The Minutes of the Planning & Transport Committee meeting held on Tuesday 12th September 2023 at 7.00pm at the Institute.
Present: Councillors Gilbert, Rose, Shinkins-Hoppe, Smith and Stevens.
The Minutes were taken by the Assistant Clerk Louise Brown.
41.24 To receive apologies of absence.
None were received. Cllr Denman was absent.
42.24 To receive declarations of interest, if any.
No declarations were received.
43.24 To agree the Minutes of the previous meeting held on 15th August 2023.
The Minutes were agreed as a true representative and signed.
44.24 To receive reports from the Clerk.
Deeping St James Parish Council have received an update regarding the S106 payment for bus stops and maintenance at the new development along Linchfield Road, advising that a report is to be drafted by SKDC to allow funds to be authorised and SKDC will arrange payment once this report has been signed off.
45.24 To receive a report of the budget position to date and expected outturn for the financial year 2023/24.

47.24 To receive an update from the Neighbourhood plan.
Councillors were updated on the status of some major planning applications in the area.
Benches have been topic of conversation within the Deepings, with consideration being made to the green walk, usage, design purpose and uniformity.
There have been further interactions with the Assistant Director of Planning from SKDC where good lines of communication are being built.
Support has been secured for producing a Design Code from National Engineering Consultancy AECOM and The Department for Levelling Up, Housing and Communities (DLUHC). This will help direct ideas for new neighbourhood design for areas such as the ‘680 site’. We have been accepted on a national programme for this work, which will be helpful for other sites.
The National Planning Policy Framework update has been delayed, which has in turn impacted the timescale of the SKDC plan and the Neighbourhood Plan.
48.24 To consider the Highways Survey.
Flooding issues were acknowledged outside the Waterton, New Road/Park Road and the Walnut Tree. The Assistant Clerk is to consult with Cllr Smith to complete the survey for Highways.
49.24 To consider any new items for the Section 106 and Improvement project wishlist.
At the last meeting, it was agreed to produce a list of projects ready for when developers or large sites are liable to provide S106 monies. Some Councillors have already put ideas forward, however, all Councillors are requested to put ideas forward to Cllr Shinkins-Hoppe and Cllr Smith. Council are to continue to collect ideas to take forward.

Proposal: External and internal alterations including insertion of new bi-fold doors at
ground floor

Councillors discussed this planning application further and appreciate that the occupier is making good progress on updating this property. It was agreed that we ask the Conservation Officer to review our previous comments. Deeping St James Parish Council maintain the objection to solar panels, but would like the Conservation Officer to review the plan for bi-fold doors.

Proposed Industrial Park

These planning applications are being developed side by side and Deeping St James Parish Council have supported these plans as they present a welcome increase in industrial space, with requests for consideration given to increased planting and green space. Councillors have seen the updated plans but the changes made were viewed as insufficient and the Committee wished to encourage further improvements to offset the loss of countryside.
