The minutes of the Planning & Transport Committee meeting held on Thursday 24th March 2022 at 7.00pm at the Institute.
Present: Councillors Bowell, Denman, Gilbert, Hosking, Little, Robinson, Shinkins-Hoppe, Stevens (District) and Dilks (District).
The minutes were taken by the Parish Clerk Julie Fortnum who joined the meeting virtually.
90.22 To receive apologies of absence.
Apologies were received and accepted from Councillor Thomas.
91.22 To receive declarations of interest, if any.
Councillors Shinkins-Hoppe and Stevens declared a prejudicial interest in agenda item 98.22 Planning Applications S22/0443 and S22/0444.
92.22 To agree the Minutes of the previous meeting held on 17 February 2022.

93.22 To receive reports from the Clerk.
The Assistant Clerk has taken the ‘Be Aware, Park Elsewhere’, posters to both Deeping St James Community Primary School and Linchfield School.
The Parish Clerk was asked to contact Deeping St James United Charities to see if they were amenable to the ‘pass wide and slow banner’, which had been printed to remind drivers of the protocol when overtaking horses, on the railings at the entrance to the Cross School carpark.
94.22 To receive an update regarding South Kesteven Local Plan Review
Notification.
Councillor Shinkins-Hoppe advised that the current plan runs until 2036 and it was South Kesteven District Council’s intention that after consultation the new plan would supersede this one, adding 5 years to the timeframe, running until 2041.
During the first consultation 124 responses had been received including the Parish Councils response and the Parish Council would also respond to the draft plan consultation which will be in the Autumn.
Councillor Little asked whether the Local or Neighbourhood plan proactively covered improvements in the infrastructure to support housing development. Councillor Stevens explained that the infrastructure improvements come from Section 106 contributions after a development is completed. When a developer puts forward a proposal for housing the District Council would approach, for example local Schools, to gauge what they would require from the Section 106 planning gain from the development. Councillor Dilks is currently pushing for a masterplan to cover the Linchfield Road quadrant to incorporate infrastructure requirements and Councillor Shinkins-Hoppe added that these requirements should also form part of the Parish Council’s response when they are consulted on planning applications.
95.22 To receive an update from the Neighbourhood Plan
Councillor Shinkins-Hoppe advised that the most up to date SKDC Local Plan is the most relevant document so the Deepings Neighbourhood Plan group need to time the reviewing of their documents to correspond with the SKDC reviewing of the Local Plan
96.22 To receive an update from the South Lincs Connected meeting.
Councillor Bowell confirmed that the Spalding to Peterborough Transport Forum was now defunct and this groups had incorporated this groups aims and extended them to include a wider area. It continued to look at improvements in road and rail links including bus services, cycling and walking. Councillor Bowell confirmed that he was happy to continue to attend these meetings when able.
Councillor Shinkins-Hoppe advised that a member of the public involved with the Deepings Neighbourhood Plan had been allocated the role of looking at cycling and walking initiatives and they were also a member of this group. She was concerned about unnecessary duplication of work that may happen.
Councillor Shinkins-Hoppe also raised concern that this member of the public was referring to themselves as Transport Advisor to Deeping St James Parish Council when communicating with Transport Services team at Lincolnshire County Council. It was agreed that the Parish Clerk should write to the member of the public asking them not to use this title as the Parish Council had not agreed for them to act in this capacity.

The public consultation regarding this went live on Thursday 10 March 2022 with a deadline of for comments of midnight on Sunday 27 March 2022 – www.peterboroughroad-md.co.uk
Councillors Bowell, Dilks, Robinson, Shinkins-Hoppe and Stevens attended a public consultation held on Wednesday 23 March 2022 at Deepings Community Centre.
The Deepings Neighbourhood Plan group had offered to co-ordinate a joint response from themselves, Deeping St James Parish Council and Market Deeping Town Council. As none of these groups got involved in the pre-planning application stage this was an opportunity to comment and hopefully influence.
There was a strong consensus from the Committee that this land should remain as light industrial land and it was agreed that the SKDC Local Plan and the Deepings Neighbourhood Plan should be referred as they would state the reasons why it had originally been allocated as industrial land and that local business and services should be encouraged and protected.
It was agreed that the joint response should state the land should remain as employment land and evidence must be provided that it has been advertised and promoted as such, along with evidence that the change of use is needed as the housing allocation can be met without using this area and the SKDC local plan recognises it as industrial land.
It was also noted that it was likely that the change of use planning application would be decided by the SKDC planning committee not the individual planning officer.

The committee objected to this application under delegated powers on the grounds of over-development of the site and because it would introduce a completely different style of property to an area of housing which is unique in the community.

The committee approved this application under delegated powers adding the comment that if the replacement trees should fail within five years of planting that they too are replaced.

2-storey front extension and enlargement of existing dormers.
As this planning application is a re-submission of the earlier planning application with the only change being the addition of a plan showing that other properties along Eastgate had been extended the planning committee agreed to reiterate the earlier comments explaining that these still stood as the building line had not changed.

Planning permission for relevant demolition in a Conservation Area for the demolition of an existing storage/workshop building and replace with a new building containing studio space to let, alterations to the layout of the existing community hub, demolition of the existing entrance lobby and construction of a new entrance lobby. With associated parking and landscaping.
Councillor Gilbert introduced this and the following planning application due to the planning committee Chair Councillor Shinkins-Hoppe having a prejudicial interest

Work to trees.
The Committee agreed to respond to this application and application S22/0547 stating that this work should not go ahead as there was evidence of birds nesting, notably a Red Kite, in these trees. It was noted that Red Kites have protection whilst building their nest let alone when they are nesting. The Parish Clerk advised that she had emailed this information to the South Kesteven Officer requesting the work, but they were away from the office until Monday 28 March 2022 so it was the Clerk’s intention to make telephone contact then.
