The Minutes of the Planning & Transport Committee meeting held on Tuesday 17th October 2023 at 7.00pm at the Institute.

Present: Councillors Denman, Dilks, Rose, Shinkins-Hoppe, Smith and Stevens. The Minutes were taken by the Assistant Clerk Louise Brown.

53.24 To receive apologies of absence.

Apologies were received from Cllr Bowell and Cllr Gilbert.

54.24 To receive declarations of interest, if any.

Cllr Stevens declared an interest in agenda item 61.24, planning applications S23/1248 and S23/1249.

55.24 To agree the Minutes of the previous meeting held on 12th September 2023.  PTC 2023 Minutes – Deeping St James Parish Council (lincolnshire.gov.uk)

The Minutes were agreed as a true representative and signed.

56.24 To receive reports from the Clerk.

Paperwork was shared indicating updates on actions taken, which do not require consideration. It was drawn to the Councillors attention, that since the Clerk’s Report was written, the Housing Strategy Working Group that was to be attended by Cllrs Smith and Shinkins-Hoppe, the meeting has now been cancelled.

57.24 To receive an update from the Neighbourhood plan.

At the recent meeting of the Neighbourhood Plan; topics discussed were: The symposium on trees.

Quiet Lane progress for Millfield Road Market Deeping and Back Lane Deeping St James. Library Action Plan.

The Deepings Leisure Centre.

Design Code Work with Urban Design Consultants.

Alison Homes, who will be addressing the Neighbourhood Plan on the 6th December 2023.

58.24 To consider any Campaigns and Survey’s Deeping St James Parish Council
wish to support.

The Assistant Clerk advised the Councillors of previous Campaigns supported by the Parish Council, such as hi-vis reflector bands, ‘Pass Wide and Slow banners’, ‘Be Aware and Park Elsewhere’. Councillors were reminded that we cannot contribute to school projects which would be covered by the curriculum.

Councillors discussed and agreed for the clerks to source some clip-on reflectors for the children in both of the Deeping St James Primary Schools.

RECOMMEND to Full Council for the clerks to search for appropriate reflectors to be offered for each child within both Deeping St James Primary Schools.
 
59.24 To discuss the status of Brewton Drive’s playpark and the long-term handover.

Cllrs discussed the condition of the new park as it is at present, with the setting being surrounded by chicken wire and the play equipment set in grass instead of rubber tarmac. Concern was also raised with reference to the setting of the attenuation pond and the landscaping of the area alongside the footpath Public Right Of Way 3.

Councillors considered that enquiries should be made via the planning department with regards to the play area and attenuation pond, furthermore Councillor Dilks will bring this up with SKDC directly.

60.24 To consider the South Kesteven District Council Housing Strategy Consultation Survey.

Councillors discussed that the Housing Strategy Working Group has been cancelled however, Cllr Smith advised that he has filled out the consultation on behalf of the Neighbourhood Plan. Cllr Smith is to advise Cllr Dilks on information sent and other Councillors are welcome to take the survey should they wish.

Previously the Library was at risk of closure by Lincolnshire County Council and was placed in austerity measures.  Since that time, it has developed into a keystone of the community, which runs independently as part of Deeping Community Trust; this is supported by LCC, Market Deeping Town Council and Deeping St James Parish Council. The library provides activities, which can be viewed via their website www.deepingslibrary.co.uk.

DSJPC RECOMMENDS to Full Council to respond to both S23/1248 & S23/1249 welcoming the improvements to meet the needs of the community and to unanimously support these applications. Councillors Stevens and Dilks abstained from voting.

Proposal: Erection of front, side and rear two-storey extension, single storey rear extension, detached garage and creation of new vehicular access.
Location: 5 Broadgate Lane, Deeping St James, Lincolnshire, PE6 8NW, App Type: Householder
DSJPC – Object to this planning application under delegated powers for the following reasons:
The proposal was objected to, given harm to :
•    views and the setting of listed buildings to the rear
•    the street scene as the extensions were out of keeping
•    neighbour amenity given noise from the new access to the garage running the length of the garden .
