Minutes of The Planning and Transport Committee meeting held on 23 May 2019 at The Institute.

Present: Councillors Blessett, Gilbert, Hardy, Shinkins-Hoppe, Green, Hosking and Thomas. Councillors Bowell and Halls

1.20 To elect a chair person

It was proposed by Councillor Shinks-Hoppe, seconded by Councillor Hosking and agreed by all that Councillor Blessett would be Chairman

 

2.20 To receive apologies of absence.

There were no apologies

 

3.20 To receive declarations of interest, if any.

4.20 To agree the Minutes of the previous meeting held on 18 April 2019

5.20 To receive reports from the clerk, on Matters Arising not covered elsewhere on the agenda and a report on Planning Matters affecting Deeping St James from any District Council Members present

Permission to install a bracket on Lampost 47, Eastgate, DSJ has been granted by LCC. The bracket from Broadgate Lane will be transferred to Eastgate at the next rotation of Speed Indication Devices. Councillor Barber, had in the past dealt with the rotation of the SID but this will now become the responsibility of the maintenance worker.

One response was received from the consultation distributed at the annual parish meeting regarding setting up a no cold calling zone within the Parish (agenda item 79.19 March 21, 2019).

Councillor Bowell and Councillor Halls informed the committee that they had submitted their report, following their work on the Open Spaces, to The Clerk.

Any member of the public can attend all Council and Committee meetings to see the work of the Council.

Full Council meetings are held on the last Thursday of each month which start with a 30 minute public forum for questions and issues to be raised.

 

7.20 To consider the items that The Planning & Transport committee think should or should not be included on the strategic plan.

Various amendments to the proposed wording of the Strategic Plan were suggested.

 

8.20 To review the Terms of Reference and Delegated Powers, within standing orders for The Planning & Transport committee

Councillor Blessett proposed and the committee agreed, that an additional Standing Order (From Minutes dated 22June 2017, agenda item 12.18) be added, with the following wording – The 3 occasions of the year (February, August and December) when the Planning and Transport committee meeting is not followed by other committees, will be extended meetings to allow for transport agenda items. However this would not preclude urgent transport items being considered at the other Planning & Transport meetings where necessary.
