Appendix 1 Planning Minutes 12 March 2024

Councillor Dilks attended the meeting.
The reflectors ordered for the road safety campaign have been returned and now refunded, the Assistant Clerk will now look for a more suitable replacement.

SIDS (Speed Indicator Device) machine.
Lamp posts along Linchfield Road have previously been investigated by the Assistant Clerk and passed on to the Lincolnshire Road Safety Partnership (LRSP).  The LRSP now wish to know the measurements for the new type of smile/frown speed monitor, to make sure that the lamp post can take the weight of the monitor as it is a different type to the Unipart Dorman monitors already held.  If the monitor is too large/heavy, the Parish Council must either revert to another Unipart Dorman device – which if the same size as the ones held, would be agreed or pay to install another pole and apply for further permissions.
Councillors agreed that if the smiley/frowny monitor is too heavy, then we should purchase another Unipart Dorman monitor, they went on to agree that we should purchase two sets of brackets, so that we will be able to monitor traffic in both directions.

Road Safety Engagement Meeting via Teams
On Tuesday 20 February 2024, the Assistant Clerk attended the Road Safety Engagement Meeting via Teams, please see attached slides and information provided by Lincolnshire Police from this meeting.

A presentation with slides which including links to various websites was provided.  Furthermore, a written session summary with questions and answers was also provided.

Section 106 Monies for Linchfield Road Bus Shelters
A telephone call was received in the office from SKDC, looking to resolve the S106 monies for the bus shelters and maintenance for the two bus shelters outside the new development on Linchfield Road.  Several interactions have been had and SKDC have put the S106 application form in, so we hope to receive the funding soon.

Bell Lane Definitive Map Modification Order (DMMO).
The Assistant Clerk and Cllr Smith are seeking an advice note from the County on how to seek the dedication of a new right of way (i.e., modification to the definitive right of way map records) at Bell Lane.  Once the information has been received, it will be brought to the Committee’s attention for discussion.
The Councillors are interested in maintaining the access to this throughway that has been used for many years and are considering asking other local residents if they would assist.

106.24 Deepings Neighbourhood Plan.
The Neighbourhood Plan Group, are making a bid to the UK Prosperity Fund for £25-£40,000, to support a ‘Local Cycling Infrastructure and Walking Plan’ (LCWIP).  SUSTRANS (Sustainable Transport) are to work the quote.

Councillors talked about the Draft Local Plan which is out for consultation and has a deadline of April; a range of comments were made.

Councillors were advised of two webinars to be held on 20th March and 11 April with reference to planning and local plans.  The online links are not yet available and will be circulated by Cllr Smith once known.

DSJPC –  Deeping St James Parish Council would support this  application in principle, if all the appropriate supporting surveys and reports had been submitted at the time of consideration. 
The Parish Council recognise that further consideration must be given to the close proximity of the SSSI and the lack of the report from English Nature; English Heritage have suggested further investigation. The area lies within the mineral safeguarding area and the Parish Council notes that they have raised an objection to possible extractions. 
The Parish Council would like to see improved landscaping as this would be expected in the development of this nature. A detailed planting schedule would be appreciated. 
As a result, the Parish Council decided to defer any decision pending sight of the above reports.

Reflectors have arrived and are in the office awaiting distribution to the two DSJ Schools.

Planning Applications discussed at March Full Council:
S24/0314 – 79 Church Street – No objections
S24/0353 – 32 Eastgate – No objections
S24/0307 – 10 Bridge Street – Deeping St James Parish Council wish to object to this planning application. The Councillors consider that gravel placed at the entrance and exit to the property, (beside neighbouring properties 16 -18 Bridge Street and 30-32 Park Road), will be effected by the permanent noise intrusion.
S23/2377 - Deeping St James Parish Council wish to object to this planning application based on overdevelopment and is considered to be harmful to the character of the area, that is dominated by frontage only property. The site lies near a public footpath and so the new buildings will have a pronounced impact on views from that footpath. Further, the placing of a new access so close to the bend on a very narrow road, will result in safety issues.
S24/0357 – Deeping St James Parish Council were unable to view this tree as it was on private property and not visible from the street. Councillors agreed that the tree officer should view it and make an informed decision.

The S106 application for bus shelters along Linchfield Road outside the new development has been pushed forward by the Infrastructure Delivery Officer at SKDC.  The permit for this is to be completed by Cllr Smith and Asst Clerk once finances have been concluded.

The Willow Tree opposite Hereward Way has been felled and maintenance work has been completed on the Willow Tree in Bridge Street, DSJ in March 2024.

We have received notification from Lincolnshire County Council for Manor Way footway works, due to last approx. 12 weeks from 8 Apr 24 onwards.  This will mean road closures during this time.  This has been noted on FB and the Parish Council Website.

Two further Traffic Restriction Orders have been received; one for B1166 Church Street (between Eastgate and Hereward Way) for St Georges Day event 21/04/24 – 21/04/24 from 13:00 – 15:00 and a TRO for Cranmore Drove/Stowgate 15/04/24-15/04/24 for Carriageway Coring.  These have also been added to the Parish Council website and will be added on FB closer to the event time.


