The minutes of the extraordinary meeting of Deeping St James Parish Council held on Thursday 06 August 2020 at 7.00 pm using the virtual meeting code and password below:

Present: Parish Councillors Bowell, Gilbert, Hall, Halls, Hardy, Kornfeld, Robinson, Shinkins-Hoppe, Stevens (District) and Thomas (District).

39.21 To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

Apologies had been received and were accepted from Councillors Dilks, Hosking and Lilley.

 

40.21 To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

None declared.

 

41.21 To approve the minutes of the previous meeting held on Thursday 27 July 2020.

As the draft minutes of this meeting had not been shared with the Members it was agreed to approve them at the next council meeting on Thursday 27 August 2020.

 

42.21 To receive the Clerk’s report.

43.21  To agree for the Clerk and Councillor’s Gilbert and Shinkins-Hoppe to arrange to meet with representatives from the Deepings Rugby Union Football Club, Deepings Bowls Club, Deeping United Football Club and Bourne and Deeping Hockey Club to discuss the use of Parish Council land within the playing fields off Spalding Road and to obtain their thoughts on the SKDC proposal for a new leisure centre.

Councillor Gilbert opened by saying that since the meeting on 23 July 2020 where SKDC Officer Karen Whitfield and SKDC Councillor Barry Dobson attended to answer questions around the draft heads of terms document a representative of one of the groups that the parish council had been told had been consulted had stated that there had not been a recent conversation between them and SKDC about what facilities were going to be included in the leisure centre and how this would impact on them. With this in mind Councillor Gilbert proposed that a meeting should be should arranged with representatives from these groups to tell them that the parish council are currently considering all options prior to signing their land over to South Kesteven District Council on a 125-year lease after which the parish council will have no leverage in which to change anything so they want to ensure that what is being offered is the best possible for the Deepings. Councillor Gilbert added that he understood that funding was available for the astro-turf to be replaced so this meeting needed to take place soon to avoid jeopardising that application. It was seconded and Resolved that the Clerk should contact all the organisations and arrange a meeting at which Councillors Gilbert and Shinkins-Hoppe along with the Clerk would represent the Parish Council.
