The Minutes of the Planning and Transport Committee meeting held at 7:00pm on Tuesday 1 September 2026.
Present Councillors: Burdock, Dilks, Gilbert, Rose, Shinkins-Hoppe, Smith, Stevens and ex officio Hosking.
The Minutes were taken by Assistant Clerk - Louise Brown.
38.27 To receive apologies of absence.

40.27 To agree the Minutes of the previous meeting held on 11 August 2026.
The Minutes were agreed as a true representation and signed.

DSJPC: Deeping St James Parish Council have no objection to this planning application and the continuation to provide affordable housing is very welcomed.

Councillors noted this agenda item.
44.27 To consider the budget requirements for 2027/28 and make recommendations to the Finance, Policy and Personnel Committee.
Councillors advised that there is a current project with the LCC Travel Projects Officer, whereby any new bus shelters should be funded.
There was a query as to whether we still needed a budget of £1,980 for the bus shelter maintenance as four cleans would equal £728. Councillors to reduce this amount as needed.
It was agreed to raise the Campaigns and Road Sign budget by 5-10%.
We have two Unipart Dorman devices that are coming to the end of their lifespans. Councillors asked that investigation took place to see if the batteries could be replaced in these, but in the meantime the Speed Indicator Device budgets are to be raised to approximately £13,000 to cover the cost of new solar devices, which are approximately £4,600 + VAT each.
45.27 To receive an update regarding the Deepings Neighbourhood Plan.
Councillors viewed a letter from the Deepings Neighbourhood Plan to LCC – Cllr Dilks re ‘Accommodating growth through road network improvement: a new Northern Link Road in to the Deepings’. It is considered with the potential growth of the Deepings, the road network needs to be managed. Suggestions have been put forward to prevent negative impact on the Deepings and the bridges. County Cllr Dilks is to look into and bring back to the Parish Council.
Cllr Gilbert proposed that we accept these suggestions, and support the principle of the proposed new access to the Bypass. Cllr Shinkins-Hoppe seconded, and all agreed other than Cllr Hoskings and County Councillor Dilks, who both abstained.
46.27 To report the outcome of previous Planning Applications:

Proposal: Remove Scots Pine tree and plant replacement tree. (TPO-36).

SKDC: Work Allowed 13th August 2026
DSJPC: Deeping St James Parish Council object to this planning application based on lack of information and the applicant not seeking professional advice on a TPO tree in a conservation area.
