PTC May 2023 Minutes

The Minutes of the Planning & Transport Committee meeting held on Tuesday 23 May 2023 at 7.00pm at the Institute. 
 
Present: Councillors Denman, Dilks, Gilbert, Rose, Shinkins-Hoppe and Smith. 
A member of public attended.
 
The Minutes were taken by the Assistant Clerk Louise Brown.
 
01.24 To elect a Chairperson.
The decision was taken at the Annual Council Meeting held on Tuesday 16th May 2023, to elect Cllr Shinkins-Hoppe as Chair of the Planning & Transport Committee.
 
02.24 To receive apologies of absence.
Apologies were received from Cllr Stevens.
 
03.24 To receive declarations of interest, if any.
No declarations were received.
 
04.24 To agree the Minutes of the previous meeting held on 11th April 2023.
The Minutes were agreed as a true representative and signed.
 
05.24 To receive reports from the Clerk.
• The LRSP have been in touch giving us permission to use lamp posts to hang the smiley SID (Speed Indicator Device) from.
Cllr Dilks joined the meeting.
 
06.24 To consider raising an Educational Speeding Campaign.
It was agreed that the assistant clerk would investigate sourcing A4 sized bin stickers that display the speed limit, using the Campaign budget.
 
07.24 To receive an update from the Neighbourhood plan.
Cllr Smith updated the Councillors on current topics covered by the Neighbourhood Plan.  Topics raised were the Design Code, the meetings with Bidwell’s for the development of an 80-house site to the North West of Market Deeping, the Local Walking & Cycling Infrastructure Plan, and the Census review.
 
08.24 To consider a S106 Wishlist.
Councillors cannot apply for S106 retrospectively and therefore need to consider the needs of the community in a variety of ways; these needs must be substantiated to be valid.
Councillors considered the impact of increasing population in the vicinity and the connectivity of the parish.  A range of ideas were considered and more exploration is required before raising with South Kesteven District Council.  
Cllr Dilks advised that he was going to be meeting with South Kesteven District Council’s Assistant Director of Planning next week and that he would bring the topic up with her at the meeting.

DSJPC – Deeping St James Parish Council have no objections to the change in opening hours, but have requested an investigation regarding the concern surrounding HGV's parking on the highway outside of the Co-Op on the blind bend. This presents an associated hazard to pedestrian access, other vehicles and cyclists given the present car park layout.
