The Minutes of the Planning and Transport Committee meeting held at 7:00pm on Tuesday 11 August 2026.

Present Councillors: Bowell, Gilbert, Rose, Shinkins-Hoppe, Smith, Stevens and ex officio Neville. 

The Minutes were taken by Assistant Clerk - Louise Brown.

DSJPC – Objects to this planning application based on lack of information and the applicant not seeking professional advice on a TPO tree in a conservation area.

S26/1194 | Variation of Conditions 2 (approved plans) of S25/2302 (Erection of new garage) | Grain Barn Hall Meadow Road Deeping St James PE6 8SG
DSJPC - Objects to this planning application. 
The site occupies an isolated position, visible from the adjacent allotment and the public highway. It was formerly agricultural land, and permission has already been granted for an identical replacement building, justified solely as a 'conversion' under Part Q of the General Permitted Development Order.
Against this background, a large two storey structure of this bulk is excessive for a domestic building in this open, fen countryside location. It will cause visual harm to the open character of the surrounding countryside and will appear obtrusive in its exposed position.
The proposal is therefore contrary to Policy DE1 of the SKLP, which requires good design.

28.27 To consider a 20mph zone in Deeping St James.
Discussion ensued regarding traffic calming in particular areas of Deeping St James and Councillors in the first instance wish to share information with Market Deeping Town Council and learn more from Lincolnshire’s Active Travel team, to see if this is a viable venture.

29.27 To consider the Application by Meridian Solar Farm Limited for an Order Granting Development Consent for the Meridian Solar Farm Project
Two letters were received from Meridian Solar Farm Ltd; one was offering a preliminary meeting which takes place on 8 September 2026 at 10am and the second was a request for additional statements of common ground.  Councillors agreed to continue to show interest, however no action is to be taken at this point.

30.27 To receive information regarding DEP1-H2 - Land South of Towngate East and West of Linchfield Road, Market Deeping.
Councillors were informed of a large planning application that is due to be submitted at the end of the year.  Cllr Smith wished Councillors to be informed and suggested that they could check the considerations in the draft Community Masterplan produced by the Neighbourhood Plan Group.  This site has been allocated in the local plan for a decade, so the principle of housing is not an issue.  Cllr Smith and the Neighbourhood Plan have copies of the Community Masterplan available for sharing.

31.27 To receive the minutes for the bus service meeting; for information only.
The minutes for the bus service meeting were shared with Councillors and it was advised that we are waiting for Cllr Dilks to speak to Lincolnshire County Council, with a view to seeing if this can be progressed.

32.27 To receive an update regarding the Deepings Neighbourhood Plan.
Cllr Smith advised that the NP revision is ongoing.

33.27 To receive information regarding the move to new, up-to-date Local Plan System for SKDC.
Councillors noted this change.

34.27 To consider Cambridgeshire and Peterborough Minerals and Waste Local Plan Review – Scoping Consultation and Call for sites.
Councillors had a brief discussion and noted this agenda item.

35.27 To consider the NALC survey for Councils with a Neighbourhood Plan.
Councillor Smith completed this survey on behalf of Deeping St James Council.
