• Subject: Consideration of a new 20mph speed zone or selective speed limits (expanding on Cllr Bowell's recent proposal for Bridge Street/Eastgate). 

• Current Status: Seeking the general views of the Planning and Transport Committee before undertaking further work.

o Lincolnshire County Council initiated a policy shift in December 2024 to facilitate community-led 20mph requests. 

 

3. Supports Neighbourhood Plan & Active Travel: 

o Complements the emerging LCC Local Walking and Cycling Improvement Plan (LCWIP). 

o Encourages walking & ‘wheeling’ (cycling, scooting, buggies and mobility scooters. 

 

4. Low Political Risk: 

o Difficult for objectors, developers, or highway authorities to argue against safety principles.

I trust you’re both keeping well?
 
I’m contacting you in respect of the site DEP1-H2 at Land South of Towngate East and West of Linchfield Road, Market Deeping. I attach a copy of a Site Location Plan for reference.
 
Our client, the Rathbone Trust, now wishes to progress forward with preparation of an outline planning application for proposed residential and associated development of the site, targeting submission by the end of this year.
 
We have recently instructed a wider technical project team who are undertaking relevant survey work required to support a future application including ecological & arboricultural surveys, ground investigation relating to drainage, noise surveys, archaeological geophysical survey and traffic surveys (post-school holidays). Bidwells have also been instructed to progress masterplanning and design work to support a future application including consideration towards the design code as required by the policy allocation for the site.
 
We’ve also instructed a consultant, Greengage, who are preparing ES (Environmental Statement) Scoping over the next few weeks on the assumption that the outline planning application will require an ES. Once submitted, the ES Scoping will be published by SKDC in the public domain (similarly to a planning application).
 
We’re keen to discuss emerging proposals for the site and for Deepings NP Group/Town/Parish Councillors and the local community to be involved in helping to shape the proposals going forward.
 
We intend on attending SKDC’s Design PAD meetings scheduled for 10th September and 5th November 2026 as part progressing pre-application discussions and we would suggest that you or representatives of Deeping NP Group attend these meetings, if possible.
 
Can we please arrange to meet with you, either in-person and/or on a Teams call, within the next few weeks to discuss the emerging proposals and programme of work going forward?
 
We’re also keen to arrange a public exhibition of plans around September 2026 and would be grateful for your assistance with setting this up, if possible?

App 9 – 31.27 New Local Bus Options, including Hopper Bus

27.07.26 – DSJ Institute, 1600–1715 
 
Present 
DSJ Parish Councillors: Phil Dilks (also District and County Councillor), Kate Shinkins-Hoppe, Judy Stevens, Gordon Smith.  Local resident and Transport Consultant (TS).
 
Purpose of meeting: To broadly review the scope and agree actions.  
 
Background. A fuller review of the topic was available in the Transport Consultant’s report, June 2026. 
A new hopper bus service has been an Improvement Project in the Deepings Neighbourhood Plan (DNP), but no work has yet been done to move it forward. TS has produced a useful report dated June 2026. The DNP Group invited DSJPC to take the project forward, since most of the improvement sought is in DSJ's area. The Group will report back to DSJ’s Planning and Transport Committee, to DSJ’s Full Council, and the DNP Group. 
It was noted that DSJ, in response to historic reductions in bus services, had run a taxi service connecting DSJ with Market Deeping bus stops. This ceased due to low use, though there is insufficient information to understand why it failed. 
 
Geographical Scope. Market Deeping and Deeping St James, plus the bus route corridor from Spalding (overlap with onward bus services outside this area is acknowledged). 
 
Adequacy and Distribution of Bus Stops. TS's report includes a map showing areas more than 400m from a bus stop: namely Tattershall Drive, Northfields Industrial Estate, DSJ south of Spalding Road, and DSJ Eastgate. This map helps evidence need, but not reflect frequency or timing of services . 
 
