The Minutes of the Youth & Community Committee held on 12 September 2019 at 7.00pm in the meeting room at the Institute.

Present: Councillors Blessett, Kornfeld and Shinkins-Hoppe

The minutes were taken by the Parish Clerk

 

11.20 To receive apologies of absence.

Apologies had been received and were accepted from Councillors Hall and Halls.

 

12.20 To receive declarations of interest if any.

None declared.

 

13.20 To agree the minutes of the meeting held on Thursday 25 July 2019

14.20 Clerks report

Anti-social behaviour continues to be a problem at all the parks and open spaces including large amounts of general litter, smashed glass, graffiti, evidence of small fires and cannabis use and damage to school fencing, boundary walls, planting and some play equipment. The Parish Council’s maintenance worker visits Woody Heights and Jubilee Park daily and Churchfields and Hereward Way weekly to clear these areas and keep them safe. Not all of the equipment in the latter three belongs to the parish council – it is the responsibility of SKDC and the condition of this equipment sometimes reflects on the Parish Council. The Police have increased their patrols within the Deepings although the impact that this is having on low level anti-social behaviour is negligible. The PCSO’s also regularly attend the Schools in Deeping St James to speak to culprits and educate all. The Clerk confirmed that both the Police and the District Council had been made aware of the anti-social behaviour.

 

15.20 To receive feedback from the 2019 playscheme held at Madcaps in Market Deeping Community Primary School between 29 July 2019 and 9 August 2019 and consider plans for next year.

Councillor Shinkins-Hoppe advised that she had visited the play-scheme 3 times and confirmed that it had been well managed and all the Children were having fun. The play provider would like to run the scheme again in the future making it a combined play-scheme and as Councillor Shinkins-Hoppe had suggested that Parish Council would consider this they had approached Market Deeping Town Council who had said they did not wish to consider this suggestion.

 

16.20 To receive an update regarding the required play equipment repairs and replacements following the operational inspections that took place in June 2019.

Councillor Shinkins-Hoppe confirmed that she had met with a play equipment provider with a view to replacing the motorbike springer at Jubilee Park and to provide quotes for the repairs which were required after the operational inspection reports had been carried out earlier on in the year. She also intended to meet with a second company to obtain quotes. It was noted that the Parish Council’s maintenance staff would be able to complete the low-level risks items.

 

17.20 To receive an update about the installation of an electricity supply and CCTV on the parks

Quotations for the installation of the electricity supply and the required concrete base and the cabinet. Councillor Shinkins-Hoppe had also obtained a quotation for installation of CCTV and advised that she would attempt to obtain a further two quotes.
