The Minutes of the Planning & Transport Committee meeting held on Tuesday 7 April 2026 at 7.00pm at the Institute.
Present Councillors: Burdock, Gilbert, Rose, Shinkins-Hoppe, Smith and Stevens.
The Minutes were taken by the Assistant Clerk Louise Brown.
102.26 To receive apologies of absence.
Apologies were received from Councillor Bowell.

104.26 To agree the Minutes of the previous meeting held on 10 March 2026.
The Minutes were agreed as a true representation and signed.

Planning Applications considered during 17 March 2026 Full Council
DSJPC: No objections
A meeting is being arranged with the Travel Projects Manager from Lincolnshire County Council to discuss installation of required bus shelters and removal of obsolete bus shelters situated along Spalding Road.
Councillors noted the clerks report.
106.26 To receive and consider the following Planning Applications and put forward recommendations to the next Council Meeting, or make decisions in accordance with the Committee’s delegated powers:
DSJPC: No objections. Councillors viewed this planning application positively as this proposal is to be built further back from the street frontage, thereby minimising impact on the street, and usefully creating more off-road parking.

DSJPC: No objections, however, Councillors would like to request if possible that another tree is planted to replace the tree removed.
107.26 To consider the Draft Statement of Community Involvement and Draft Design Code Consultation.
Councillors discussed the Draft Statement of Community Involvement, saying that they have no comment to make, however, would appreciate clarity in future for any changes made. There is also no reference to the Parish Council regarding any tree works. The Draft Design Code Consultation has been included in the next agenda item 108.26.
108.26 To receive an update regarding the Parish/Town Council and Neighbourhood Plan Workshop held on the 23 March 2026 6-8pm.
Councillors discussed the workshop held and also the Draft Design Code Consultation and have noted this agenda item.
109.26 To consider the Local Plan Timetable - Revised Local Development Scheme 2026-2029
Councillors noted this agenda item.
110.26 To receive an update from The Deepings Neighbourhood Plan (DNP).
A newsletter was shared with the Councillors advising information on:
Governance
A new planning consultant has been appointed. A part-time administrator position has been interviewed for and a decision is awaiting. The DNP revision first draft is anticipated to be ready for public consultation for around November 2026.
Consultation
DNP have approached Deeping Gate Parish Council re their emerging Neighbourhood Plan and cross-boundary matters.
DNP are arranging a drop-in consultation at the Deepings Community Centre on Saturday 25 April 2026 between 2-4:30pm.
Emerging Projects and Background Papers
DNP are looking into the potential for a Hopper Bus at the next DNP meeting on 13th April 2026.
