Minutes of The Planning & Transport Committee meeting held on 18 April 2019 at The Institute.
Present: Councillors Barber, Blessett, Dilks, Gilbert, Halls, Pelling, Shinkins-Hoppe, Green and Hosking

Prior to the commencement of the meeting Councillor Blessett welcomed the public and allowed them the opportunity to address the committee. The members of the public were present to discuss planning application S19/0343 and address concerns raised regarding the access that this proposal would create on Park Road with questions as to whether this would become a ‘rat-run’, from Bridge Street. It was established that there would be gates installed at each of the driveway and these would only be unlocked during nursery opening times. The roadway would be only for nursery user vehicles not residents. One member of the public who was unable to attend sent written concerns to the parish council by email, prior to the meeting and bullet points from these comments were read to the committee by Councillor Blessett. Due to the members of the public being present the committee agreed to amend the order the applications were to be dealt with on the agenda and deal with this application and S19/0344, 10 Bridge Street, DSJ (neighbouring property) first.

86.19 To receive reports from the clerk, on Matters Arising not covered elsewhere on the agenda and a report on Planning Matters affecting Deeping St James from any District Council Members present. Correspondence received from Cambridgeshire County Council & Peterborough City Council informing that they are preparing a joint minerals & waste local plan which will replace the current adopted joint plans - noted Notification from SKDC of Public Speaking at The Development Management Committee re Planning Application S19/0256, 21 Broadgate Lane, DSJ. – Councillor Shinkins-Hoppe and Councillor Bowell will attend.

Any member of the public can attend all Council and Committee meetings to see the work of the Council. Full Council meetings are held on the last Thursday of each month which start with a 30 minute public forum for questions and issues to be raised.

Carousel Nursery Land to the rear of 10 Bridge Street, DSJ
Proposed demolition of redundant abattoir buildings and erection of day nursery, formation of vehicle cross over on Park Road Recommend approval to Full Council with the following reservations
DSJPC have no objection in principle to a nursery in this location and accept that the 19th century abattoir is in a poor condition and could not economically be rebuilt. The paddock is designated in the conservation area as an important open space and this proposal would necessitate approx. 25% of this being lost. There are concerns about both vehicular and pedestrian access even though there would be a one way system from Bridge Street to Park Road and this driveway would be gated and only unlocked during nursery opening times. However, there is particular concern about the narrowness of the exit onto Park Road and this should be considered more carefully by Highways.

88.19 To receive an update from the two working parties in relation to the cataloguing of open spaces and the identification of trees with TPOs.
Councillor Halls informed the committee that she and Councillor Bowell have looked at all open spaces and will provide a schedule of the cataloguing to all councillors at the May Planning & Transport committee meeting.
Councillor Blessett distributed an updated Definitive List of Trees, prepared by the TPO working party to all the committee members for future reference.
89.19 To consider gated entry to Deeping St James on Station Road and Spalding Road.
Councillor Barber provided details of gated entry signage recently installed by a neighbouring parish in Cambridgeshire and made a recommendation to Full Council that the assistant clerk make enquiries about how they had arranged this.
