Dear Parish Councillors Bowell, Dilks (County and District), Fowler, Gilbert, Hall, Halls, Hosking, Little, Robinson, Rose, Shinkins-Hoppe, Stevens (District) and Thomas (District).  

 

You are hereby summonsed to attend the next meeting of Deeping St James Parish Council which will be held at the METHODIST CHURCH, CHURCH STREET, DEEPING ST JAMES, PE6 8HD on THURSDAY 27 MAY 2021 at 7.30 pm

 

There will be an open forum, including a three-minute report from the Police and any County/District Councillors present, lasting a maximum of thirty minutes to permit residents to address the Parish Council before the meeting is formally opened, which will be at the closing of the open forum or at 8.00pm, whichever is the sooner.

AGENDA

 

22.1 To elect a Chairperson and to obtain their signed declaration of acceptance of office.

 

22.2 To elect a Vice Chairperson and to obtain their signed declaration of acceptance of office.

 

22.3 To consider whether to adopt the new Local Government Association Code of Conduct which is recommended by the National Association of Local Councils or whether to continue with the current code of conduct originally adopted by the Parish Council in September 2012.

 

22.4 To appoint committees and advisory committees.

 

22.5 To appoint representatives on outside advisory bodies or note membership on outside bodies.

 

22.6 To accept the meeting schedule for the Council year 2021-22.

 

22.7 To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

 

22.8 To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

 

22.9 To approve the minutes of the previous meeting held on Thursday 29 April 2021.

 

22.10 To receive the Clerk’s report. 

 

22.11 Financial matters:

1. To approve the payments for May 2021

3. To receive the Internal Auditors report for the financial year 2020/21

 

22.12 Planning matters:

1. To consider planning application S21/0701 – Mr & Mrs R Tolliday 3 New Row Deeping St James PE6 8NA - two storey extension to front of dwelling.

2. To consider planning application S21/0944 - Mr Ian Walker 11 Locks Close Deeping St James PE6 8RA Demolition of existing conservatory, to construct two storey extension to rear of building in place, forming small balcony to first floor bedroom, including timber privacy louvre.

3. To consider planning application S21/0932 - Linda Doe, 39 Church Street Deeping St James PE6 8HF, remove 1 Willow tree and raise by 2-4m, pull in over extended limbs on another Willow tree

4. To consider planning application S21/0960 – Mr J Clark 2 Swallow Walk Deeping St James PE6 8RZ Single storey extension

5. To consider planning application S21/0984 – Steve Williams 65 Manor Way Deeping St James PE6 8PX change of use from Commercial, Business Service Use Class E (Restaurant) to Public House (Sui Generis), specifically a Micro Pub

22.13 To consider the following correspondence received.

1. Lincolnshire County Council amended consultation regarding the bus stop clearway markings on Horsegate Deeping St James. The Traffic regulation order restrictions times have been added. These will be between 07.00am and 18.30pm. The deadline for the consultation is 8 June 2021.

2. South Kesteven District Council public speaking notification S21/0443 (Erection of warehouse with ancillary showroom space for Kyoto Futons, 13 small Employment units for B2/B8 use together with car parking and vehicle servicing areas Location: Kyoto Futons Ltd, Hards Lane, Frognall, PE6 8RP) – A representative from the Parish Council is welcome to attend the South Kesteven District Council planning committee from 10am on 3 June 2021 in person if they intend to speak at the meeting. Intention to speak must be registered with the District Councils democratic services at least 24 hours prior to the meeting.

3. Invitation to registered interest in attending constitutional parade awareness training for Remembrance Events. This is offered by Lincolnshire County Council Highways and Lincolnshire Police and will hopefully be in person to allow an outside practical demonstration. It is open to those new to the training and to those previously trained, as refresher courses are required every 2-3 years.

4. Entries are now open for the 2021 Lincolnshire Environmental Awards. Due to the Covid restrictions this year the awards are focussing on future environmental proposals from established and new community groups allotment societies, youth groups registered charities and more. Closing date for entries is the 31 July 2021, judging will be on 25 September where a presentation will need to be made at Whisby Nature Park in Lincoln and the first prize is £4000.

5. Lincolnshire CVS asking for help to thank Lincolnshire Volunteers throughout volunteer week by sending a short clip telling them about the volunteers we have supported or emailing them telling them about the volunteers we have supported.

 

22.14 To receive and consider minutes and recommendations of committees, reports from advisory committees, members reports from external bodies, members reports of meetings, seminars, training and events attended on the Council’s behalf:

1. River Welland Trust river warden training attended by Councillor Bowell on Thursday 23 April 2021.

2. Helping alleviate fuel poverty in South Lincolnshire - virtual event held on Wednesday 12 May 2021, organised by Citizens Advice Bureau South Lincolnshire and attended by Councillor Halls.

3. Tree inspection and maintenance working party meeting held virtually at 7pm on Monday 17 May 2021 – This meeting was attended by Councillors Bowell, Halls, Rose, Shinkins-Hoppe, Stevens and the Assistant Clerk where it was agreed that the Councillors should perform a count of trees and that the Assistant Clerk should contact 3 Contractors to find out what they need to know to be able to provide quotes for inspection surveys to take place.

4. Employment training on Tuesday 18 May 20221 organised by Lincolnshire Association of Local Councils and attended by Councillor Halls

5. Meeting with South Kesteven District Council Senior Planning Officer on Wednesday 19 May 2021 when various sites around the Parish were visited and discussed. The meeting was attended by Councillors Dilks, Shinkins-Hoppe and Stevens.    

 

22.15 Footpath walks – do the Parish Council wish to hold these during 2021?  

 

22.16 Great British Spring Clean Event 28 May 2021 and 13 June 2021 – do any Councillors wish to meet up on a day during this period to litter pick designated areas?

 

22.17 To consider a new location for the Defibrillator due to the long-term ongoing problems at the current location (within the red heritage telephone box on Church Street)

 

22.18 To consider what to plant or erect on the Churchgate green to replace the recently removed Oak Tree.

 

22.19 Parish Pump – items for information or inclusion on future agenda.

 

22.20 To agree the date of the next meeting – 7.00pm Thursday 24 June 2021.
