Minutes of The Planning and Transport committee meeting held on 19 September 2019 at The Institute.

37.20 To receive reports from the clerk, on Matters Arising not covered elsewhere on the agenda and a report on Planning Matters affecting Deeping St James from any District Council Members present

Notification from SKDC has been received of Public Speaking at the Planning Committee on 11 Sept ’19 on planning applications S19/0343 – Land to the rear of 10 Bridge St, DSJ and S19/0443 – Land off Linchfield Road, DSJ to which Councillor Hosking attended with the parish clerk.

The SKDC Planning Enforcement officer has advised that satellite dishes that have been installed on properties within the conservation area, without permission, are being reviewed.

A request for site visits has been sent to LCC Highways to discuss the feasibility of extending to 30mph speed limit on Station Road, DSJ and what road safety improvement options would be appropriate on Church Street, DSJ. A response from Cllr Davies asked the Clerk to contact Cllr Barry Dobson direct, to arrange this. An email has therefore been sent to Cllr Dobson.

Following a road safety audit by LCC, vegetation is to be cut back within the next few weeks, in preparation for the installation of the Bissel bus stops.

 

38.20 To receive and consider the following planning applications and put forward recommendations to the next Council Meeting or make decisions in accordance with the Committee’s delegated powers:

Recommend to full council that the following comments be submitted –

The parish council objected to the previous application S17/0752 on the grounds of inappropriate back land development in the conservation area along with the shared access on a sharp, blind bend posing a considerable traffic hazard.

Our objection to this application would remain that of inappropriate back land development in the conservation area, but the potential traffic hazard situation has, in the meantime, increased.

The former unused commercial site diametrically opposite (Broadgate House), is now being redeveloped with six residential dwellings. The access point will be close to the Waterton Arms, exiting left. The additional traffic flow will exacerbate the known problems on a sharp blind bend where there have been numerous minor accidents.

 

Any member of the public can attend all Council and Committee meetings to see the work of the Council.

Full Council meetings are held on the last Thursday of each month which start with a 30 minute public forum for questions and issues to be raised.

Reserved matters application for four dwellings and garage pursuant to S19/0256

Recommend refusal to Full Council with the following comments –

The construction of 4 dwellings on this small site would be an overdevelopment. Car parking for 4 dwellings could force problems on this cramped site both with difficulty for residents parking on the site and leading to unwanted and dangerous on street parking.

 

39.20 To discuss overhanging branches to neighbouring property from Cedar tree in the Cemetery

DSJPC have been contacted by a resident asking if attention could be given to the Cedar tree that backs onto their property. A lower branch is overhanging into their garden.

Recommend to Full Council that quotes be obtained for advice and the cost of any subsequent work that may be required on this TPO Cedar tree.

 

40.20 To consider Budget requirements for 2020/2021 and make recommendations to The Finance & General Purposed Committee
