The Minutes of the Planning & Transport Committee meeting held on Tuesday 9 June 2026 at 7.00pm at the Institute. 

Present Councillors: Burdock, Gilbert, Neville, Rose, Shinkins-Hoppe, Smith and Stevens. 

The Minutes were taken by the Assistant Clerk Louise Brown.

01.27 To elect a new Chair.
It was proposed, seconded and RESOLVED that Councillor Smith should remain Chairperson.

02.27 To receive apologies of absence.
No apologies were received.

03.27 To receive declarations of interest, if any.
Declarations were received from Cllr Burdock who has interests in agenda item 06.27, with reference to S26/0646 with an Ordinary Registerable Interest and S26/0771 with a Pecuniary Interest.

04.27 To agree the Minutes of the previous meeting held on 12th May 2026.

Proposal: Hybrid planning application seeking:
(A) a full application for Plot One for 3,230 square metres of Class E parts (c) and (g),
B2 and B8 use, in 11 units with a new access from Lysander Drive, parking,
landscaping and drainage infrastructure; and
(B) an outline application for up to 33,275 square metres of Class E parts (c) and (g),

Deeping St James Parish Council support the principle of the development but we have some observations and objections to design issues, mostly relating to access from the south. These have already been voiced on our behalf by the Deepings Neighbourhood Plan Group in their letter to you dated 10.06.26 (we agree with the contents so it is not repeated here).
We do however wish to object to the absence of a vehicular access road from the SE corner of the site (close to the Swines Meadow Garden Centre junction), to ease potential congestion and environmental harm from traffic arising from future growth in the Deepings.
Deeping St James Parish Council welcome the retention of existing planting as shown in the plans.

Cllr Burdock left the room and therefore did not participate in the following planning application due to a Pecuniary Interest.
S26/0771 | Erection of bungalow and industrial units | Land East Of 51 Towngate East Market Deeping Lincolnshire PE6 8DR
DSJPC: Neutral

Deeping St James Parish Council have no objection to the new industrial units but would like to raise some concerns:

We would like to query whether the residential element is consistent with SKLP Policy E6 that protects employment sites.

If it is permitted, we advise that the occupation of the bungalow is limited by legal agreement to occupation by a manager of this site. The reason is to ensure the residential element is not occupied separately, thereby constraining the normal 24-hour operation of the commercial element.

Observation
The land to the north seems to be in the same ownership as the present applicant. It is in commercial use, and the current proposal may obstruct access to it by large vehicles. The relationship of this adjacent site should be explored to ensure normal commercial operation is not compromised.

07.27 To review the bus shelter/bus stop resolution from December 25, after further information received from Travel Projects Manager LCC 12/05/2026.
On 12 May 2026, Cllr Smith and Asst Clerk Louise Brown met with the LCC Travel Projects Manager to discuss bus stops along Spalding Road and Broadgate Lane near the junction.

Two obsolete bus shelters were discussed with a view to being removed, (opposite 79-81 Spalding Road and opposite no. 90 Broadgate Lane), however, it was considered that maybe these shelters could be enhanced rather than removed with benches added, perhaps for further use in the future for hopper/call connect buses.  The Travel Projects Manager suggested getting a grant to mend the shelters.  Councillors agreed to leave and enhance the bus shelters and try to get a grant to maintain them.

The installation of a new bus stop/shelters opposite no. 4 Braeburn where the new builds are due to take place is to be considered, and further the current bus stop on the lamp post opposite the junction to Broadgate Lane – which needs the Lincolnshire Road Safety Partnership to complete a safety audit check.  If the safety audit check is not successful, then consideration is to be made about reallocating the bus stop/shelter from opposite the junction of Broadgate Lane to outside no. 53 Spalding Road.  The Parish Council may wish to do a consultation with residents regarding this.

08.27 To consider the Notice of Acceptance for the Meridian Solar Farm EN010169.
Councillors wish to continue to be involved in this Development Consent Order and would like to continue to object.

09.27 To receive an update regarding the Deepings Neighbourhood Plan.
The Neighbourhood Plan Team are still working with Lincolnshire County Councils (LCC), Active Travel Officers on the Local Cycling and Walking Infrastructure Plan (LCWIP),  A consultation by LCC should be ready at around Raft Race Day.

The Waymarking project with new benches and signposts is at an advanced stage.

The Neighbourhood Plan review may be available at around Christmas Market time.

The Hopper Bus initiative is still being developed.
