DSJPC: Deeping St James Parish Council have no objections to the development, however, would like to draw enforcement attention to this aspect of the conservation area currently being cleared of several trees of significant size.

Enforcement update - Application No: S25/1908.
Deeping St James Parish Council drew enforcement attention to the aspect of the conservation area we understood were currently being cleared of several trees of significant size.
We received correspondence from the enforcement office advising that they had been to look at the land behind 18 Bridge Street, with regards to clearance, and they cannot discern a problem. Follow-up photos have been sent for the enforcement office’s information.

We have now entered the testing and feedback stage for the draft version of our Design Code.
This stage of the engagement is aimed at people and organisations who will use the Design Code regularly.
Testing
We are encouraging potential users of the code to test the draft on appropriate development proposal/s using the Design Code document and our compliance checklist.
Feedback – questionnaire and checklist
We have a short questionnaire to complete, and the compliance checklist can also be used to feedback detailed comments.
Timescales to Adoption
Following this testing and engagement phase, amendments will be made to the draft Code and Checklist and final draft versions will then be created.
This final draft code will then go through the statutory consultation process in Spring 2026 with the aim of adopting the Code in Summer 2026 as an SPD linked to our existing Local Plan (2020).

Some organisations may feel that they would benefit from an online or in-person meeting to ask questions, discuss issues and/or provide feedback. Please use the contact details below should you wish to set something up.

Bourne Parish Neighbourhood Plan Regulation 14 Consultation
A Steering Group, established by Bourne Town Council, is preparing a Neighbourhood Plan for the Bourne Parish, under the Neighbourhood Planning (General) Regulations 2012 (as amended).
In accordance with Regulation 14, consultation on the Draft Plan is now being undertaken. This consultation provides residents, local organisations, and other consultees with the opportunity to review the Draft Plan and make representations before it is formally submitted to the local planning authority.
Why are we consulting you?
This letter has been sent to you because you or your organisation/body/company:
• provide a service or resource within the Parish; or
• are concerned with the built or natural environment of the Parish; or
• is a parish council or local authority which borders Bourne Parish or is located within close proximity to the Parish; or
• have previously submitted representations in support of the allocation of one or more sites for development in the Neighbourhood Plan.
What policies are included in the Draft Plan?
The Draft Plan sets out a vision for sustainable development and includes policies for the development and use of land over the next 10 years. The policies will be used to determine planning applications. To help you decide which policies you may wish to comment on, the following provides a list of topics and related policy numbers in the Draft Plan:
• Green spaces, corridors landscaping and important views (Policies BP1 – BP6 inclusive).
• Local distinctiveness, vernacular and area character (Policies BP7 and BP8).
• The historic environment including local heritage assets, the Conservation Area and shopfronts. (Policies BP9-BP11 inclusive)
• Bourne town centre including uses, the public realm and parking (Policies BP 12 – BP14 inclusive).
• The visitor economy (Policy BP15)
• Community facilities and schools (Policies BP16-BP18 inclusive).
• Transport including prioritising sustainable transport and cycle/car parking provision (Policies BP19 to BP22 inclusive).
• The town settlement boundary (Policy BP23)
• Housing (Policies BP24 and BP25)
• Employment (Policies BP26 – BP28 inclusive).
Where can you view the Draft Plan?
The consultation period runs from Monday 10th November 2025 to Monday 12th January 2026. During this time, the Draft Plan and supporting documents will be available to view online at:

A paper copy of the Draft Plan can also be read at the library in Bourne during normal opening hours and at the following ‘drop-in’ sessions.

How can you comment on the Draft Plan?
Comments on the Draft Plan must be received by Monday 12th January 2026.

Responses submitted in writing or by email should be headed ‘Draft Bourne Parish Neighbourhood Plan’ and should also identify the policy or paragraph of the Plan to which the representation relates. If you are seeking a change to the wording of a policy or paragraph, please indicate the form of wording that would satisfy your concerns.
A summary of comments will be made publicly available. Your personal details (name and contact details) will not be made public but will be used solely for the purposes of correspondence relating to the Bourne Parish Neighbourhood Plan and processed in line with the Data Protection Act and the General Data Protection Regulations.
What happens next?
Following the consultation, all comments will be carefully reviewed by the Steering Group, and changes will be made where appropriate. Once endorsed by Bourne Town Council, the amended Plan (the Submission Plan) will be submitted to South Kesteven District Council. The District Council will then publicise the Plan, invite representations, and appoint an independent examiner.
The examiner will issue a report recommending whether the Plan should proceed to a referendum and suggesting any necessary modifications. South Kesteven District Council will consider the examiner’s report, make any required changes, and decide whether to proceed to a referendum. At that stage, residents on the Bourne Parish electoral register will be asked to vote on whether the Neighbourhood Plan should be used in determining planning applications. If more than 50% of voters support the Plan, it will be formally brought into force.
