PTC September 2024 Minutes

The Minutes of the Planning & Transport Committee meeting held on Tuesday 10 September 2024 at 7.00pm at the Institute. 
 
Present: Councillors Gilbert, Shinkins-Hoppe, Smith, and Stevens. 
 
The Minutes were taken by the Assistant Clerk Louise Brown.
 
33.25 To receive apologies of absence.
Apologies were received and accepted from Cllrs Rose and Bowell.
 
34.25 To receive declarations of interest, if any.
No declarations were received.
 
35.25 To agree the Minutes of the previous meeting held on 13th August 2024.
 
The clerk was asked to update the declarations of interest in section 22.25 for Cllrs Gilbert and Smith in relation to Osier Farm; as in agenda item 24.25 an email had been sent to all Councillors as there was a very short deadline with regards to planning application S24/0706, however, both Councillors did not participate in this topic as they have declared an interest which has been recorded in previous minutes.
The Minutes were then agreed as a true representation and Cllr Smith will sign the minutes when the amendment has been made.
 
36.25 To receive reports from the Clerk.
Actions from Full Council
Autocross Euroshel have advised that the installation of the two bus shelters for Linchfield Road, outside Brewton Drive; are expected to take place on the 16th/17th September 2024.
 
A smiley Speed Indicator Device (SID), has been purchased from Westcotec and is on order.  This device is due to be placed along Linchfield Road on one of lamp post numbers 7, 13, 17 or 18; lamp post to be decided.
Councillors considered that purchasing a second bracket would be a good idea, so that this SID could be used in the rotation.  This is something that the Clerk can do under delegated powers.
Councillor Stevens attended the meeting.
 
The Parish Council office received notification of public speaking at the SKDC Planning Committee with reference to planning application S24/0706 – Osier Farm Plot 3.  Information was sent from the office to Councillors inviting them to participate.  Cllr Shinkins-Hoppe has prepared a statement to be read at the meeting, whereby we continue to object.
 
37.25 To receive an update regarding the Deepings Neighbourhood Plan.
The Waymarking project was reported to Recreation, Open Spaces and Events Committee.  This waymarking route covers the rural route on the outskirts of the Deepings, providing 20 signposts, 8 benches and some informative posts.  A grant has been received from SKDC to pay for this.  Councillors have asked for the perch benches considered, to be swapped for benches with backs if possible and this is being looked into by the Neighbourhood Plan Team.
 
The SUSTRANS LCWIP (Local walking and Cycling Infrastructure Plan), project is in the early stages. No timelines are available at present, although the work is expected to take place within this calendar year.  A press release has been put forward to the Stamford Mercury.

39.25 To consider budget estimates for 2025/26 and make recommendations to the Finance, Policy and Personnel Committee.

Councillors would like to begin budgeting to replace the older SIDS devices batteries as needed and also more long term, the replacement of the devices when they fail.

A budget for supporting other campaigns and surveys was to remain in place, with no change in budget.

Bus shelter maintenance was increased to reflect the installation of two new bus shelters and the upkeep.
Road signs is to be kept at the £500 budget and a request has been made to add this topic to the next planning agenda, with a view to looking into wildlife signs for our parish.
To be brought to the next Finance, Policy and Personnel Committee Meeting.
