The Minutes of the Planning & Transport Committee meeting held on Tuesday 13 August 2024 at 7.00pm at the Institute.
Present: Councillors Gilbert, Rose, Shinkins-Hoppe, Smith, and Dilks.
The Minutes were taken by the Assistant Clerk Louise Brown.
21.25 To receive apologies of absence.
Apologies were received and accepted from Cllr Stevens and Cllr Bowell.
22.25 To receive declarations of interest, if any.
Declarations of a non-registerable interest were given by Cllr Shinkins-Hoppe for agenda item 30.25 planning application S24/1130.
Cllrs Gilbert and Smith declared a pecuniary interest in planning application S24/0706 under agenda item 24.25 and did not participate.
23.25 To agree the Minutes of the previous meeting held on 9th July 2024.
The Minutes were amended at agenda item 17.25 to reflect that the Councillors considered the Electric Vehicle Charging planning application, not that Deeping St James Parish Council had made a planning application. The Minutes were then agreed as a true representative and signed.
24.25 To receive reports from the Clerk.
Bus shelter update
Autocross Euroshel suggest that they will be ready to install the bus shelters for the bus stops along Linchfield Road outside the Springfields Development week commencing 19th August 2024, this may be delayed due to permission being sought from Lincolnshire County Council (LCC), but is imminent.
Bench placement
LCC have come back to the Parish Council advising that they do not own the land we have asked to place benches on, Cllr Smith will investigate.

Deeping St James Parish Council object to the planning application for plot 3, based upon the following grounds.
1. We accept the concerns raised by the Conservation Officer resulting in this application not being in keeping with the rest of the development and the detrimental effects on the listed Grade II farmhouse.
2. Based on the overdevelopment of the site and the raised roof height will overpower the Grade II listed farmhouse. The 9m roof height will mean this is the only three storey house on the development and not in keeping.
3. We would seek to have the first-floor bay window removed - as it is not in keeping with the surrounding development.
4. We seek to see the plans for the garage in connection with the proposed materials to be used, roof height etc.
An update on the purchase of a Speed Monitor.
Council have previously agreed the purchase of a smiley/frown speed monitor. The LRSP (Lincolnshire Road Safety Partnership), were awaiting weights and dimensions for the speed monitor that we were looking to place on a lamp post along Linchfield Road. We have received a quote with specifications included for £3,668 excluding VAT, which is very reasonable based upon the previous quotes we had received. The asst clerk has asked the LRSP if this monitor would be acceptable and the LRSP have confirmed that it is suitable.
The clerk highlighted the cost of the SIDS monitor being more than was anticipated due to the original quote being based upon a monitor that only shows speeds. The cost of the smiley SID is in keeping with other quotes of similar types of monitor. We have some budget set aside for the SID monitor and can accommodate the shortfall due to unexpected funding provided and used for another project leaving a small amount of excess funds.
Councillor Dilks attended the meeting.
25.25 To receive an update regarding the Deepings Neighbourhood Plan.
A report was provided from the DNP, two points to note:
The Deepings Green Walk Wayfinding and Activity Plan, which is a project containing signposts, wayfinding and benches for the locality has been supported by SKDC, we are waiting for the finance to arrive and proposals to be brought back by the DNP Group to Deeping St James Parish Council.
SUSTRANS used the Parish Council gazebo recently at the Raft Race and was able to obtain some good responses from residents of the parish. They will also attend the Duck Race on the 1st September 2024, to get more information out and also get more responses. Councillors were encouraged to visit the stall.
26.25 To consider South Kesteven District Council’s - Notification of Local Development Scheme Update.
Councillors read and discussed the update to the Local Development Scheme and have noted these changes.
27.25 To consider participating in the Contaminated Land Strategy Consultation.
A paper was received before the meeting took place asking for views on how SKDC deals with contaminated land across the district. Councillor Smith has completed the consultation on behalf of Deeping St James Parish Council.
28.25 To consider the Lincolnshire Minerals and Waste Local Plan: Preferred approach consultation.
Councillors reviewed the Lincolnshire Minerals and Waste Local Plan and considered the effects on our local surroundings such as West Deeping gravel sites (Proposal SG17 Land south of the A1175, West Deeping). Councillors queried what the impact would be on the water table, the wildlife and the impact on the River Welland.
Deeping St James Parish Council wish to support West Deeping Parish Council’s opposition to the proposal given as there are unanswered questions to possible adverse impacts particularly on the River Welland.
29.25 To consider the proposed changes to the National Planning Policy Framework.
Councillors considered the potential effects of draft changes to the NPPF, such as housing goals which are due to rise substantially. Cllr Dilks is to report South Kesteven District Council’s response back to DSJPC when completed and has been invited to attend the Deepings Neighbourhood Plan to discuss further. DSJPC do not wish to comment at present.

Proposal: The erection of a covered storage shelter

DSJPC: No objections, but would like the description changed to reflect that this is a retention of a covered storage shelter as the development has already taken place.

DSJPC: Object noting in general terms:
• the applicant’s supporting statement was inaccurate referring to, for example, convenient bus routes nearby (there are none) ,
• false equivalences made by the applicant’s agent between the site and others in the district (they were not comparable examples) , and
• this part of the Deepings is not a sustainable location for new housing given its distance from services
Our suggested refusal reasons might include :
a) The site is not within a substantially built-up frontage but is in open countryside on the edge of the settlement. It therefore does not comply with SKLP Policy SP4 (development on the edge of settlements), and SP5 (development in the open countryside) . It is also contrary to related Neighbourhood Plan Policy DNP2(2) (development on the edge of settlements) .
b) The proposal will be harmful to the character of the surrounding area as it is out of character with the predominant linear form of built development.
c) The site will have an adverse impact on the rural character and appearance of the open countryside particularly as it is close to the Back Lane, which is designated as a green lane in Neighbourhood Plan Policy DNP12

DSJPC: Support in principle.
The Deepings really do need this new facility. We are aware that many local teams are affiliated to the Club, which offers a wide range of benefits to the community. If the Planning Department identifies any challenges for the applicant, we would hope that all effort would be made to creatively overcome any problems.
