58.25 Appendix 2 - To receive reports from the Clerk.
The brackets for the Westcotec Speed Indicator Device have arrived. Councillors previously suggested it be placed along Spalding Road/Horsegate. The LRSP are being consulted.
The Assistant Clerk has contacted the Department for Transport (DfT), to find out about getting hold of small animal signage to place along Horsegate, making traffic aware of small animals such as hedgehogs on the roads. The DfT have responded advising contacting the contact local authority. Lincolnshire County Council have been contacted and we are awaiting a response.
The Parish Council received a Consultation: A Design Code for South Kesteven, from SKDC. This has a short deadline of 31 October 24 and it asks Parish Councils to advertise on noticeboards and social media– which was done.
Councillors have been invited to an SKDC Design Code Workshop to be held on either 21 November at Grantham or 27th November in Bourne. Councillors are to advise the Assistant Clerk if and where they wish to attend by the 14th November 24.

Deeping St James Parish Council continue to support this development in principle. Our previous support for application S22/2405 may be referred to, saving repetition here.
The Deepings do need this new facility. We are aware that a large number of teams are affiliated to the Club, which offers a wide range of benefits to the community. As also noted by others , if the Planning Department identifies any challenges for the applicant, we would hope that all effort would be made to creatively overcome any problems.
On the matter of improving footpath access, we note that this road is a cul de sac with agricultural accesses only. Consequently, we specifically suggest that access along Cross Road is acceptable, as it is safe in traffic terms.
It does not have through traffic and, to deter anti-social behaviour such as tipping, may become gated again (as it once was). This is subject to work being carried out by LCC.

58.25 Appendix 3 - Parish Council, Neighbourhood Plan Group and Local Stakeholder Workshops
South Kesteven District Council would like to invite you to take part in a workshop where you will be able to help influence the future of the District through the way that new development is designed.
We would very much like to hear your views on a number of issues at one of these in-person evening events.
These workshops follow on from the interactive map online engagement that is running for an extended period until 4th November (see further information below).
The workshops will explore issues in an informal setting and are likely to follow the rough format below:
1. Provide information about design codes generally but also the SKDC design code project;
2. Listen to your views and opinions;
o Break up into discussion groups;
o Discover what has worked and what hasn’t with new developments;
o Discover what your favourite and least favourite places are in your communities and why?
o Gauge preferences for issues such as building design, parking and green spaces;
o Travel - How would you like to get around on a daily basis?
Workshop Information
There will be two in-person workshops to choose from (to cover the whole District):
North: Grantham -21st November – 5:30pm to 8pm - SK House, St Peter’s Hill, NG31 6PY (adjacent to The Grantham Museum).
South: Bourne - 27th November – 5:30pm to 8pm - The Corn Exchange, 3 Abbey Rd, Bourne, PE10 9EF.
An agenda and further information will be sent out nearer the time to those who have confirmed attendance.

Our Project - South Kesteven Design Code
South Kesteven District Council, working with Create Streets, is producing a Design Code for the District to set standards for how buildings, streets and public spaces should look, feel and function.

The Code will go through multiple stages of public engagement and we started off by asking what your favourite and least favourite places and buildings were, and if they were appropriate examples for new development in the years to come.
This is hosted on the Create Communities platform, an online map survey and this is now live for an extended period until 4th November.
To participate, please visit https://communities.createstreets.com/southkesteven to share your views on a selection of buildings, places and streets and you can also click anywhere within the District to share your views on a place of your choosing.

61.25 - App 8 & 9 New electricity cables under land at Jubilee Park.
Email received from the Wayleaves Specialist from the National Grid dated 5th November 2024.
Good afternoon,
I hope you are well.
I was hoping to have a conversation with you about obtaining two wayleaves from yourselves for new underground cables in the Market Deeping area. SKDC pointed me in your direction as they informed me they recently sold the land to you.

These cables are part of a wider reinforcement scheme in Market Deeping to support the increased demand in the area, we have chosen these routes to minimise disruption on the roads where possible.
