Bus shelter update
Autocross Euroshel suggest that they will be ready to install the bus shelters for the bus stops along Linchfield Road outside the Springfields Development week commencing 19th August 2024, this may be delayed due to permission being sought from Lincolnshire County Council (LCC), but is imminent.
Bench placement
LCC have come back to the Parish Council advising that they do not own the land we have asked to place benches on, Cllr Smith will investigate.

Deeping St James Parish Council object to the planning application for plot 3, based upon the following grounds.
1. We accept the concerns raised by the Conservation Officer resulting in this application not being in keeping with the rest of the development and the detrimental effects on the listed Grade II farmhouse.
2. Based on the overdevelopment of the site and the raised roof height will overpower the Grade II listed farmhouse. The 9m roof height will mean this is the only three storey house on the development and not in keeping.
3. We would seek to have the first-floor bay window removed - as it is not in keeping with the surrounding development.
4. We seek to see the plans for the garage in connection with the proposed materials to be used, roof height etc.
An update on the purchase of a Speed Monitor.
Council have previously agreed the purchase of a smiley/frown speed monitor. The LRSP (Lincolnshire Road Safety Partnership), were awaiting weights and dimensions for the speed monitor that we were looking to place on a lamp post along Linchfield Road. We have received a quote with specifications included for £3,668 excluding VAT, which is very reasonable based upon the previous quotes we had received. The asst clerk has asked the LRSP if this monitor would be acceptable and the LRSP have confirmed that it is suitable.

As you may be aware, Lincolnshire County Council is preparing an updated Minerals and Waste Local Plan which will guide the future provision of minerals and the management of waste in Lincolnshire up to 2041.
We are seeking your views on this consultation on our preferred approach to minerals and waste.
The consultation starts on Tuesday 30 July 2024 and finishes at 5pm on Tuesday 24 September 2024.
Alongside this consultation, we are seeking further mineral site nominations (sand and gravel aggregate and limestone aggregate) from landowners, developers and other interested parties to be considered in the updated plan.
The attached letter sets out more details about the consultation and how you can get involved.

Appendix 8 – SLCC Government seeking views of proposed changes to the National Planning Policy Framework (NPPF)
1 August 2024
The government is seeking views on proposed changes to the NPPF to support its wider objective “to achieve sustainable growth in our planning system” and “commitments to achieve economic growth and build 1.5 million new homes”.
Specified proposals included in the revised NPPF (which sets out the government’s planning policies for England and how these should be applied) include:
• Make the standard method for assessing housing needs mandatory, requiring local authorities to plan for the resulting housing need figure, planning for a lower figure only when they can demonstrate hard constraints and that they have exhausted all other options
• Reverse other changes to the NPPF made in December 2023 which were detrimental to housing supply
• Implement a new standard method and calculation to ensure local plans are ambitious enough to support the government’s manifesto commitment of 1.5 million new homes in this Parliament
• Broaden the existing definition of brownfield land, set a strengthened expectation that applications on brownfield land will be approved and that plans should promote an uplift in density in urban areas
• Identify grey belt land within the Green Belt, to be brought forward into the planning system through both plan and decision-making to meet development needs
• Improve the operation of ‘the presumption’ in favour of sustainable development, to ensure it acts an effective fail safe to support housing supply, by clarifying the circumstances in which it applies; and, introducing new safeguards, to make clear that its application cannot justify poor quality development
• Deliver affordable, well-designed homes, with new “golden rules” for land released in the Green Belt to ensure it delivers in the public interest
• Make wider changes to ensure that local planning authorities are able to prioritise the types of affordable homes their communities need on all housing development and that the planning system supports a more diverse housebuilding sector
• Support economic growth in key sectors, aligned with the government’s industrial strategy and future local growth plans, including laboratories, gigafactories, datacentres, digital economies and freight and logistics – given their importance to our economic future
• Deliver community needs to support society and the creation of healthy places
• Support clean energy and the environment, including through support for onshore wind and renewables
