PTC May 2022 Minutes

The Minutes of the Planning & Transport Committee Meeting held on Thursday 19th May 2022 at 7.00pm at the Institute. 

Present: Councillors Hosking, Little, Robinson, Shinkins-Hoppe. 
The Minutes were taken by the Assistant Clerk Louise Brown.

110.22  To receive apologies of absence.
Apologies were received from Cllr Bowell, Denman, Gilbert, and Thomas.
Cllr Stevens did not attend.

111.22  To receive declarations of interest, if any.
None were received.

112.22  To agree the Minutes of the previous meeting held on 21st April 2022.
The Minutes were agreed as a true copy and signed.

113.22 To receive reports from the Clerk.
Asst clerk has been advised by the Deeping St James United Charities Clerk, that we are able to place the ‘Pass Wide and Slow’ banner in rotation, on the Cross School Railings.
The Assistant Clerk is in communication with SKDC re Welland Footbridge location and has paid the compliance fee of £58, with reference to S22/0730.  

114.22  To consider feedback from a meeting with Local Highways Manager Boston & South.
An appendix was circulated before the meeting advising of the tour of problem areas involving Highways around Deeping St James, that was completed with Local Highways Manager (Boston and South), other Highways representatives and District/County and Parish Councillor Dilks and Parish Councillor Shinkins-Hoppe.
One specific area that was discussed was the bend along Church Street, near the new development and the Waterton Arms.  The Local Highways Manager has put forward a proposal to help reduce the speed of traffic along the street and reduce the number of accidents.
The proposal involves giving a right of way to traffic coming from the Cross in the direction of the Bell Bridge.  It was proposed that the curb be extended to the centre of the road, creating an ‘island’, on the development side, so that traffic can only move in single file around the bend, as seen in places like Maxey, Glinton and outside Market Deepings St Guthlac Church.  Signage is to be placed from Hereward Way advising of the traffic calming measures.  The Committee RECOMMEND the proposal to Full Council for approval.

115.22  To consider feedback from a meeting with the SKDC Director of Growth and Culture and the SKDC Assistant Director of Planning.
An appendix was provided offering information about a meeting held between the SKDC representatives and members of the Neighbourhood Plan Team.  The meeting was short and positive offering an opportunity to develop communication.  The new Assistant Director of Planning for SKDC, has a broad range of duties and wishes to make changes to pre-planning applications.
Discussion was had pertaining to relevant developments and projects discussing progress and difficulties with reference to the Lidl Application, Allison Homes, Bidwell’s, Aldi/New River REIT proposal and the proposal for 160 homes at Deeping Gate.

116.22  To receive feedback from a meeting with the ALDI representatives.
This meeting has been delayed until Tuesday 24th May 2022.  

117.22  To receive and consider the following Planning Applications and put forward recommendations to the next Council Meeting, or make decisions in accordance with the Committee’s delegated powers:
