PTC April 2021 Minutes

Draft Minutes of the virtual Planning & Transport Committee held on Monday 26 April 2021 at 7pm.

 

Present:  Councillors Gilbert, Shinkins-Hoppe, Hardy, Robinson, Stevens, Thomas, Bowell, Little and Rose.

98.21  To receive apologies of absence.

Apologies were received from Councillor Hosking.

 

99.21  To receive declarations of interest, if any.

None were received.

 

100.21  To agree the Minutes of the previous meeting held on 18 March 2021.

The Minutes were agreed as a true reflection and Councillor Shinkins-Hoppe will sign and return them to the office.

 

101.21  To receive reports from the Clerk.

None were offered.

 

102.21  To receive an update regarding the concealed entrance and hazard signs for Deeping St James near 72 Church Street and near the Horsegate/Bridge Street junction.

Deeping St James Parish Council received a response from both LCC and Highways stating that they could not help with the signage.  Since this feedback has been received, there has been a further accident opposite 72 Church Street.  It was RECOMMENDED to bring this back to Full Council, to continue to campaign and write another letter.

 

103.21  To receive and discuss street naming for Phase 2 Linchfield Road Springfield Development.

The street names to be considered continued to be those of the benefactors of Deeping St James United Charities.  In addition, the name of Buddle was added for its historic context.

 

104.21  To provide information about Planning Application S20/0481 - 110 Eastgate.

Councillor Robinson joined the meeting.

The Planning Committee discussed the status of the application and agreed that they were unhappy with the outcome of this planning application, however the planning office have approved it.  It was agreed to RECOMMEND this to Full Council.

Application for Approval of Reserved Matters (layout, scale, appearance, access and landscaping), in connection with outline application S18/2282 (demolition of an existing dwelling and the erection of a three bedroom one and a half storey detached dwelling).

 

DSJPC – Lincolnshire County Council – the lead local flood authority – have no objection to the application – this is classed as a Minor Development and therefore LCC consider it the responsibility of SKDC to pick up any issues with flooding.  LCC comment that the access meets the guidelines as set out in the Manual for Streets and the application would not have any unacceptable impact on highway safety.  It is also noted by LCC that a new/amended vehicle access is need and this will require approval from the Highways Authority in accordance with Section 184 of the Highways Act.

In view of the above, Deeping St James Parish Council does not object to this application.
