PTC August 2023 Minutes

The Minutes of the Planning & Transport Committee meeting held on Tuesday 15th August 2023 at 7.00pm at the Institute. 
 
Present: Councillors Bowell, Denman, Gilbert, Rose, Shinkins-Hoppe, Smith and Stevens. 
The Minutes were taken by the Assistant Clerk Louise Brown.
 
28.24 To receive apologies of absence.
Apologies were received from Cllr Bowell.
 
29.24 To receive declarations of interest, if any.
No declarations were received.
 
30.24 To agree the Minutes of the previous meeting held on 11th July 2023.
The Minutes were agreed as a true representative and signed.
 
31.24 To receive reports from the Clerk.
Deeping St James Parish Council have had no update from SKDC reference fund transfers of S106 for bus stops and maintenance at this time.  Cllr Shinkins-Hoppe requested that the transfer of monies is chased by the Asst Clerk.
 
S23/1235 received with a very short deadline.  The Asst. Clerk sent the information to all Councillors for a response.  DSJPC responded as no objection and made a comment.
 
The Asst. Clerk has downloaded an updated list of Tree Preservation Order’s from SKDC website inclusive of all orders noted for DSJ, Frognall and some which are held in Market Deeping but are on the parish boundaries.  
 
Correction: The resident of 197 Eastgate (not 5 Station Road as previously stated), requested a meet with two of our Planning Councillors regarding an impending planning application; he was listened to and directed toward SKDC for pre-application advice.  The Councillors stressed that the Parish Council would not express its view until such time as a planning application was made.  Councillors discussed this and agreed that meetings with potential planning applicants or landowners should always be attended in pairs, a short note of the dialogue made and the office should be informed.  The purpose is to collect information and to neither support nor object to the proposal.  Points should be clarified at the end of the meeting, stressing that the Parish Council is not the decision-making authority.
 
Councillor Stevens attended the meeting at 7:06pm.
 
Re: Planning appeal, 16 Park Estate, Mr R Fox. To ensure the Inspector has full information Cllr Smith has elaborated on our previous objection to this development. This has been sent to the Planning Inspectorate.  Posted 31 July 2023.
 
Deeping St James Parish Council have received correspondence from a member of the public who takes a keen interest in the bus services and transport in the area, advising that the Delaine buses are reinstating some of the Buses on Saturdays to Stamford and Spalding using the 301/302 service.  
 
32.24 To receive an update from the Neighbourhood plan.
Key discussion was given to the Design Code for the site of the forthcoming 680 houses in the North East quarter of the town (Linchfield Road and Towngate East).  The Neighbourhood Plan Team are looking forward to securing Technical Support to assist with this.
 
The Neighbourhood Plan Team are investigating changing the speed limit along the potential quiet lane’s; Millfield Road (MD) and Back Lane (DSJ) reducing speed to 20mph. 
 
33.24 To consider the Peterborough Local Plan Issues and Options Consultation.
An appendix was shared with the agenda for all Committee members to view. This consultation is more than a call to sites request; it draws attention to the changes to the settlement boundaries in and around Peterborough.  Cllrs raised queries upon developing the area around Deeping Gate and its situation with other local villages.
This consultation is at a generalised stage and the Cllrs wish to RECOMMEND to Full Council for this consultation to be investigated by the Neighbourhood Plan and report back on behalf of Deeping St James Parish Council.  Consultation closes on 15th September 2023.
 
Cllr Rose attended the meeting at 7:16pm.
 
34.24 To consider the Section 106 Wishlist.
South Kesteven District Council would like a list of projects ready for when developers of large sites are liable to provide S106 monies.  
Cllrs considered that it would be useful to have a list catering for both S106 and other improvement projects the community could benefit from.  Previously, DSJPC have been provided with bus shelters by developers, however, if we had a list in place, other projects may have been put forward.
Two Cllr’s have already put ideas forward, however, Cllr Smith has asked that all Cllrs should put ideas forward to Cllr Shinkins-Hoppe and these ideas will be assembled by both Cllr Shinkins-Hoppe and Cllr Smith and reported back to Full Council.
 
35.24 To consider the Highways Survey.
An appendix was shared with the agenda regarding the Highways Survey.  It is a two-part survey covering both drainage and highways.  Cllrs have been asked to advise any road/flooding issues to Cllr Smith to collate.  The Asst Clerk is to add this topic back on next month’s agenda to consider.  Consultation closes on 15th October 2023.
 
36.24 To consider the correspondence sent from New River Retail with regards the Lidl Planning Application S23/0956.
The Parish Council have received correspondence offering an update on the New River Retail position.  No action is taken at this point in time.
 
37.24 To consider the SKDC Open Spaces, Sports and Recreation Study.
Cllr Bowell arrived at the meeting at 7:42pm
A survey was shared with the Councillors with the agenda.  Cllrs are encouraged to fill this survey in personally.  It was agreed that The Neighbourhood Plan Team will fill this in on behalf of both DSJPC and MDTC, further, Deeping St James Parish Council will complete this on behalf of DSJPC separately.  This topic will be discussed at Full Council on 22nd August 2023.
