Minutes of the Planning & Transport Committee on Tuesday 21 September 2021 at 7.00pm held at the Institute.

Present: Councillors Gilbert, Shinkins-Hoppe, Stevens (District), Thomas (District) and Dilks (County and District).

28.22 To receive apologies of absence.

Councillors Bowell, Denman, Hosking and Little.

29.22 To receive declarations of interest, if any.

30.22 To agree the Minutes of the previous meeting held on 19 August 2021.

The Minutes were agreed as a true representation and signed.

31.22 To receive reports from the Clerk.

Councillor Shinkins-Hoppe has requested that we discover if we have done enough for the Planning Officer to consider the Welland Footbridge S19/0418 as started.

32.22 To consider Ideas for Schools Banners

Pictures were shown of a banner professionally made and a poster made by a child, supporting the road safety campaign.

It was agreed that this was a good idea to look into and support. The Assistant Clerk is to approach Deeping St James Community Primary School to ask if they are happy with this idea. Councillors are to approach companies for quotes and refer to Deeping St James Parish Council office.

33.22 To receive a report of the budget position to date and expected outturn for the financial year 2021/22.

34.22    To consider budget estimates for 2022/23 and make recommendations to the Finance and general purposes committee.

Campaigns and Surveys £500 budget – Would like to consider using some of this to sponsor the Road Safety Campaign outside Deeping St James Community Primary School.

Bus shelters – Developer is due to pay Section 106 monies of £10,000, from the Linden Development to be able to supply bus shelters.  It may be that the £4,000 budget may not be required from DSJP.  Councillor Shinkins-Hoppe to speak with the Clerk.

Bus shelter maintenance and repairs budget can remain the same going forward.

Speed Camera Maintenance £250.00 budget – Quotes are to be sought in regards to purchasing another speed monitor.   Councillors have suggested a different colour with smile/frown expressions, as a reminder to drivers to watch their speed.  

Councillor Shinkins-Hoppe to speak to Clerk to clarify budget for next year with theconsiderations listed in mind.
