PTC December 2021 Minutes

Minutes of the Planning & Transport Committee on Thursday 9 December 2021 at 7.00pm held at the Institute.

 

Present: Councillors Denman, Gilbert, Halls, Hosking, Little, Robinson, Shinkins-Hoppe, Stevens (District), Thomas (District) and Dilks (District and County).

Assistant Clerk - Louise Brown taking minutes.

 

58.22  To receive apologies of absence.

Apologies were received from Councillor Bowell.

 

59.22  To receive declarations of interest, if any.

Councillor Shinkins-Hoppe declared an interest in Section 69.22 with reference to Planning Application S21/1996.

 

60.22  To agree the Minutes of the previous meeting held on 18 November 2021.

The Minutes were agreed as a true representation of the meeting and signed.

 

61.22  To receive reports from the Clerk.

An enquiry was received by a resident regarding a structure at 41 Millfield Road.  Deeping St James Parish Council checked the SKDC Planning Portal and found Planning Permission was granted (S18/0943), for the erection of a single storey extension and detached garage.

Cllr Robinson joined the meeting.

 

62.22 To consider the amended Proposed Waiting Restrictions for Hereward Way Consultation.

The Councillors have looked at the documentation sent from TRO, and agreed that they are happy for this proposal to go forward.

Cllrs Thomas and Stevens joined the meeting.

 

63.22  To consider the Lincolnshire Bus Service Improvement Plan.

Information was sent out prior to the meeting and Councillors discussed the outcomes.  It was agreed to contact Delaine Buses, to arrange a meeting to discover what involvement they had with the proposal and how they feel about the outcome.

 

64.22  To consider the reallocation of obsolete bus shelters from Deeping St James and the use of the Section 106 monies.

Deeping St James Parish Council are waiting to hear when the 106 monies set aside for the bus shelters is due to arrive.  Assistant Clerk to chase the relevant person.  

 

65.22 To receive an update regarding the Welland Footbridge.

A meeting is scheduled for 15 January 2022 for Cllrs from Deeping St James Parish Council, Northern Footbridge Forum, Northborough Parish Council and Peakirk Parish Council.

Previously, a meeting had been held between a Civil Engineer and Cllr Shinkins-Hoppe and the Parish Clerk, to look at making a start on the work required.  

 

66.22  To receive an update from The Neighbourhood Plan.

A response to the Lincolnshire Transport Plan from The Deepings Neighbourhood Plan was noted, stating disappointment with this plan.

 

67.22  To receive and consider the following Planning Applications and put forward recommendations to the next Council Meeting, or make decisions in accordance with the Committee’s delegated powers:

Proposed Tree Preservation Order for 2 x Red Horse Chestnuts and 2 x Copper Beech Trees.  

DSJPC – Councillors are to monitor this; however, this application is noted.