Appendix 3 Bus Shelter request from Lincolnshire County Council

RE: Request to install new bus stop/shelter in Linchfield Road, Deeping St James.

As part of the Bus Service Improvement Plan project in Lincolnshire, we are looking at installing new bus stops in certain areas.

One area that has been identified is on Linchfield Road.  We would like to install a new bus shelter near Thackers Way. 

We have requested a Safety Audit for this stop from Lincolnshire Road Safety Partnership.

We have also requested authorisation from Highways/Streetworks who have come back to us stating that this land does not belong to LCC and that I need to do a land registry search.  Before we do this, I just wanted to check if this is within the parish boundary and ask if it is owned by the Parish Council?  I would be grateful for any advice please.  Also, if it is owned by the Parish Council, would you be happy for LCC to install a bus shelter there?

The Assistant Clerk has confirmed that the land does not belong to Deeping St James Parish Council, furthermore, having spoken to the local bus company, they have advised that they wished for the bus shelter to be positioned on the other side of the road (southbound), as this is where there is a need.  The Assistant Clerk requested confirmation that this is the case before any further investigation.

The Travel Projects Officer responded with thanks and advised that they will investigate.

The Travel Projects Officer stated that they had looked into this, and had discovered that the request for a shelter was for the other side of the road – southbound.

They also note that the side of the road adjacent to the houses would benefit from hardstanding and a pole and the side by the field a pole and a shelter.

LCC would like help to find out who owns the land on both sides.  In the meantime, they will go back to Highways to see if they know if LCC own a section of the land by the field.

The Travel Projects Officer advised that Highways have confirmed that LCC own 2.4m of land/verge on the field side.  Therefore, they can put in a shelter which fits neatly there.

Across the road, Highways have suggested this location on the grass or the back edge of the path.
All this will be subject to Lincolnshire Road Safety Partnership approval.

The Council is hosting two online engagement events, as part of an eight week consultation, where officers will present information on the Draft Local Plan. 
The first of the two online events will take place on Wednesday (20th March) between 7:30pm and 9:30pm. The event will cover an introduction to the Local Plan and the consultation; housing and employment; infrastructure; and viability. 
The event will be broadcast live on the Council’s website where you can tune in and watch via the link below.

Subject: Electric vehicle charger locations 

We are seeking your help in identifying electric vehicle charging locations in your area. 
 
The transition to electric vehicles is crucial to drive forward the government’s and Lincolnshire County Council’s Net Zero targets. To achieve this the government has set up the Local Electric Vehicle Infrastructure (LEVI) fund to provide on street charging for people with no access to off street parking. We are embarking, as an authority, on our next phase in delivering the infrastructure required by Lincolnshire residents and we need your help. 
 
To ensure we get the charge points where they are most needed, we are reaching out to town and parish councils to help us identify suitable locations to be considered for EV charge points in the future. To meet the government’s current projections, Lincolnshire alone is likely to need more than 4000 charge points by 2030, and we want to make sure that everyone in Lincolnshire has fair access to the correct infrastructure when they need it.  
 
We would also like your thoughts on sustainable travel more widely, and any infrastructure needs you can identify within your town or parish which would help your residents travel more sustainably.  This could be any infrastructure from cycle stands, more footpaths to improved bus stops.

South Kesteven District Council – Local Plan Review - Village Services and Facilities Survey 2024

Dear Parish Clerk/Chair, 

We are revisiting the Village Service and Facilities Survey which was previously undertaken with Parish Councils in 2021. The survey informed the settlement hierarchy proposed as part of the Draft Local Plan consultation which is currently open for comment. 

We would be grateful if you could complete the attached survey indicating the range of shops, services and facilities, employment opportunities and availability of public transport that are present within your village(s), including any additional details you may be able to provide about them. For example, it would be helpful to know shop opening times, if there are any mobile services, and if there is more than one of the same facility. 
The survey consists of the following four parts
Part 1: Available Services and Facilities
Part 2: Local Employment Opportunities
Part 3: Bus and Transport Routes
Part 4: Supplementary Information

Part 4 of the survey provides space for you to express the views of the Parish Council on several topics, including any consultation you may have conducted with local residents. In addition, if there are other areas you think that the Council should be aware of, please include them within your response.
Any changes to the services and facilities available in villages since the previous assessment will be used to inform any required update to the settlement hierarchy as part of the Local Plan Review. 
If your Parish Council represents more than one village, please complete a separate survey for each village.

Appendix 10 Hackney Carriage and Private Hire Licensing Policy Letter

SKDC’s proposed update to the Hackney Carriage and Private Hire Licensing Policy

South Kesteven District Council is responsible for licensing hackney carriages (taxis) and private hire vehicles,  drivers and private hire operators based/working in South Kesteven.
The policy sets out how it will make decisions about new licence applications and monitor those already issued.  Providing the framework to fulfil its statutory function in relation to hackney carriage and private hire licences, the policy also helps to ensure consistency and transparency in how decisions are taken.  
The current policy has been reviewed in response to a consultation undertaken by the Department of Transport last year, the results of which were published in November 2023.  

Before approving the proposed changes to the Hackney Carriage and Private Hire Vehicle Licensing Policy, the Council would like to know what you think in respect of specific aspects that may be changed.