Delaine's Present Routing. Routes 101/102 (Morton–Peterborough) are designed as a rapid, reliable service, completed within an hour for the full length. The exception is the 102, which loops through (mostly) DSJ. Broad discussion followed on options for change. 
 
New Services Elsewhere in Lincolnshire. LCC has supported new services elsewhere in the county — a possible precedent. 
 
Concessionary Fares. 50% of cost is returned to the bus company. 
 
Call Connect Service. Not easily understood. Needs investigation; consider inviting them to give a local presentation. 
 
Local Community Bus – discussion. Not for the parish council to run (no experience) 
• Age Concern's experience with their own bus isn't comparable to a permanent bus service, which can't rely on volunteer drivers 
• Vulnerable to failure 
 
Actions 
Early informal discussions to be held with LCC Councillor East (Portfolio Holder for Highways and Transport) to see how LCC might help develop ideas. This would include whether Call Connect services could be improved. Initial action: Phil Dilks. 
 
Next meeting: to be set up once we have feedback as above.

Move to new, up-to-date Local Plan system for SKDC

South Kesteven District Council is to move to the Government’s new Local Plan system.

A Local Plan sets out the planning framework for the next 20 years for housing provision, the economy, town centres, infrastructure provision and the environment.

It also sets out policies by which planning applications will be determined, in addition to allocating land for housing, employment and retail uses. 

The new system offers a streamlined timescale to bring a new Local Plan forward more efficiently, and will build on the work already done to bring the existing document up to date by South Kesteven planning officers.

Cllr Phil Dilks, Cabinet Member for Planning, said: “Moving to the new Local Plan system gives us an opportunity to look ahead and make sure we have the right plan in place for South Kesteven’s future.

“We have already undertaken a significant amount of work, which will provide a strong foundation as we develop a new Local Plan.

“Our aim is to ensure future growth is planned carefully, with new homes, jobs and infrastructure delivered in the right places and in a way that works for our communities.”

The move to the new system would not affect current planning applications. Until a new Local Plan is adopted, national planning policy requirements will continue to be considered alongside the council’s existing policies when determining planning applications.

Recent work on developing a refreshed Local Plan will cease, and the Council will transition to the new style of Local Plan preparation, with the next steps to be formally announced.

A new Local Plan expected to be adopted by August 2029. Existing evidence and supporting work already prepared will be rolled forward to inform the new Plan.

The Council will now review and update its approach to planning for the future and prepare a new Local Plan that better reflects the needs and ambitions of communities across South Kesteven. Officers will look afresh at important elements such as where future housing and economic growth should take place.

It will help the council align with the Government’s updated planning system and provide a clear route towards adopting a new Local Plan.

The existing adopted plan remains in place and will continue to guide planning decisions while work takes place.

Cambridgeshire County Council and Peterborough City Council are working jointly to prepare a new Minerals and Waste Local Plan for Cambridgeshire and Peterborough to replace the current Plan which was adopted in July 2021 and would like to hear your views on what a new Minerals and Waste Plan should contain and how we should engage you as we prepare the Plan. 
 
The current Minerals and Waste Local Plan was adopted by the Councils in July 2021, and it sits alongside the Local Plans prepared by the city and district councils in Cambridgeshire and Peterborough. Together, the polices in these plans, and other supporting documents such as masterplans and design guides, are used by the relevant planning authorities to make planning decisions, guiding where future developments should be located. 
 
A Scoping Consultation document and Draft Engagement Strategy have been published on our website, and we would welcome your comments during the consultation period below. 
 
A Call for Sites is being run alongside the Scoping Consultation, and operators and developers are encouraged to submit potential future minerals and waste sites for consideration for inclusion within the new Plan. Comments are also invited on the Proposed Site Assessment & Selection Methodology and the Cross Border Issues Paper. 
 
The public consultation runs from Monday 3 August 2026 to Monday 12 October 2026.
