Minutes of The Planning & Transport Committee meeting held on 21 February 2109 at The Institute.

Present: Councillors Blessett, Gilbert, Halls, Hardy, Pelling, Shinkins-Hoppe, Green, Hosking and Bowell.

67.19 To receive reports from the clerk, on Matters Arising not covered elsewhere on the agenda and a report on Planning Matters affecting Deeping St James from any District Council Members present.

Notification received informing that SKDC submitted the proposed Local Plan to the Planning Inspectorate for examination on 15 January 2019. Email received from LCC, Minerals and Waste Policy Planning Team providing details of upcoming consultation on a Draft Statement of Community Involvement – any comments required by 4 March 2019.

Crown reduction of oak by 2-3m

Object with the following comments – There is no arboriculturalist report to substantiate any work on this prominently situated oak tree, which was planted in 1841 to commemorate the birth of The Prince of Wales, the future King Edward VII. Some years ago extensive tree surgery was carried out on this tree by a qualified tree surgeon, since which time the tree has flourished and is now in good health. There is absolutely no need for any crown reduction and this would destroy the shape of the tree for many years. There may be a case for very minor reduction of a few lateral branches over hanging 14 Church Street. (No 12A is in no way affected) Even this very minor work should only take place after a report from a qualified arboriculturalist.

 

70.19 To discuss ways of implementing the cataloguing of open spaces and TPOs within the parish, to ensure they are monitored and maintained in line with the proposed Strategic Plan and to monitor planning obligations

In the first instance two working parties will begin to catalogue the open spaces, by checking them against the maps provided by SKDC. (Councillor Bowell and Councillor Halls) Trees with TPOs to be identified and at a later date identify trees that possibly need TPOs. (Councillor Blessett, Councillor Hardy, Councillor Hosking and Councillor Shinkins-Hoppe)

A spreadsheet will be used to log this information, maintained by the assistant clerk with ongoing monitoring.

The proposal to erect a small 2 storey detached dwelling on a cramped site would be out of character with all the other buildings on Park Estate and would have a detrimental impact on the street scene. Being close to the corner it would be in front of the building line compared to other properties on Park Estate.
