The minutes of the Planning & Transport Committee meeting held at 7.00pm on Tuesday 14 July 2026
Present: Councillors Burdock, Gilbert, Rose, Shinkins-Hoppe, Smith and Stevens. Councillor Hosking was also present.
Councillor Dilks arrived at 7.45pm

14.27 To agree the Minutes of the previous meeting held on 9th June 2026.

15.27 To receive reports from the Clerk.
An email was sent to the of Travel Projects Manager from Lincolnshire County Council regarding the review of bus shelters and we are awaiting a response.
16.27 To receive and consider the following Planning Applications and put forward recommendations to the next Council Meeting, or make decisions in accordance with the Committee’s delegated powers:
S26/0911 | S73 application to vary condition 3 (agricultural occupancy) of planning permission SK/1313/75/2391 - Erection of bungalow. | Llamedos Back Lane Deeping St James Lincolnshire PE6 8RT
DSJPC: No objections provided the Local Planning Authority agree with the case made by the applicant
Varying this condition does not set a precedent for possible further development on Back Lane as any future applications would be required to meet the planning regulations for dwellings in agricultural areas
S26/0625 | Reserved matters submission (appearance, landscaping, layout and scale) and associated infrastructure for the erection of 80 dwellings with access pursuant to outline permission S24/0617 | Land South Of A15 West Of Peterborough Road Market Deeping Lincolnshire PE6 8CQ
DSJPC: No objections
Disappointed to note that the number of benches has been reduced despite DSJPC requesting an increase. A good example of bench style and layout can be found on the Brewton Drive development.

DSJPC: No objections
The 7 small units were welcomed in the previous application however the Parish Council had previously questioned the layout and bin storage access and they are pleased to see improvements.
17.27 To consider the Lincolnshire Mineral and Waste Local Plan
It was acknowledged that the West Deeping site had been removed however one had been added in Langtoft. Whilst it was noted that these sites do not have 106 agreements attached to them and there is no compulsion to have a community fund although some companies do but they are minimal grants, plus that the supply does not benefit the immediate area, it was agreed that no comment or action would be taken regarding this plan.
18.27 To consider speeding in Frognall.
Following a request being made to Lincolnshire County Council for speed signs in Frognall Village, a request which required Parish Council support to be progressed, it was agreed that no further action should be taken as speed reduction intervention was not required at the present time, as those responsible for causing the nuisance had been spoken to.
19.27 To consider the Permitted Development Rights: Schools, Assets of Community Value, Defence and Conservation.
It was agreed to take no action and make no comment on this consultation. Councillor Dilks joined the meeting.
20.27 To receive an update regarding the Deepings Neighbourhood Plan.
The hopper bus initiative had been considered at the meeting on 06 July 2026 following a paper being prepared by a member of the public with a background in transport matters. The Deepings Neighbourhood plan group had suggested that Deeping St James Parish Council should set up a sub-group to consider this paper as although it covered the Deepings it was Deeping St James that was most notably impacted by the lack of a bus service.
Councillor Dilks mentioned that there had been a requirement for a hopper bus service to be provided around Elsea Park in Bourne but the idea has recently been scrapped by Lincolnshire County Council, as following consultation with the residents there was found to be no appetite for the service.
A sub- group consisting of Councillors Dilks, Shinkins-Hoppe, Smith and Stevens along with the member of public who had prepared the paper was agreed to further consider the idea.
Councillor Dilks took the opportunity to update the committee about the South Kesteven Local Plan. The new local plan was at an advanced stage prior to national government changing the housing target for SKDC from 700 to a requirement for 898. Councillor Dilks intends to recommend that SKDC stops the work on their now new (now referred to as legacy) local plan and moves to the national governments 30-month local plan process starting in January 2027. The decision has been influenced by the following:
Grantham barracks which was due to cease before 2024 so 3000 houses could be built is now likely to continue until 2032
The lack of a bridge over the railway at the Poplar Farm development the trigger for which was housing over 750. The number built is currently at 700 and the developer has not built the bridge. They have been told to stop building at 750 leading to a loss of 1000 homes.
Anglian Water have found issues at two further sites and the applications have been refused LCC Highways have stopped development on another site as 10 million was required to be spent on highway improvements to permit the application
All this would lead to the legacy local plan collapsing as it would be unable to move forward. Councillor Dilks is unsure of the impact on the Deepings Neighbourhood Plan but he will keep the group and council updated.
