PTC April 2022 Minutes
The minutes of the Planning & Transport Committee Meeting held on Thursday 21st April 2022 at 7.00pm at the Institute.
Present: Councillors Bowell, Gilbert, Hosking, Little, Robinson, Shinkins-Hoppe and Thomas.
The minutes were taken by the Assistant Clerk Louise Brown.
101.22 To receive apologies of absence.
Apologies were received and accepted from Councillors Denman and Stevens.
102.22 To receive declarations of interest, if any.
No declarations were offered.
103.22 To agree the Minutes of the previous meeting held on 24 March 2022.
The Minutes were agreed as a true copy and signed.
104.22 To receive reports from the Clerk.
Asst clerk has contacted Deeping St James United Charities re hanging pass wide and slow banner at Cross School, we are awaiting a decision.
The Clerk has contacted the member of the public using Transport Advisor to Deeping St James Council, asking them to not use this title and only contact Deeping St James Parish Council in an advisory capacity.
The Assistant Clerk has contacted South Kesteven District Council to ask for confirmation of compliance for condition 1, with reference to S19/0418 Welland Footbridge Project. A location plan and fee are to be submitted under S22/0730.
105.22 To receive an update from the Neighbourhood Plan AGM.
Cllr Shinkins-Hoppe is to attend a meeting on the 5th May with the Director of Planning and the Director of Culture and the Neighbourhood Plan Committee, to talk about the impact on build and infrastructure on the community. The Neighbourhood Plan Team want to be involved at the PAD stage, to have an input when energy, water, road and highways are involved, to help prevent predetermined decisions and offer local information. Councillor Shinkins-Hoppe will continue to feedback this information to Deeping St James Parish Council.
106.22 To receive feedback from Allison Homes.
Cllr Shinkins-Hoppe attended a meeting with Allison Homes regarding the proposed development to the land east of Peterborough Road. A response was sent to Allison Homes stating our objection to the proposal.
The Neighbourhood Plan Team have objected and it is expected that Market Deeping Town Council will object also.

Change of use of part of residential garden (Class C3) to commercial use (Dental Practice) (Class E) including repositioning of garden boundary fence, creation of new access to dental practice, construct new boundary wall with electric gates and additional parking.
The applicant of this Planning Application has bought the house and garden next door and plans to use some of the garden to make an in and an out to the dentists, shrinking the amount of garden available for the next-door property.
