January’s meeting was cancelled due to lack of planning applications and topics to be considered.
The office are to investigate which lamp posts could be used along Linchfield Road to hold a SIDS device and can be included in the SIDS rota.
The Assistant Clerk has been to investigate and there are currently 22 lamp posts along Linchfield Road, with lamp post no. 1 being situated a few metres in on the left-hand side as you enter Linchfield Road from Spalding Road and no. 22 being situated just before the turn-off to Campion Drive. Ideas have been put forward to the Lincolnshire Road Safety Partnership to review.
The Assistant Clerk is to contact contractors to look into ordering signage for Bell Lane.
Countrywide Assistance advise that they believe the signage will come under the Police Reform Act, and that it would be an offence to motorcycle on the land without the landowner’s permission, as the land is private. Countrywide Assistance went on to state that it is also an offence under the same act to ride a motor vehicle causing alarm, distress or annoyance. Signs could be put in place on the private land to say no trespassing, no motor vehicles etc, however this could not be a Section 34 notice as it is not a highway. It would be down to the landowners and the Police to enforce it and if any signage is used and kept to the size of a highway sign then the Planning Dept may not have to be consulted.
The Assistant Clerk has approached a contractor regarding the signage for Bell Lane and a sign has been ordered.
Cllr Bowell was contacted by a resident advising that the signage which enforces the clearway painted on Horsegate, had not been installed. From this, the Assistant Clerk has contacted LCC drawing their attention to the lack of signage. LCC have responded saying that they are looking into it.
The Assistant Clerk has emailed the Assistant Director of Planning SKDC, with a view to discovering the situation of the outstanding Section 106 monies due for the Bus Shelters along Linchfield Road, Springfields Development. In the meantime, significant information has been obtained via the legal agreement relating to the 106 monies and this has now been established that the Parish Council are entitled to £13,000 plus an uplift linked to the retail price index. Once the bus shelters are installed, the parish council will seek to receive this money from SKDC.
The Assistant Clerk contacted Deeping St James United Charities and the long-term leaseholder of the Cross School to discover what had happened to the Pass Wide and Slow horse banner, which it turned out had been removed due to the poster becoming damaged in the high winds over winter. The leaseholder returned the poster to the office and the poster was not salvageable and so has been disposed of.
Responses for planning applications S22/2334, S22/1920 and S22/2436 discussed at December or January’s FC meeting were put forward to Planning Dept at SKDC.
Cllr Bowell attended the South Lincs Connected meeting held on Friday 20th January. Cllr Bowell has supplied a report, which will be sent out with the February 2023 Full Council agenda.
It has been reported that the Police were conducting speed monitoring along Spalding Road on the 9 January 2023.
The Assistant Clerk has approached Autocross Euroshel Limited, for an assessment and quote for two bus shelters to either be moved or purchased for the Springfields Development, Linchfield Road. Autocross Euroshel have now visited and viewed both the site at Linchfield Road and the existing obsolete bus shelters situated at Church Street and Broadgate Lane are to provide a quote in the coming week.
An email was sent to Sir John Hayes asking for him to attend the All-Party Parliamentary Group (APPG) meeting, on Wednesday 8th February 2023. The APPG is a forum for MPs to meet to discuss laws and policy to protect, restore and expand woods and trees at the time of a nature and climate crisis.

Appendix 2
Update on the Neighbourhood plan
Work continues to update projects and take out of the Plan those which have been completed. The review of the current projects has been undertaken and the progress noted. Some projects which were identified in the original public consultation have now been reviewed and the members of the team have considered them unable to be delivered within a reasonable time frame – these have been “filed” as on hold for the time being. As an example, arising from that first consultation was a request for a bridge at Riverside Park. The team considered this and agreed that as there is a bridge and High Locks and the Market Place – no more that half a mile in either direction – it would be unlikely that funding would be found to support the project. Work continues to move projects forward. A review of the policies contained within the Plan is also underway – as the need for new policies has been identified to support the Community.
