Appendix 2 - 42.26 To receive reports from the Clerk

Actions from August Full Council
The Assistant Clerk has contacted South Kesteven District Council requesting that a Tree Preservation Order and management plan be placed on the Willow Tree situated along Broadgate Lane and furthermore advice regarding the trees situated around the outer edge of the potential 680 site at the North end of Linchfield Road.  SKDC have responded with a form for us to complete for them to investigate. Contact is still to be made of the Woodland Trust with regards to this.  

Planning Applications considered at August Full Council:
S25/1198 Deeping St James Parish Council have no objection to this planning application, however, would like to request to:
1. Extend the 40 mile per hour speed limit past Deeping Direct Deliveries, in an attempt to slow traffic.
2. Signage is provided to show a concealed entrance is located at this point.

Speed Indicator Devices.
A meeting was held with Cllrs Shinkins-Hoppe, Bowell, Market Deeping Cllr Byrd and an officer from the Lincolnshire Road Safety Partnership with regards to how and where to place permanent solar powered Speed Indicator Devices around the parish.  The officer has sent some ideas and is on the agenda to be considered.
Westcotec sent information regarding converting the battery powered SID installed along Linchfield Road to solar.  This can also be seen on the agenda to be considered at agenda item 44.26.

Upgrade to existing Telecommunications base station , Spalding Road.
A planning consultancy company ‘Cornerstone’, contacted the Parish Council proposing an upgrade to an existing telecommunications base station at Deeping Car Centre, Spalding Road, Deeping St James, Peterborough, Cambridgeshire, PE6 8SD.  This is an O2 network improvement for Virgin Media.  This proposal is a notification as they are intending to use their Permitted Development Rights for the upgrade, no action is required by the Parish Council.

Public Speaking Meeting
Cllrs were invited to speak at a public meeting regarding planning application S23/0401 and S23/0404 for a proposed industrial park and proposed office and production building.  Previously the Parish Council supported the principle of this development i.e., industrial, however, would have liked more landscaping, ecology and biodiversity net gain to be considered. The applicant's ecology report was not considered as currently fit for purpose. 
The level of development proposed results in poor landscape work and we were very concerned about the impact on the nearby road junctions given this level of development.
Finally, Councillors concerned about the 9m byelaw given that the applicant was relying on it for its landscape.

Appendix 4 - 44.26 To consider information received by the Lincolnshire Road Safety Partnership officer regarding Speed Indicator Devices (SIDs). 

In terms of the units you are thinking of, I’d recommend the solar type from Elan City. They are very popular mainly due to the fact that they are reliable and seem to offer good value for money. Two are in-situ at Hop Pole.
In addition, the company seem to offer a discount if you purchase more than one. The roads such as Linchfield Road and Horsegate / Spalding Road have a more open aspect and can take such a sign – which is slightly larger than the unit from Westcotec.

Horsegate / Spalding Road – I have looked at some Police speed data and fortunately we have some readings that have been taken either side of the school / Linchfield Rd junction.

On the Horsegate section, on the western side of the school, the mean speeds towards the school are 25.0 mph. There are locations to place a sign, although there are electricity cables overhead on the northern side. There is also quite a bit of roadside parking, which is probably why the mean speeds are on the low side.

On Spalding Road, on the east side of the school, the general aspect is more ‘open’ with little or no roadside parking. The mean speeds on the approach to the school are 31.6 mph. There are locations to place a sign and I would suggest somewhere in between Broadgate Lane and Churchfield Close.

Linchfield Road – unfortunately, we don’t have any speed data along here. Generally though, the road is quite open in nature and speeds will likely be similar in either direction.

As we discussed, there is a wired-in unit already in place adjacent to Campion Drive. It’s probably 20 years old, but still seems to be working fine and so I’d leave well alone. In fact, there would be a cost to remove it ! Whilst it may not be in the ideal location now that additional housing has been built, it still offers a decent message to drivers.

Approaching from the Horsegate / Spalding Road junction, there is plenty of verge on the eastern side just beyond Crowson Way and also a good location on the west side just prior to Fen Field Mews.

Thackers Way – This is a residential area, but also a cut through and quite similar to Godsey Lane. There are opportunities to place a sign here as there is verge available along the whole length, so maybe consideration for a unit at either end or one fairly central that can be turned from time to time.

Godsey Lane – this is also residential and a cut through. There is an existing wired-in unit adjacent to Bramley Road. Unfortunately, there isn’t any available verge available until north of Tesco’s, but this could offer a decent location for a unit for southbound traffic.

In summary, I would probably lean towards a couple of solar type units initially. One on the Spalding Road approach to the school, and one on Linchfield Road near Fen Field Mews. You can always add to these over the next year or so.
I’d suggest to make use of your battery units on Thackers Way and Godsey Lane for now, but I’m happy if you want to pursue solar units here too – it depends on your budget.

Talking  of budget, I did suggest it would be worth approaching the District Council to see if there are any Grants available. There may not be – but worth asking the question. If you have someone on the Parish who has links into the District, that would be great. Alternatively, if there are housing developers or businesses in the area who may contribute, that could be another option.

In terms of the solar units, they do need to be erected on dedicated posts due to their size and weight. As I said, they are quite cumbersome to move, so fairly fixed in nature. I can arrange for the posts, but would need to make a charge to cover costs of £200 for each.

Finally, we chatted about future development and road layouts in terms of planning etc. We do have an email address for our Planning Team at LCC, which is :

I think the best way forward, would be to involve the County Councillor as well as the District Councillor in the first instance. It will certainly be the District Council that will take the lead on the development side initially.

Appendix 5 - 44.26 To consider information received by the Lincolnshire Road Safety Partnership officer and also Westcotec, regarding Speed Indicator Devices (SIDs). 

Good news! We can indeed retrofit your sign to work with solar. 

For any solar installation it is important that you make sure that the solar panel has a clear southerly aspect. 

There are two options:

The first is that we can add a portable 10W solar panel to your existing sign, which still allows it to be portable and as the solar panel uses the same brackets as the sign, it will be very familiar system. The solar panel will fit above the sign and extends the length of time between battery changes. If you already have purchased additional brackets for the sign positions, it may be worth considering additional brackets for the solar panel as well. This is £650 + Carriage. This does assume that your current battery is in good condition. 

The second option is to convert it to a fixed solar sign. This would mean that the sign is no longer portable, but it will be permanently run on solar power. This would be £1245 for the solar system, and an additional £345 to install. The sign would also need to be returned to us so that we can make any modifications prior to installation, so there would be Carriage as well. 

All these prices exclude VAT.
