) to be shared with South Kesteven District Council so that they can inform you of the next stage (Regulation 16), please indicate your consent in your response. Online response forms will automatically record whether you consent or withhold consent.

If you have any questions or require further information, please contact:info@bourneparishneighbourhoodplan.org.uk

Thank you for your time and contribution to this important stage of the Neighbourhood Plan process.

Yours faithfully,

Councillor C Pattison Chair, Bourne Town Council

Councillor R McKinney Chair, Neighbourhood Plan Steering Group

Location: Bank House 179 Eastgate Deeping St James Lincolnshire PE6 8RB

DSJPC: Deeping St James Parish Council objected to this planning application due to concerns about the chalet bungalow being able to look into the window of 177 Eastgate. We request that the case officer checks the relationship between plots 3 and 4 in the current application and planning application S25/1128.
Please ensure Highways check the safety/width of this unusual access and steep gradient that will affect safety upon entering and exiting the property.

Application No: S24/1260
Applicant: Mr Stuart Fox
Agent: Mr Mike Sibthorp
Proposal: Application to modify section 106 agreement associated with planning permission ref: S20/1253 - Section 73 application to vary condition 2 (approved plans) of S18/2111 (Demolition of 2 existing dwellings and erection of 12 dwellings)

Location: 19 Church Street Deeping St James Lincolnshire PE6 8HF
SKDC: Work Allowed 13th November 2025
DSJPC: Not consulted

Appeal Ref: APP/E2530/D/25/3371053
2 Fraser Close, Deeping St James, Lincolnshire PE6 8QL
The appeal is made under section 78 of the Town and Country Planning Act 1990 (as amended) against a refusal to grant planning permission.
The appeal is made by Ms Shelby Culff against the decision of South Kesteven District Council.
The application Ref is S25/0669.
The development proposed is the removal of a small picket fence and the erection of a new fence closer to the boundary line of the property.
Planning Inspectorate Decision: The appeal is allowed.
DSJPC: Deeping St James Parish Council objected to this planning application due to the obtrusive height of the fence proposed which is considered detrimental to the open characters of the area, given its height (1.83m) and its position forward of the house. Furthermore, there will be hazards caused to the driveway of the adjacent house accessing and exiting the highway

Application No: S25/0646
Applicant: Mr Crapper
Proposal: Change of use form agricultural land to open storage (Use Class B8)
Location: Land South Of Towngate East Deeping St James
SKDC: Permission has been refused.
DSJPC: Deeping St James Parish Council objected to this planning application for the following reasons:
1. It is contrary to rural planning policies. The site is open land in the countryside and is contrary to policies to prevent such development. It will result in the loss of productive farmland in active use.
2. Gateway into the Deepings. The development will be harmful to Neighbourhood Plan Policy DNP 10: Protecting and Enhancing Important Gateways as it will result in a hard commercial edge to Towngate East without any landscape or other designs to create a visually attractive frontage.
3. Ecology assessment is unconvincing. The BNG assessment appears to have been completed by the applicant who has not offered any professional credentials. It is therefore of low credibility particularly given unfarmed perimeters, some with established hedges. Further, the assessment concludes that habitat units should be created on-site and no details have been provided to show how this will be done.
4. Access. The vehicular entrance to the site will be from Towngate East. As no designs have been done the highway and drainage implications of access onto a fast road, crossing an important drain, cannot be assessed.
5. Enclosures. No details have been provided of (a) fencing enclosures, (b) associated landscape work necessary given its countryside setting, nor (c) how continued access to the public right of way will be maintained.
6. Pylons. These will constrain the development and measures to protect or relocate will be necessary.

Application No: S25/1848
Applicant: Mr and Mrs Birtill
Proposal: Proposed rear two storey extension and single storey side extensions and alteration to east elevation
Location: 90 Eastgate Deeping St James Lincolnshire PE6 8HJ

DSJPC: No objections
