PTC October 2021 Minutes

Minutes of the Planning & Transport Committee on Thursday 21 October 2021 at 7.00pm held at the Institute.

Present: Councillors Bowell, Denman, Gilbert, Hosking, Little, Shinkins-Hoppe, Stevens (District) and Thomas (District).

Clerk – Julie Fortnum and Assistant Clerk - Louise Brown taking minutes.

38.22  To receive apologies of absence.

None were received.

Cllr Robinson did not attend.

39.22  To receive declarations of interest, if any.

Councillor Shinkins-Hoppe re Planning Application S21/1996, who left the meeting whilst this Planning Application was discussed.

Dispensation forms were provided for all Councillors present as colleagues of Cllr Shinkins-Hoppe.

40.22  To agree the Minutes of the previous meeting held on 21 September 2021.

The Minutes were agreed as a true representation and will be signed.

Discussion arose from the minutes around the Bus Shelter budget.  Cllr Gilbert is to look at the redundant shelters within the village, to see if there is any prospect in moving them to the new sites outside of the new development along Linchfield Road and report back to the Clerk.

Further discussion was held relating to the possible purchase of another Speed Monitor, where it was agreed that another monitor would be purchased in the new financial year of a different colour or using the smile/frown features to encourage drivers to think about their speed.

41.22  To receive reports from the Clerk.

42.22    To receive an update regarding the Welland Footbridge.

An appendix was shared advising the status of the Planning Application and questions were asked about whether to make a start to satisfy the planners.

Permission was requested and was given, to approach Peakirk and Northborough Parish Councils and Northern Footpath Forum.

43.22 To consider the ‘Ideas for Schools’ Banners

Both Deeping St James Community Primary School and Linchfield Academy were emailed to see if they are happy to have banners supporting the Road Safety Campaign provided at their schools.  Both schools have responded that they would welcome this support and will display the banners.  It was agreed that the Assistant Clerk would purchase the banners for the schools.

44.22    To consider supporting the ‘Pass wide and slow’, campaign.

Correspondence was received from a resident, asking for advice on how to inform the Parishioners about how to pass horses and cyclists on the roads.  The resident, a member of the Facebook group ‘Pass Wide and Slow’, stated that there were advertising campaigns regarding this.  The Clerk asked for posters to be emailed over so that they may be shared in the Parish, however, these are yet to be received. It was discussed that we could supply a banner with the ‘Pass Wide and Slow’ advertising on it and investigate buying some snap on reflectors.  The Council agreed to support this campaign.
