Subject: Submission of Observations and Technical Objections to the Scoping Opinions. As the EA documents, including paragraph numbers are near identical, the response below is common to both.

1. Introduction and Consultation Process.
We wish to place on record our significant concerns regarding the lack of prior engagement for proposals that will have a significant impact on the functioning and character of Deeping St James and Market Deeping.  The application site for Land East of Lincoln Road was notably absent from the 2025 Regulation 18 Draft Peterborough Local Plan.  Consequently, neither proposal has been subject to public scrutiny or developer-led consultation with Market Deeping Town Council, Deeping St James Parish Council, or the Neighbourhood Plan Group. 
Proceeding with an EIA Scoping request in the absence of meaningful pre-application community involvement is contrary to the spirit of the National Planning Policy Framework and established best practices for consultation.
2. Deficiency in Planning Policy Context
The Scoping Reports for both sites are fundamentally flawed in exclusion of the relevant cross-boundary planning framework.  While the site may fall under the jurisdiction of Peterborough City Council, its functional relationship is inextricably linked to South Kesteven.
• Omission of South Kesteven Policies: The report fails to reference the South Kesteven District Council (SKDC) Local Plan.
• Neighbourhood Plan Alignment: There is no mention of the Deepings Neighbourhood Plan.
• Requirement: The Environmental Statement (ES) must be revised to include these policies in every technical chapter to ensure that cumulative and socio-economic impacts are assessed against the correct statutory baseline.
3. Accuracy of Baseline Data (Human Geography)
We draw your attention to a significant factual error in Paragraph 2.3.  The report treats Market Deeping as an isolated entity with a population of 7,000.  Indeed, the term ‘Market Deeping’ is used throughout, without reference to Deeping St James that has an equal population.
• Correction: "the Deepings" functions as a single, contiguous settlement governed by two Parish Councils – Market Deeping Town Council and Deeping St James Parish Council.  The 2021 Census confirms a combined population of 14,071.
• Impact: Underestimating the baseline population by 50% invalidates the current assessment of service demand and infrastructure pressure.
4. Technical Scoping Objections
4.1 Human Health (Incorrectly Scoped Out)
The Scoping Report seeks to exclude "Human Health" based on the assumption that developer contributions will mitigate pressure on public services. We contest this.
• Baseline Deficits: Existing healthcare facilities are currently far exceeding capacity.  The present Deepings Health Centre has a Patient list of 23,395 (at Oct 2025).  The national average is usually around 9,500–10,000 patients per practice (NHS Digital primary care statistics).
• Methodology: Health impacts cannot be dismissed via financial contributions (S106/CIL) alone; the ES must assess the physical capacity of the area to absorb a population increase without degrading the standard of care for existing residents.  Necessarily prior consultation with the NHS is required. 
4.2 Visual resources.
The Scoping appears not to provide for visual assessment of 15m high buildings in close proximity to footpaths, the present built environment, and road approaches to and from the Deepings. 
4.3 Socio-economics (Chapter 13)
The current geographic scope for socio-economic baseline conditions is too narrow.
• Cross-Boundary Integration: The assessment must be widened to include Lincolnshire and the specific socio-economic climate of South Kesteven.
• Infrastructure Failure: The report shows itself to be a sanitised ‘anywhere-land’  EA.  It fails to account for the closure of the Deeping Leisure Centre, a critical loss of social infrastructure that exacerbates the deficit in community facilities.
• Cumulative Impact: The ES must consider this proposal alongside South Kesteven’s proposals for additional housing (see their 2025 Reg 18 Consultation).  In broad terms there are now some 3000 houses (including these sites) being added to the present household numbers of around 5600. 
5. Conclusion
The Scoping Reports in their current form fails to provide a robust framework for Environmental Impact Assessment.  They rely on inaccurate population data, ignore the relevant Neighbourhood Plan, take little account of the emerging South Kesteven Local Plan and prematurely scopes out critical health and socio-economic factors.  We ask for these errors to be rectified and for the developer to engage in a transparent consultation process before the scope is finalised.

The Westcotec Solar Speed Indicator Device was installed along Linchfield Road on Friday 20th February 2026.  
 
The Clerk has been advised of a further incident of inappropriate vehicles driving over the Grade II listed stone bridge in Deeping St James.  The Clerk contacted the relevant company and notified them of the concern and the company have dealt with this with their staff.  Contact has also been made to PCC and LCC to review their signage.
Residents are encouraged to report inappropriate vehicles crossing to the company involved in the first instance.  Should there be damage to the bridge itself, contact should be made to Peterborough City Council as the responsible authority for the bridge.
 
A report was received about a bollard that was missing from outside 7-8 Brewton Drive.  The Clerk has made contact with Vistry, who advised that they did not install the bollards and that the Management Company (First Port) installed them without permission from Vistry.  The roads and paths are due to be adopted by LCC and it is suggested that contact is made with LCC regarding pavement markings and bollards when the adoption has occurred.

Introduction and Site Context – We note that this site already carries outline permission for residential development and that a previous proposal for six dwellings was withdrawn.  The current strategy of siting the dwellings toward the rear to resolve previous drainage issues at the front site is a logical improvement.  Furthermore, we welcome the inclusion of a substantial front hedge.  This is a characteristic feature of the local area and is vital for maintaining the aesthetic of this “gateway” position into the settlement.
 
Principle of Development – The provision of two-bedroom homes is strongly supported.  Small units are currently under-represented in the Deepings, a need further evidenced by the data held by the Deepings Neighbourhood Plan Group.
 
Objections and Concerns – Despite the positive elements mentioned above, we object based on significant layout deficiencies.
 
Waste Management and Storage: The current proposal lacks a coherent strategy for the storage and collection of 21 refuse bins and 7 food waste containers.  As Plots 2, 5 and 6 lack independent access to their rear gardens, it is unclear how bins will be moved to the collection point.  Without designated, screened storage, we anticipate “orphan bins” will be left in prominent positions, adversely affecting the development’s appearance and use.
 
Parking and Manoeuvrability: The central parking area between Plots 3 and 4 is insufficient.  Drivers will likely struggle to manoeuvre and exit the site in a forward gear.  Furthermore, the lack of adequate clearance around these spaces will inevitably lead to vehicles overrunning and compacting the adjacent landscaped areas, causing long-term damage to the site’s appearance.
 
Conclusion: Over-development – Increasing the density to seven houses appears to be the root cause of these layout issues.  We consider this to be over-development.  Reducing the density by one unit would allow for a revised layout that readily resolves the bin storage and parking constraints.
 
Therefore, we must object to the development in its current form for the reasons stated above.

Existing development along this side of Eastgate (between Nos 13 and 27), is generally arranged in a linear form, regularly spaced following a similar building line with dwellings fronting Eastgate with large rear gardens that back onto Back Lane.  There are instances of backland development further along Eastgate but not immediately adjacent to application site.
 
Modestly sized dwellings would be only partially visible from Eastgate as they would sit to the rear of existing houses which front the highway, but they will still be very prominent.  The development would be inconsistent with the general character and form of development in the locality, further eroding the overall character of this part of the village.
 
The new house will also be very visible from Back Lane, and will thereby be harmful to the rural character of Back Lane (Policy DNP12.3 identifies Back Lane’s rural character).
 
The proposal is therefore considered to be out of keeping with the pattern of development in the area.  It would be harmful to the character of the area due to it being out of keeping with the surrounding pattern of development and the design not making a positive contribution to local distinctiveness given the local context.  It therefore conflicts with Policy DE1 of the South Kesteven Local Plan, Policy 12.3 of the Deepings Neighbourhood Plan and NPPF Section 12.

98.26 To consider applying for Lincolnshire County Council Bus Shelter Grant Scheme
A Lincolnshire County Council document was shared with the Councillors offering information on the possibility of applying for a Bus Shelter Grant Scheme.  This was for help towards the purchase of new bus shelters or repairs or updates to existing shelters.  
Councillors considered this grant scheme and it was voted 4 -1, not to pursue at this present time as there is no precept planned for this.  
 
99.26 To receive an update from The Deepings Neighbourhood Plan.
The Neighbourhood Plan Group are currently updating the Neighbourhood Plan, there is one more public consultation to complete, which is due to be held on 25th April at the Deepings Community Centre.  Councillors and public are encouraged to attend.
The plan is being completed by the same consultant as was previously used.  A draft is expected by Summer and completed by December when the deadline is due.
 
The Neighbourhood Plan Group are continuing to monitor and liaise with Deeping Gate regarding the potential development sites across the river.  
 
The grant funding has been received for the Green Walk.  Pam Byrd has been in contact with Fitzwilliam Woolmer and the licences have been granted for the benches, waymarking posts and information boards.
