The Minutes of the Planning & Transport Committee meeting held on Tuesday 16th January 2023 at 7.00pm at the Institute
 
Present: Councillors Dilks, Rose, Shinkins-Hoppe, Smith and Stevens. 
The Minutes were taken by the Assistant Clerk Louise Brown.
 
83.24 To receive apologies of absence.
Apologies were received from Cllrs Gilbert, Denman and Bowell.
 
84.24 To receive declarations of interest, if any.
Cllr Smith declared a prejudicial interest in agenda item 89.24 Osier Farm Planning Applications.
 
85.24 To agree the Minutes of the previous meeting held on 12 December 2023.
The Minutes were agreed as a true representative and signed.
 
86.24 To receive reports from the Clerk. 
Visibility Campaign
Reflector pendants purchased for a visibility campaign for children in local schools, have been returned as they were too small to be effective.  The assistant clerk is continuing to try to source.
 
Planning Applications
Planning applications discussed at December’s Full Council concluded:
• S23/2057. Hards Lane. Deeping St James Parish Council support this planning application subject to request of conditions: 
a. retention and maintenance of the present perimeter hedge, and 
b. materials not being stored above a height of 5m
• S23/2069. 38 Spalding Road. Deeping St James Parish Council have no objections to this planning application subject to request of conditions: 
To provide, retain and maintain a substantial hedge by the applicant, at the front of the site.
 
South Kesteven Local Plan Timetable
SKDC publish a Local Development Scheme setting out the progress and timetable for the local plan review (Microsoft Word - Local Development Scheme 2023-2026 (southkesteven.gov.uk); the timetable can be found on page 14 of the document. 
 
SKDC plan to consult on the Regulation 18 draft Local Plan in “Winter” 2023/24.  The current intention is to report the draft plan to February Cabinet to seek approval to carry out a consultation which will take place in March (assuming it is approved). 
 
The requirements at Regulation 18 have technically already been met through the earlier consultation about Issues and Options.  However, SKDC consider it good practice to carry out further consultation as the plan evolves.  
 
SKDC are looking at the communications around the consultation as it is really important that they get as much engagement and feedback as possible.  
 
Once they have had the feedback from the consultation and analysed it, they will be in a position to finalise the draft plan ready for consultation on the pre-submission plan; this is currently timetabled for the summer.  
 
87.24 Deepings Neighbourhood Plan.
Cllr Stevens attended the meeting.
An AECOM draft report update containing extracts, showing advance information of a sample of work in active progress (not yet complete) to create a Design Code for The Deepings. Cllr Smith went through the document showing the timeline, map of the Neighbourhood Plan area, map of facilities of Deepings which shows the proposed yellow residential site and the proposed blue industrial site.  At a later date the Parish Council will be able to be involved with the consultation process and have an effect on the masterplan.  Cllrs requested that a collaboration between consultants, housing developers and SKDC would be beneficial.
 
88.24 Update on Deeping Football Club (Market Deeping TC area).
Deeping United Football Club Planning Application was shared with the Councillors before the meeting.  Councillors discussed other ways to help the football club.
RECOMMENDED to bring to FEBRUARY FULL COUNCIL.
 
89.24 To receive and consider the following Planning Applications and put forward recommendations to the next Council Meeting, or make decisions in accordance with the Committee’s delegated powers:
 
Application S23/2016 removed due to application being a preliminary enquiry and was not to be discussed.  Sent by SKDC to PC in error.
 
Councillor Smith did not participate in the two Osier Farm applications below (S23/2351 and S23/2307), due to declaring a prejudicial interest.

Deeping St James Parish Council is supporting this application, as the proposal represents a welcome investment in a Grade 2 listed property.  
The Council assumes that the Ecological Survey by Inspired Ecology Limited (IEL), dated 2019, will be updated, together with a biodiversity net gain report.

PL/0083/23 CEMEX West Deeping Quarry.
LCC and SKDC Links for the Cemex planning application PL/0083/23 and S23/2249 and further, the West Deeping Parish Council response from 29.12.23 were provided for Councillors to view before the meeting.
Deeping St James Parish Councillors had previously agreed to support adjacent parishes in their responses to the gravel extraction planning applications and it was agreed that the Parish Council would continue to support by sending a response to LCC supporting the reasons that West Deeping provided.
 
90.24 To report the outcome of previous Planning Applications:
 
S22/2074, Proposal: two-storey and single-storey front extension and enlargement of existing dormers to front and rear.

DSJPC: objected
Appeal : allowed
Chair’s comment: A big forward extension allowed by the Inspector as it would not stand out in a mixed street scene. The Inspector said “Projections at the front of dwellings are evident, including at numbers 148 and 160 Eastgate.  These projections are comparable to the appeal proposal and do not appear harmful to the street scene”.
 
Councillor Smith reviewed this planning application and appeal, as a useful application to learn from.  It was agreed that in future if we take part in an appeal that photographs should be supplied to the planning officers/inspectorate along with our responses.
