PTC April 2023 Minutes

The Minutes of the Planning & Transport Committee meeting held on Tuesday 11th April 2023 at 7.00pm at the Institute. 
 
Present: Councillors Gilbert, Hosking, Shinkins-Hoppe and Stevens (District). 
 
The Minutes were taken by the Assistant Clerk Louise Brown.
 
92.23 To receive apologies of absence.
Apologies were received from Cllrs Bowell, Denman, Halls and Thomas.
Cllr Robinson did not attend.
 
93.23 To receive declarations of interest, if any.
No declarations were received.
 
94.23 To agree the Minutes of the previous meeting held on 14th March 2023.
The Minutes were agreed as a true representation and signed.
 
95.23 To receive reports from the Clerk.
• The LRSP have been in touch giving us permission to use lamp posts to hang the smiley SID from.
• The Bell Lane Signage has arrived and is now in place.
 
96.23 To receive an update from the Neighbourhood plan.
A meeting is due to be held on Monday 17th April 2023 with Bidwell’s who are the agents for the owners, who propose to submit an application 73 houses at Towngate West.
The Neighbourhood Plan Team had their Annual General Meeting and Pam Byrd is now Chair, with Gordon Smith holding the Vice Chair position.  
The Neighbourhood Plan are to continue to schedule meetings with the aim of updating the current Neighbourhood Plan and to write and introduce a Design Code.
 
97.23 To consider the Consultation on potential mineral sites.
A 58-page consultation has previously been sent out, looking for sites across Lincolnshire.  Three sites have been suggested at Baston, Thurlby and West Deeping.  This does not directly involve Deeping St James; however, Deeping St James will be affected by these sites should they get the go ahead and the question of supporting these neighbouring communities was discussed.  Objections have been raised by the three villages with concerns about the huge number of vehicle movements onto the A15.  Cllrs discussed the potential for other sites that would not have such an impact on the local residents and facilities such as North Lincolnshire.
This topic was RECOMMENDED to Full Council to discuss, with information to be sent to Councillors to be prepared.
 
98.23  To consider the Appeal for S22/2074 150 Eastgate, Deeping St James, PE6 8RD.
The Planning Inspectorate have advised that as this is a householder appeal, there are no further opportunities for comments although previous representations will be used.  Deeping St James Parish Council can only withdraw the previous representations.
It was considered a good idea in future, if Deeping St James felt the need to object to a planning application, to be as detailed as possible, so that if an appeal was made and the Parish Council could not add further comments, then a thorough consultation should have already been made and we would know that no more could be done.
 
99.23 To receive and consider the following Planning Applications and put forward recommendations to the next Council Meeting, or make decisions in accordance with the Committee’s delegated powers:
 
Council agreed to suspend Standing Orders for both S23/0401 and S23/0404 as they contravene normal practice, having deadlines to meet before the Full Council meeting.
