The Minutes of the Planning & Transport Committee meeting held on Tuesday 3rd February 2026 at 7.00pm at the Institute. 
 
Present Councillors: Burdock, Rose, Shinkins-Hoppe, Smith and Stevens. 
 
The Minutes were taken by the Assistant Clerk Louise Brown.
 
81.26 To receive apologies of absence.
Apologies were received from Councillors Bowell and Gilbert.
 
82.26 To receive declarations of interest, if any.

83.26 To agree the Minutes of the previous meeting held on 9 December 2025.

Council approved permission for The Deepings Neighbourhood Plan to support the South Kesteven Draft Design Code Testing and Engagement Phase 11.
 
Council resolved to support relocation of bus shelters from south side of Spalding Road opposite 61 Spalding Road, to opposite no 4 Braeburn on the south side of the road.  Furthermore, a new shelter is to be proposed for the north side of Spalding Road, opposite no 44 Spalding Road.  Council are to remind LCC to approach the Welland and Deeping Internal Drainage Board for permissions.  LCC are to take these improvements forward.
 
Council resolved to remove two obsolete bus shelters, one situated opposite 99 Spalding Road and one at the north end of Broadgate Lane.  Two other obsolete bus shelters are to have signs advising that the bus shelter is no longer active for buses, but available for a rest stop.  A contractor was instructed to prepare the signs and these have now been installed.
 
The Parish Council have received an email from the Lincolnshire Road Safety Partnership offering an archer survey held along Linchfield Road.  
Councillors viewed the appendices related to this and discussed the speeds and volume advised by the Lincolnshire Road Safety Partnership (LRSP).  Councillors are interested in trying to see if signage could be improved and a footpath continuing northwards along Linchfield Road.  It was also considered to approach the LRSP, to see if they would allow the speed indicator device on its rotation, to be situated in a different place along Eastgate instead of Casey’s Corner.  Further use of 30mph stickers were reviewed, and the Assistant Clerk is to advise what was spent on the original purchase of these stickers for Cllr Stevens information.  Cllr Smith is to speak to District and County Councillor Dilks in regards to these considerations.
RECOMMEND to Full Council to review road safety on Linchfield Road and elsewhere in the community.
 
The new post has been installed along Linchfield Road to hold our solar Speed Indicator Device.  The Speed Indicator Device has now been returned to the manufacturer to be converted to a solar device.
 
The Assistant Clerk responded to the Meridian Solar Farm additional targeted consultation (brought to Full Council in January 2026), reiterating the previous response:  Further to Deeping St James Parish Council’s response dated 19th May 2025 and 14th October 2025; Deeping St James Parish Council would like to continue to object to this proposal at land north of Crowland and east of Spalding, due to loss of high-quality arable land.
 
The Assistant Clerk informed the Councillors about an invite to Lincolnshire County Council Planning Committee meeting being held on Monday 9th February 2026 at the County Offices in Lincoln, with reference to planning application S23/1978 Thetford House Farm, Baston.  Councillors concluded that we had responded to this planning application previously and there was no more that could be added.

Councillors noted that this is to be available in the Autumn.
 
87.26 Invite to a meeting with persimmon homes
Councillors were encouraged to attend an exhibition event by Persimmon/Charles Church if they are able; to hear what the developers are sharing with community, concerning land west of Peterborough Road, Market Deeping.  Councillors were encouraged to share any views they may have on the development once they had viewed the exhibition.
 
88.26 Peterborough Local Plan Public Consultation – Alternative Site Option
Peterborough City Council are consulting on using Land at West Wittering for the emerging Peterborough Local Plan, to achieve government housing requirements as an alternative to Caistor and Ailsworth.  Deeping St James Parish Council note this.
 
89.26 To receive information re National Planning Policy Framework – proposed reforms and other changes to the planning system.
Councillors were informed that the draft is out for consideration and should be adopted in Summer  The new NPPF will introduce new decision-making policies that, when finally published, we will need to make reference to.
 
90.26 To receive an update from The Deepings Neighbourhood Plan (NP)
The NP team are looking to employ a consultant for the next stage in development of the Neighbourhood Plan, furthermore they are looking for a new administrator.
Projects that are being promoted at the moment are:
• The wayfaring markers for the green walk, including seats/perching points and guidance posts.
• A review to the constitution.
