PTC October 2024 Minutes

The Minutes of the Planning & Transport Committee meeting held on Tuesday 1st October 2024 at 7.00pm at the Institute. 
 
Present: Councillors Gilbert, Rose, Shinkins-Hoppe and Stevens.  
A member of the public attended.
 
The Minutes were taken by the Assistant Clerk Louise Brown.
 
43.25 To receive apologies of absence.
Apologies were received from Cllr Smith.
 
44.25 To receive declarations of interest, if any.
No declarations were received.
 
OPEN FORUM
A resident attended the meeting to request support with the parking and traffic concerns in the area of the dental practice, Bridge Street, Deeping St James.  The resident has provided a pack containing evidence of problem parking and possible solutions.  The resident was asked to speak to County Councillor Dilks and therefore in turn the LCC Area Highways Manager, as parking and traffic is not under the Parish Councils remit, but to come back to us when there is further news.
 
45.25 To agree the Minutes of the previous meeting held on 10th September 2024.
The Minutes were agreed and signed as a true representation of the meeting.
 
46.25 To receive reports from the Clerk.
Autocross Euroshel installed the two bus shelters for Linchfield Road, outside Brewton Drive on the 16th/17th September 2024. This invoice received has been sent to SKDC for payment.
 
A smiley Speed Indicator Device (SID), has been delivered from Westcotec and has been placed along Linchfield Road on lamp post number 17. No calibrations are needed although a service will be required in 5 years-time.  A spare bracket has been ordered.
 
Councillors discussed the Minerals and Local Waste Consultation and viewed and considered information from both West Deeping Parish Council and West Deeping Protect.  A response was decided and sent to the www.letstalk.lincolnshire.gov.uk email address, providing support for West Deeping Parish Council.
 
Enforcement notification for Brewton Drive Play Park and Attenuation Pond ENF23/0238
In October 2023, District Cllr Dilks, on behalf of DSJPC, contacted SKDC with regards the condition of the Brewton Drive Park and attenuation pond.  Concern was raised regarding the chicken wire that surrounded the park, the park had been set in grass instead of tarmac, the setting of the attenuation pond and the landscaping of the area alongside the footpath of Public Right of Way no. 3.  We have recently received this communication.
 
Dear Deeping St James Parish Council,
I refer to the above matter and your enquiry, dated 30th October 2023.
Apologies for the lack of communication about this case, and the length of time it has taken to resolve.
However, the pond and park are now complete and all fencing and machinery have been removed from the site. Therefore, there is no longer a breach and this case will be closed.

Councillor Smith has written a number of times to Vistry Homes enquiring about opening the play area but has not received an answer. He will continue to chase 
 
47.25 To receive an update regarding the Deepings Neighbourhood Plan.
a. 04 October – Meeting with Sustrans is due to discuss the emerging Local Cycling and Walking Plan 
b. 07 October The next DNP meeting will occur. All Councillors are welcome to attend this informal meeting. feedback will be offered to a future meeting of this Committee
 
48.25 To receive an update regarding the Peterborough Local Plan
The Peterborough Local Plan shows us the land recognised in the call for sites and we are aware of the areas south of Peterborough.  Peterborough are being allowed more time.
 
49.25 To consider potential road signs needed for the community.
The Assistant Clerk has been requested to investigate sourcing hedgehog crossing signs and permissions for roads such as Horsegate, where there are causes for concern with regard to hedgehog welfare.
 
50.25 To consider the S23/2057 Land at Hards Lane Appeal 
Deeping St James Parish Council did not object in the first instance to this planning application and have no further comment to make.
 
51.25 To consider the High Locks Dental Surgery historical planning application S22/0509 with regards to parking.
There are ongoing traffic/parking issues along Bridge Street/New Row and crucially on the corner of these adjoining roads.  The dental practice car park is still under construction and parking is tight, with clients using the current access point as an exit.  Plans to create a separate exit point with an electric gate are not yet ready.  The practice has requested permission for a disabled parking space, but has not received approval to date.  The Parish Council are awaiting comments from County Councillor Dilks to advise the way forward.

Applicant: Mr Neil Parmenter
Proposal: Submission of details reserved by conditions 3, 4, 5, 6, 9, 10 and 11 of planning permission S23/0084 (Formation of lake and use of site for angling and open water swimming uses, erection of amenity building/changing room building and associated parking and access tracks).
Location: Station Road Deeping St James Lincolnshire
SKDC: A acceptable and Decision B is not acceptable.
DSJPC: Commented.
Deeping St James Parish Council would like to comment that they are very concerned regarding the absence of native trees in the landscaping plan and the absence of the ecology report.
 
Application No: S24/1014
Applicant: Mr P Whittaker
Proposal: Erection of dwellings to the rear of existing house (all matters reserved with the exception of access)(Re-submission following S23/0617)
Location: 21 Eastgate Deeping St James Lincolnshire PE6 8HH
SKDC: Permission has been refused
DSJPC: Objected.
Deeping St James Parish Council object to this planning application due to the following reasons:
a) The site is not within a substantially built-up frontage but is in open countryside on the edge of the settlement. It therefore does not comply with SKLP Policy SP4 (development on the edge of settlements), and SP5 (development in the open countryside) . It is also contrary to related Neighbourhood Plan Policy DNP2(2) (development on the edge of settlements) .
 
b) The proposal will be harmful to the character of the surrounding area as it is out of character with the predominant linear form of built development.
 
c) The site will have an adverse impact on the rural character and appearance of the open countryside particularly as it is close to the Back Lane, which is designated as a green lane in Neighbourhood Plan Policy DNP12

Proposal: Section 73 application to vary condition 2 (approved plans) of S20/1862 Amendments to Plot 3 house type
Location: Osier Farm 141B Eastgate Deeping St James Lincolnshire PE6 8RB
SKDC: Grants Planning Permission
DSJPC: Objected.
Deeping St James Parish Council would like to continue to object based upon the overdevelopment of the site and the proposed roofline which would still be of a height not in keeping and would dominate the locality.
