Minutes of The Planning & Transport Committee meeting held on 21 March 2019 at The Institute.

Mrs Griffiths 21 Broadgate Lane. DSJ
Outline application for the demolition of existing dwelling and erection of four dwellings including details of access
Recommend refusal to Full Council with the following comments – The construction of 4 dwellings on this small site would be an overdevelopment. It would necessitate 2 of the dwellings being built in front of the building line. Car parking for 4 dwellings could force problems on this cramped site and lead to unwanted on street parking. Additionally the 2 dwellings proposed to be built at the rear of the site could cause overlooking issues with properties in Hereward Way.

Any member of the public can attend all Council and Committee meetings to see the work of the Council.
Full Council meetings are held on the last Thursday of each month which start with a 30 minute public forum for questions and issues to be raised.
78.19 To consider the location of two new brackets prior to purchase.
As was agreed at the January 2019, committee meeting (agenda item 59.19) locations for Speed Indication Device brackets were considered following requests from residents raising concerns over speeding traffic on Eastgate, near Casey’s Corner, Spalding Road near Tooley Way and on Hereward Way, DSJ.
After looking at the reports produced by the speed camera currently on Broadgate Lane, Councillor Barber recommended to the committee that DSJPC obtain ONE license to relocate the bracket from Broadgate Lane to Eastgate, near Casey’s Corner as there has been a consistently low average speed on Broadgate Lane over the past 3 months. Cllr Barber advised that there would be no need to purchase anymore brackets as repeaters can be used at intervals on Spalding Road, near Tooley Way and also on Hereward Way.
79.19 To consider whether DSJPC wish to be involved in setting up No Cold Calling Zones within the parish.
The committee agreed that a straw poll should be held to ask members of the public which areas of DSJ would benefit from No Cold Calling Zones. It was proposed that a slip of paper be handed out at the APM inviting the public to provide this information.
80.19 To receive an update from the two working parties in relation to the cataloguing of open spaces and the identification of trees with TPOs.
The majority of open spaces were found to be nice easy areas to maintain with just a few concerns over the planting of shrubs/hedges over boundary lines. A spreadsheet will be provided with findings once the last two areas have been looked at.
Two meetings have been held to view and log trees with TPOs and a further meeting is scheduled for April.

Crown reduction of Oak by 2-3m
DSJPC - Object with the following comments – There is no arboriculturalist report to substantiate any work on this prominently situated oak tree, which was planted in 1841 to commemorate the birth of The Prince of Wales, the future King Edward VII. Some years ago extensive tree surgery was carried out on this tree by a qualified tree surgeon, since which time the tree has flourished and is now in good health. There is absolutely no need for any crown reduction and this would destroy the shape of the tree for many years.
There may be a case for very minor reduction of a few lateral branches over hanging 14 Church Street. (No 12A is in no way affected) Even this very minor work should only take place after a report from a qualified arboriculturalist.
