Minutes of The Planning & Transport committee meeting held on 12 December 2019 at The Institute.

Present: Councillors Blessett, Gilbert, Hardy, Shinkins-Hoppe, Green, Hosking and Thomas

In attendance: Councillors Dilks and Hall, Julie Fortnum-Parish Clerk and Tim Stevens as transport advisor.

 

58.20 To receive apologies of absence.

No apologies were received

 

59.20 To receive declarations of interest, if any.

None received

 

60.20 To agree the Minutes of the previous meeting held on 21 November 2019

61.20 To receive reports from the clerk, on Matters Arising not covered elsewhere on the agenda and a report on Planning Matters affecting Deeping St James from any District Council Members present

Tim Stevens, as transport advisor has asked the Parish Council to distribute an A5 doublesided leaflet "Deepings Bus Guide" to promote the use of buses in the Deepings - copies are to be placed in the Library, Community Centre, Market Deeping Town Hall & Deeping St James Parish Council office at The Institute, for public information, from January 2020.

Tim Stevens showed the committee an amended copy of the leaflet and advised that once Market Deeping Town Council has seen and agreed to distribute this leaflet also, he would notify the assistant clerk who could begin distribution which will be shared with MDTC.

 

62.20 To receive and consider the following planning applications and put forward recommendations to the next Council Meeting or make decisions in accordance with the Committee’s delegated powers:

S19/2052

Mr Keatley 4 Park Estate, DSJ

Two storey side extension over existing ground floor accommodation and rear single storey extension

DSJPC object to this planning application with the following comments – The proposed alterations to this semidetached dwelling will have a detrimental effect on the street scene and spoil the harmony of this distinctively built estate.

Mr Williams Whichcote, Station Road, DSJ

Erection of single storey side extension to include an en-suite bedroom

Approved under delegated powers

S19/1881

Mr Goodliffe 26 Blackthorn Close, DSJ

Erection of single storey front extension

No objections

 

63.20 To consider recommendations to be made about the proposed TRO Prohibition of Waiting amendment order 20 – Spalding Road (environs of The Deepings School)

Despite some concerns about the parking problem being moved elsewhere, comments of Approval to the Proposed Waiting Restrictions (ref D/142048/1 & D/142048/2) are to be submitted to LCC, as it was agreed by all that these changes are generally an improvement on the current situation.

 

64.20 To consider the quotation for proposed work to be carried out on the cedar tree at the old cemetery

It was agreed by the committee to accept the quotation for the work required on the Red Wood Cedar tree at the old cemetery and the assistant clerk was asked to contact the tree services, instructing them to go ahead and submit an application to SKDC on the parish council’s behalf, if this proved to be the most cost effective way.

 

65.20 To receive an update on Planning application S19/2066 (Fell oak tree, Priory Church Hall, DSJ)

Councillor Blessett informed the committee that a qualified arboriculturist will survey the oak tree, on behalf of the parish council, on 3 January 2020 at the latest and their report will be submitted to SKDC for consideration by 7 January 2020.
