PTC February 2022 Minutes

The minutes of the Planning & Transport Committee meeting held in the meeting room at the Institute on Thursday 17th February 2022 at 7.00pm.

Present: Councillors Denman, Gilbert, Hosking, Robinson, Shinkins-Hoppe, Stevens (District) and Thomas (District).  
The minutes were taken by the Parish Clerk 

82.22 To receive apologies of absence.
Apologies had been received and were accepted from Councillor Bowell, Dilks and Little.

83.22 To receive declarations of interest, if any.
Councillor Hosking declared a prejudicial interest in planning application S22/0157 being dealt with under item 87.22. 

84.22 To agree the Minutes of the previous meeting held on 20 January 2022.
The minutes were agreed and signed as a true copy.

85.22 To receive reports from the Clerk.
Photograph’s of work and an invoice regarding the S19/0418 Welland Footbridge Project have been sent into the Planning Office, in hopes that the works started meets requirements and allows Planning Permission to remain valid.
Councillor Shinkins-Hoppe advised the committee that no response had been received from the planning department. Councillor Gilbert stated that building regulations validation needed to be approved to ensure that the work that had been completed was sufficient to secure the planning permission. Councillor Stevens stated that she would follow this up with the Planning Officer responsible and the Parish Clerk also said she would investigate.  

Lincolnshire County Council have sent a Temporary Traffic Restriction by Network Rail, for Level Crossing Maintenance works at Stowgate Level Crossing (Cranmore Drove), from 1/3/22 – 10:30pm to 2/3/22 at 6:00am. Please see https://one.network/.

An additional item was raised by Councillor Stevens who had been contacted by a resident of Brewton Drive whose rear garden gate opened on to the cycle / footpath that had no bollards at either end of it and was wide enough for a vehicle to use. Investigations have confirmed that it was never a condition of the planning permission for the route to be marked as a cycle route or for bollards to be installed so South Kesteven District Council cannot enforce this. Councillor Shinkins-Hoppe stated that this does need to be sorted out as it is the wish for the cycleway/ footpath to continue into the next development. The most appropriate way to pursue this would be via Lincolnshire County Council Highways. It was agreed that a letter should be sent to LCC Highways to request that the installation of signage and bollards when they adopt the path. 

86.22 To receive an update from the Neighbourhood Plan.
Councillor Shinkins-Hoppe provided the following update - 
A new document has been produced which encapsulates all the policies within the Neighbourhood Plan in one place. Currently anyone wishing to access these has to find them in the full version of the plan. This should make it easier for planning authorities and developers to reference policies. Due to the cost in producing the document some will be provided free of charge for other bodies wishing to purchase a copy there will be a charge of £5.
As a team the Neighbourhood plan group are currently reviewing all the improvement projects which were identified at the beginning of this plan. Some are at the “work in progress” stage, other have not yet begun. This is an ongoing process. It will be necessary to review the whole of the plan next year and work has already started on this as all new planning legislation has to be incorporated into the new document.
Work on a new map located in the Market Place has been undertaken to encourage visitors to go beyond the central point. 
The John Clare Countryside and the Langdyke Trust are working to improve footpaths around Northborough Glinton, and also Werrington. Information has been shared with those members of the Neighbourhood Plan team who are working on improving footpaths and cycle routes within our community. As both the John Clare Countryside and the Langdyke Trust mention the Deepings in their intention to link footpaths across the two counties it is intended that this liaison will continue. The planned walk from Peakirk to Werrington had to be cancelled, a new date is awaited.   
Councillor Stevens added that she is hoping to be able to use some of the South Kesteven District Council ‘Welcome Back Fund’ to improve signage such as improving the map in the Market Place in Market Deeping and the finger posts currently in the Market Place and outside the Library. Some of the ‘Welcome Back Fund’ has been used to put on arts and crafts projects in Bourne, Grantham, Market Deeping and Stamford during half term week.

The Committee agrees to the work under delegated powers

Erection of single storey extension along with internal remodelling works. 
The Committee recommends to Full Council that they object to this application on the grounds of the impact on the street scene. Policy DE1 of the Local Plan – Promoting Good Quality Design Section (b) states “Ensure there is no adverse impact on the amenity of neighbouring users in terms of noise, light pollution, loss of privacy and loss of light”. The committee feels that the neighbouring properties will be adversely affected. The committee also recommends quoting chapter 3 of the SKDC Design Guide which has a checklist for smaller household developments. It is felt that this application does not meet the following requirement – “has the design considered nearby buildings in terms of their height, position, massing, materials and architectural type”. The loss of a well-established hedge also needs to be considered.

The Committee agreed to respond to this application, under delegated powers, requesting that if the application is approved, conditions should be included that a Bat Survey should take place and that work should NOT be carried out during bird nesting season.

Remove section of Conifer hedging, remove 1 Holly Tree, remove section of Hazels and Fruit Trees and all trees in rear/side garden.
The Committee agreed to respond to this application, under delegated powers, stating that because the Parish Council wishes to keep the biodiversity of this area and protect the archaeological value of the area (as it is adjacent to a Grade I listed building), if the application is approved, a condition should be included stating that the Conifers should be cut to stump level and treated so as not to disturb the ground near the former Monastery, and that the Fruit Trees and Holly Trees should not be removed.
