PTC October 2022 Minutes

The Minutes of the Planning & Transport Committee meeting held on Tuesday 11th October 2022 at 7.00pm at the Institute. 

 

Present: Councillors Denman, Gilbert, Halls, Little, Robinson, Shinkins-Hoppe and Thomas. 

The Minutes were taken by the Assistant Clerk Louise Brown.

 

38.23 To receive apologies of absence.

Apologies were received from Cllrs Bowell and Stevens.  Cllr Hosking did not attend.

 

39.23 To receive declarations of interest, if any.

None were received.

 

40.23 To agree the Minutes of the previous meeting held on 16th August 2022.

The Minutes were agreed as a true representative and signed.

 

41.23 To receive reports from the Clerk.

Cllr Dilks has been to view the lamp posts that could be used along Linchfield Road to hold a SIDS device and can be included in the SIDS rota.  The office are awaiting the information to put forward to the LRSP.

The Assistant Clerk has sent traffic calming letters to the residents of Prentice Place.

The Assistant Clerk has sent a letter to Stonegate Brewery regarding the bollards and permissive right of way along Bell Lane.

Councillor Denman has sent an email to DSJPC office to be forwarded to PCC regarding the signage and use of Heavy Goods Vehicles on the DSJ Bridge.

Councillor Shinkins-Hoppe answered the Licencing Survey on behalf of the Council as agreed by 5 Councillors.

Three trees have been planted behind Linchfield School; we understand to replace the trees removed due to SKDC Planning Department.

During the mourning period for Queen Elizabeth II, two planning applications (S22/1599 and S22/1708), were sent to the Planning Committee via round robin email and approved. 

 

42.23 To receive an update regarding the traffic calming on Church Street.

Two appendices were shared with the Councillors; one showing a traffic calming plan that was sent out to residents situated at the blind bend in Church Street, Deeping St James and one showing the responses received, offering ideas on how to improve these plans and information about incidents that have taken place at or near the resident’s homes.

The bend at Church Street, Deeping St James is a blind bend where a number of accidents have occurred and further building development has taken place, increasing traffic access in a dangerous area.  

From the responses received by the residents, one set of adjustments was suggested.  Councillors evaluated the suggestion, where an extra section of white hatching was offered between no.s 85-91 Church Street, opposite the Waterton Arms Public House.  Discussion ensued regarding hatching and that a need to push, as a good course of action, for a single of lane traffic around the bend in an attempt to slow the traffic down.  Signage is very important; signs stating caution concealed entrance and give way to oncoming vehicles or priority to oncoming vehicles, would cause the driver to slow.  An acknowledgement was given, that driving has improved since the lines in the road have been repainted, as they help to guide the driver and prevent drifting.  

It was discussed that the original map be sent in to LCC Highways, with an additional request for signage stating ‘Caution Concealed Entrance’ at either end of the road, and alerting LCC Highways that this is an initial attempt we are providing, along with the evidence we have collected from residents and the Crashmap site.  We are to ask for feedback and dialogue.

Cllr Shinkins-Hoppe asked for a note to be made that if there was ever a similar development that is going to impact the road usage, that we MUST make it a condition that the road traffic elements of that development are part of the S106 (where applicable), giving liability for the developer to contribute.  

 

43.23 To receive an update from the Neighbourhood Plan.

Three members of the neighbourhood Plan are meeting next Thurs 20th October 2022, with (South Kesteven District Council - SKDC), SKDC Assistant Director of Planning, SKDC Director of Growth and Culture, a representative responsible for the Local Plan and also the SKDC Principal Planning Officer.  The Neighbourhood Plan Team are keen to find out from SKDC, when they plan to issue the new Local Plan so that the updated Neighbourhood Plan can remain current and effective.  The meeting is to take a tour of three development sites currently under construction and one that is still waiting for the plans to come in.  

At The Neighbourhood Plans meeting last night, discussions regarding the Aldi planning application were raised; Aldi and New River Retail plan to now complete a planning application together.

45.23 To consider budget estimates for 2023/24 and make recommendations to the Finance, Policy and Personnel Committee.

A proposal was made to remove the budget for Bus Shelter Purchase, as £10,000 Section 106 money is expected from SKDC, to supply the bus shelters for the new development along Linchfield Road, clarification is requested to discover if money for the hardstanding’s already placed, have been taken out of the £10,000.  DSJPC also have three bus shelters that are not currently in use.  Clarification is being sought as to when Section 106 monies will be released.

It was proposed to continue to keep Campaigns and Surveys at £500.00.

It was proposed to continue to keep Bus Shelter Maintenance at £1,250.00.

It was proposed to drop the Reactive Speed Sign Budget moving forward as DSJPC are ordering a new speed device currently which will take DSJPC’s speed monitoring devices to three and there should only be the need to maintain the devices after, with ancillary items such as batteries.

It was proposed to consider precepting £1,000.00 for Road Closure Signs, so that we can alert residents to the upcoming road closures for events like the Remembrance Parade.

With the changes made, there should be a saving of approximately £4,500 for the new financial year.  These figures are to be brought to the Finance, Policy and Personnel Committee.
