The Minutes of the Planning & Transport Committee meeting held on Tuesday 12th July 2022 at 7.00pm at the Institute.
Present: Councillors Denman, Dilks, Gilbert, Little, Robinson, Shinkins-Hoppe and Thomas.

The minutes were taken by the Assistant Clerk Louise Brown.
13.23 To receive apologies of absence.
Apologies were received from Cllrs Bowell, Halls and Hosking. Councillor Stevens was not present.
14.23 To receive declarations of interest, if any.
None were received.
15.23 To agree the Minutes of the previous meeting held on 14 June 2022.
The Minutes were agreed as a true representation and signed.
16.23 To receive reports from the Clerk.
None were given.
17.23 To receive an update from the Neighbourhood Plan.
Bids have been requested by SKDC who have a shared UK Prosperity Fund of £3.5m for the whole of South Kesteven District. £3m is for revenue projects and £500,000, is Capital, which is in place to replace money previously funded through Europe after Brexit. A short notice period was given to put bids in, so Cllr Shinkins-Hoppe and Mr Smith (NPT), have put together two bids that meet the criteria for Deeping St James.

18.23 To consider formalising a proposal for traffic calming along Church Street, Deeping St James.
Mr Smith was invited to attend the meeting to assist with the consultation regarding the blind bend and how it could be managed as LCC Highways would like Deeping St James Parish Council to provide ideas using local knowledge.
Cllr Shinkins-Hoppe and Mr Smith (NPT) researched the traffic that uses Church Street at the blind bend, between number 93 Church Street and the Waterton Arms, noting that traffic heading eastbound can veer across the centre of the road in a bid to see around the blind bend.
The Councillors and Mr Smith then discussed possible ideas for traffic calming. The use of double white lines, signage, rumble strips, right of way priority and road narrowing – (initially with blocked white painted strips in a section, to develop into an extended curb section), and possible speed restrictions; should aid reduction of speed and create a safer section of road. Whilst this work is taking place, drainage could be looked into to help prevent the flooding that occurs at the Waterton Arms when there is rainfall.
It was agreed that a letter would be sent out to all the local residents of Church Street, affected by the blind bend, showing the proposed traffic calming measures that Deeping St James Parish Council would like to put forward. In turn, DSJPC would like to research feeling toward these traffic calming measures and collect information on incidents that have occurred, as evidence to provide to LCC as to why traffic calming is needed in this vicinity.
Once a decision has been made on what sort of traffic calming would be best, the proposal will be taken to Full Council for agreement, and from there passed on to District Cllr Dilks to take to LCC Highways for their investigation.

19.23 To receive an update regarding the Welland Footbridge Project
Cllr Shinkins-Hoppe attended a meeting on Monday 11th July 2022 and a further meeting planned with PCC in early August. It is believed that the meeting in early August, will be helpful in finding another way to drive the project. The value of the project has increased with a view to getting the Tender document back on track – it has gone from £285,000 in 2019 to £350,000 in 2022.
20.23 To consider raising an application for a Public Right of Way along Bell Lane.
Two documents were circulated before the meeting advising how to go about pursuing making a route a Public Right of Way.
The committee agreed that this topic should be RECOMMENDED to Full Council to speak to the Bell Lane resident concerned. The committee would like to consider installing a self-closing gate, in place of bollards and furthermore, work towards adopting the route as a Public Right of Way in the future.
21.23 To consider an approach by a Market Deeping resident about the Community Speed Watch programme.

This topic was previously raised and decided that it was not something that Deeping St James Parish Council wished to participate in. After discussion is transpired that the approach by the resident indicated that he would only be consulting with Market Deeping. An invitation to attend this meeting was declined.
22.23 To review the location of the SIDS devices.
It was discussed that Deeping St James Parish Council have a license to rotate our two Speed Indicator Devices, over 7 different locations around the Parish listed below.
Current locations used for SIDS devices on a 6 weekly rotation are: 2 x Spalding Road locations, 2 x Eastgate locations, Burchnall Close, Horsegate and Broadgate Lane.
It has been asked that we approach Highways, to see if we can apply to add Linchfield Road to this rota.
23.23 To consider the Lincolnshire Minerals and Waste Local Plan.
A consultation was sent to Deeping St James Parish Council. Lincolnshire County Council are currently consulting with landowners re site allocation.
